Extraordinary Business - Delegation to Local Board Transport Capital Fund on East Coast Bays Wayfinding Signage Project 2020/2021 |

The local board is requested to appoint a local board member to the Local Board Transport Capital Fund on East Coast Bays Wayfinding Signage Project 2020/2021. The delegation needs to be effective immediately to allow for Auckland Transport to continue this work without undue delays as direction is needed prior to the next Hibiscus and Bays Local Board business meeting. |

Resolution number HB/2021/14 MOVED by Chairperson G Brown, seconded by Member A Dunn: That the Hibiscus and Bays Local Board: a) consider an extraordinary item regarding the delegation of a local board member to the Local Board Transport Capital Fund on East Coast Bays Wayfinding Signage Project 2020/2021 at item 20.1 of this agenda: i) the reason the matter was not on the agenda is that the matter came to light after the close of the agenda, and ii) the reason for urgency is that direction is needed prior to the next Hibiscus and Bays Local Board business meeting. |

Additional funding for East Coast Bays Library, Browns Bay - Comprehensive Renewal |

Resolution number HB/2021/15 MOVED by Member G Holmes, seconded by Member J Parfitt: That the Hibiscus and Bays Local Board: a) approve the additional funding allocation of $550,000 from Local Renewal budget for the comprehensive renewal of the East Coast Bays Library, Browns Bay. b) note the allocation of the additional $550,000 will ensure that the library renewal can be delivered in March - July 2021, but this will decrease the available budget for allocation in the next financial year. |

Resolution number HB/2021/16 MOVED by Chairperson G Brown, seconded by Deputy Chairperson V Short: That the Hibiscus and Bays Local Board: a) approve the proposed signage for the 19 reserves in scope, as per the proposed signage maps, Attachment A to the agenda report b) approve the delivery of additional wayfinding signage at Aicken Reserve, Pinehill Lookout and Possum Walk. |

Local board input into preparation of the draft 2021 Regional Parks Management Plan |

Resolution number HB/2021/17 MOVED by Member J Parfitt, seconded by Member A Poppelbaum: That the Hibiscus and Bays Local Board: a) do not support a vehicle free policy at any park, including Long Bay Regional Park, due to the significant adverse effects on residential streets and lack of public transport access to most regional parks b) support the retention of access at Beach Road for East Coast Bays residents and the development of a mapping system for access points into the Long Bay Regional Park which includes vehicle and bus access points from Beach Road and Glenvar Ridge Road c) support the further identification, funding and development of local greenway paths for cycling and walking to connect the regional park with neighbouring residential areas, particularly the access point from the Ridgeview Reserve, Headland Drive, especially where this serves to mitigate damage from current informal access that endangers ecological areas or heritage protection sites such as at Long Bay Regional Park d) strongly support more installation of bi-lingual interpretive signage in all regional parks to help provide appreciation of the unique historic, ecological and cultural values of these areas e) support additional regional funded pest eradication and management in all regional parks, especially where this is carried out with the aid of community volunteer groups f) support more parking for self-contained campers at selected regional parks, such as Shakespear Regional Park g) support the continued role of Park Rangers being located within regional parks as an onsite, continual presence h) do not support access for dogs in regional parks due to the threat to wildlife i) note that the acquisition of two private sites, including farm buildings, near the park office at Long Bay Regional Park would improve the park footprint and flow and could allow for future use such as recreation or marine education j) note the significant public safety issues raised by the public resulting from antisocial behaviour at Pohutakawa Bay, a popular nudist beach, at the northern end of the Long Bay Regional Park and support a plan for all relevant stakeholders to manage this issue

2021 Local Government New Zealand Conference and Annual General Meeting |

Resolution number HB/2021/18 MOVED by Member J Parfitt, seconded by Member G Holmes: That the Hibiscus and Bays Local Board: a) note the budget constraints in the current financial year and the recommended process for the appointment of attendees and delegates to the Local Government New Zealand 2021 Conference and Annual General Meeting in Blenheim from 15 to 17 July 2021 b) endorse the selection of Member J Fitzgerald to the Local Board Chairs’ Forum and agree to put nominations for cluster representatives through the local board chair for consideration at their April 2021 meeting. c) note the process to submit remits to the Annual General Meeting and entries for the 2021 Local Government New Zealand Excellence Awards has been communicated to elected members on 2 March 2021 d) confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy e) note that all local board members who are appointed to attend the conference will be confirmed to the General Manager Local Board Services by 15 April 2021 at the latest to ensure that they are registered with Local Government New Zealand f) note that any member who wishes to attend the conference using their Individual Development Budget (IDB) allocation will need to subsidise the cost and must contact the General Manager Local Board Services by 8 April 2021 to make the necessary arrangements. g) note that the Governing Body will be appointing delegates to the 2021 LGNZ Annual General Meeting at their 25 March 2021 meeting, with the recommendation being to appoint Mayor Phil Goff as presiding delegate, and to appoint Chief Executive Jim Stabback and up to two other Auckland Council conference attendees as delegates. h) note that conference attendees can attend the 2021 Local Government New Zealand Annual General Meeting in an advisory capacity provided their names are included on the Annual General Meeting registration form, which will be signed by the mayor. |
