· Team New Zealand for winning the 36th Americas Cup and thank the team, the organisers and supporters for bringing our diverse communities together for a common sporting goal
· Sincere Condolences to Māngere-Ōtāhuhu Local Board retired Member Carrol Elliott at the passing of her daughter Jane Elliott Keepa in February 2021. Rest in Peace Moe Mai Ra
· Congratulations to the new Member Papaliitele Lafulafu Peo who has won the recent Byelection in Mangere-Otahuhu Local Board in February 2021. Member Peo was sworn in the February 2021 Local Board Business Meeting, accompanied by extensive support of extended family and friends, and community leaders who were able to pack in the small space of the local board office boardroom. Papaliitele’s duties have commenced and he has been appointed to portfolios and is receiving training and supervision on his duties whilst bedding in. It’s great to have the Team up to 7 Members again
· Congratulations to the Lagi-Maama Academy and Consultancy for the recent workshop of Mangere based Tufunga Tu’Ifonualava Kaivelata on a Tongan art of noseflutes, panpipes and stamping tubes playing, which will continue with young people and families of this Tongan Art, funded by the Mangere-Otahuhu Local Board
· Thanks to the recent opportunity from Pasifika Futures to join community leaders pushing key messages out to Pasifika Communities to refer to the Ministry of Health of the Covid 19 Alert Level 3. A short Video is out in the public arena
· Congratulations to celebrating International Women’s Day 8 March 2021

· Condolences to the family of the murder victum Toakase Finau and the suicide of her husband Viliami Latu in Pukekohe. Toakase Finau lived in Māngere with her 5 children

· Congratulations to Julia and the Tararata Stream Team, who have gained support from the Government’s Curious Minds programme to support collection of scientific data around their project Field of Dreams - Measuring Restoration

MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) note public notification of Auckland Council’s intention to grant a new community lease to Fountain of Knowledge Trust at Radonich Park, 40 Cleek Road, Māngere East b) delegate to the Māngere-Ōtāhuhu Local Board Chairperson the authority to appoint a hearings panel to consider any objections received, following the public notification, and for the panel to reach a decision c) grant, subject to any objections being resolved, under Section 138(2) of the Local Government Act 2002, a new community lease to Fountain of Knowledge Trust for the group-owned building, and adjoining play area comprising 1194 square metres (more or less) located at Radonich Park, 40 Cleek Road, Māngere East (outlined in red on Attachment A) on the land described as Lot 1 Deposited Plan 195934 subject to the following terms: i) term - 10 years commencing 17 March 2021, with one (1) 10 year right of renewal commencing 17 March 2031, effecting final expiry on 16 March 2041 ii) rent - $1.00 plus GST per annum if demanded iii) all other terms and conditions to be in accordance with the Local Government Act 2002 and Auckland Council’s Community Occupancy Guidelines 2012 d) approve the Fountain of Knowledge Trust’s Community Outcomes Plan, as provided in Attachment B, for inclusion as the Third Schedule of the lease agreement |

Resolution number MO/2021/26 MOVED by Chairperson L Sosene, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: i) grant, under Section 54(1)(b) of the Reserves Act 1977, a new community lease to The Girl Guides Association of New Zealand Incorporated for the group-owned premises comprising 133 square metres (more or less) located at Waterlea Park, 28R House Avenue, Māngere Bridge (as outlined in red on Attachment E) on the land described as Lot 21 Deposited Plan 42152 subject to the following terms: i) term - five years commencing 17 March 2021, with one (1) five-year right of renewal commencing 17 March 2026, effecting final expiry on 16 March 2031 ii) rent - $1.00 plus GST per annum if demanded iii) all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977 j) approve The Girl Guides Association of New Zealand Incorporated’s Community Outcomes Plan, as provided in Attachment F, for inclusion as the Third Schedule of the lease agreement.

Mangere-Ōtāhuhu Local Board sport and recreation facilities grants - allocation of funding in 2020/2021 |

Resolution number MO/2021/27 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) grant $22,000 to Māngere Ōtāhuhu Netball Centre, from line item 77 of the 2020/2021 local board work programme, to complete a feasibility study that will identify options to address safety and facility design issues b) grant $20,900 to Manukau Rovers Rugby Football Club from line item 77 of the 2020/2021 local board work programme to complete a feasibility study to identify options for facility upgrades c) grant $3,620 to the Manukau Rovers Rugby Football Club from line item 77 of the 2020/2021 local board work programme towards the purchase of tables and chairs d) consider the allocation of remaining funds in line item 77 in June, toward priority projects in the draft Māngere Ōtāhuhu Sport and Active Recreation Facilities Plan.

Local board input into preparation of the draft 2021 Regional Parks Management Plan |

Resolution number MO/2021/28 MOVED by Chairperson L Sosene, seconded by Member H Toleafoa: That the Māngere-Ōtāhuhu Local Board: a) provide the following feedback to inform the preparation of the draft Regional Park Management Plan 2021: 1. The Māngere-Ōtāhuhu Local Board Plan 2020 highlights the concerns and opportunities to combat climate change and agrees with the suggestions received, that people highly value the natural, undeveloped nature of the regional parks, particularly in the face of continuing growth of Auckland’s population and urban area 2. The board support the overall suggestions highlighted in the Summary of Suggestions: Regional Parks Management Plan Review, January 2021. In particular the suggestions that highlights the comments referring to Ambury Park as follows: i. Consider further expanding and improving the potential for mountain biking trails to attract visitors to the region, and to consider developing leisure cycling loops from local significant heritage sites and other areas of interests ii. Planting more trees for shade, developing community gardens and fruit tree orchards on site, working with Birds New Zealand to create a shorebirds educational display, providing information online and at the park on pre-European and post-colonial history, and information about the park’s biodiversity iii. Continues to be a working farm providing access to experiences for locals to how farms function and its important part in our food production ecology iv. Our regional parks should be encouraged to be visited and enjoyed, therefor the local board opposes any suggestion of users having to pay for revenue purposes, but donation and sponsorship schemes are explored to complete projects in our parks 3. That mana whenua showcase Iwi stories and culture through walking tours and to offer workshops on harakeke weaving, rongoā (traditions of Maori medicine), and local history and heritage at our regional parks 4. To investigate if the scheduled winter closure of Ambury campsite is justified, as large areas of the campground could be used as all-weather camping spots. 5. To note that Ambury Park is an important last stop for many tourists, as it gives them a chance to prepare for the short trip to the campervan depot and airport the following days.

2021 Local Government New Zealand Conference and Annual General Meeting |

Resolution number MO/2021/29 MOVED by Deputy Chairperson W Togiamua, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) acknowledges the budget constrains facing Auckland Council which led staff to recommend a smaller number of attendees than normal b) notes that the LGNZ conference is the main opportunity for local board members to be exposed to emerging issues in the sector, advocate on behalf of their communities to their peers and government and build connections with their peers from across the sector during an electoral term c) is concerned that the proposed approach will not ensure adequate representation of the Māngere-Ōtāhuhu communities at the conference d) notes that the vast majority of individual development budget allocated to Māngere-Ōtāhuhu members for the term remains unspent e) requests that up to 2 members from the Māngere-Ōtāhuhu Local Board attend the conference paid for by that member’s individual development budget and a pro-rata reduction of an equal amount from the remaining members’ individual development budget to make up the shortfall f) nominates Chairperson Lemauga Lydia Sosene and Member Toleafoa to attend the LGNZ conference on the basis of e) above g) subject to approval of e) and f) above that the Māngere-Ōtāhuhu Local Board opts out of making a nomination for a representative for the southern cluster to be funded from the regional budget h) circulate this resolution to other local boards for their information and support.
