MOVED by Chairperson J Allan, seconded by Member A Candy:  

That the Manurewa Local Board:

a)           acknowledge all mana whenua who participated in Te Kete Rukuruku, the Māori naming of parks and community places programme. We thank Te Ākitai Waiohua, Ngāti Tamaoho and Ngāti Pāoa for restoring te reo Māori names and the kōrero that tell the stories behind them to 57 of our parks and for both of our local libraries, and for hosting us at the Hui Tuku Ingoa on 9 February where they presented these taonga to us. We look forward to further names and kōrero for our parks and places being restored through Te Kete Rukuruku in the future.

Terry Foster and Paul Bishop from the Abbeyfield Wiri Housing Project were in attendance to speak to the board about their proposed new development in Wiri.

A document was tabled. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

15

Te Kete Rukuruku Programme - adoption of te reo Māori names, receipt of associated narratives and installation of bilingual signs at Keith Park

 

Resolution number MR/2021/22

MOVED by Chairperson J Allan, seconded by Member R McLean:  

That the Manurewa Local Board :

a)      adopt 57 te reo Māori names for parks and two te reo Māori names for libraries as dual names as outlined in Attachment A

b)          note that Te Matariki Clendon Community Centre will be retained as the name for the full complex which includes the library, fitness centre and community centre and that Te Pātaka Kōrero o Waimāhia is the agreed te reo Māori name for the library

c)      receive the narratives which tell the story behind each of the names as outlined in Attachment A

d)      acknowledge that Auckland Council has agreed to enter into a mātauranga agreement that commits to upholding the correct use of the name and to use it only for purposes that have a community outreach or educational purpose (non-commercial use)

e)        authorise the gazettal of park names listed in Attachment A, for parks classified under the Reserves Act 1977, in accordance with section 16 (10) of the Reserves Act 

f)       approve Keith Park as the preferred location for the installation of the first bilingual signage

g)          approve the allocation of up to $5,000 from work programme line item 790 ‘Responding to Māori aspirations – Manurewa’ for the purpose of holding an event to unveil the bilingual signage in Keith Park and celebrate the adoption of te reo Māori park and library names.

Adoption of Clendon Community Centre Reserve Master Plan

 

Resolution number MR/2021/23

MOVED by Chairperson J Allan, seconded by Member D Pizzini:  

That the Manurewa Local Board:

a)      adopt the Clendon Community Centre Reserve Master Plan (Attachment A)

b)          defer progression to detailed design and physical works for stage one until:

i)             local renewal capital expenditure budgets in the 10-year Budget 2021-2031 are confirmed and

ii)           the board has completed assessment of all options for local renewal capital expenditure across the wider network of existing parks and community facility assets within the Manurewa Local Board area and

iii)         the board has given further direction

c)           note that the section of the primary connector path leading to the wall mural at Clendon Shopping Centre as shown in the concept plan on page 66 of Attachment A is missing on the plans on pages 54, 56 and 65

d)          note that the potential future connector path to Clendon Shopping Centre as shown on the plans on pages 54, 56 and 65 of Attachment A should be removed

e)           request that the plans on pages 54, 56 and 65 of Attachment A be updated to reflect c) and d) above.

Local board input into preparation of the draft 2021 Regional Parks Management Plan

MOVED by Member K Penney, seconded by Member R McLean:  

That the Manurewa Local Board:

a)      provide the following formal feedback to inform the preparation of the draft Regional Park Management Plan 2021:

i)             the board agrees that regional parks play an important role in providing access to natural and open spaces in the context of continuing population growth and intensification of development in Tāmaki Makaurau

ii)           providing and maintaining access to green spaces aligns with Outcome Three of the Manurewa Local Board Plan 2020, ‘Our people enjoy a choice of quality community spaces and use them often’

iii)         access to natural, undeveloped spaces such as regional parks is valuable for the health and wellbeing of people across the region

iv)         the board would like more promotion of regional parks to residents living outside the area where the park is located

v)           the board would like more consideration given to how barriers to accessing regional parks for residents in low-income areas, such as lack of transportation, can be overcome

vi)         the board agrees with public feedback expressing the need for planting more trees, sustainable and regenerative farming practices in council’s regional parks and to build cycle trails and bus links between parks and communities so people don’t have to drive

vii)        the board supports using regional parks to connect visitors with the heritage and history of the whenua, particularly its Māori history. It is important that mana whenua are engaged with, in the development of the new plan.

2021 Local Government New Zealand Conference and Annual General Meeting

 

Resolution number MR/2021/25

MOVED by Chairperson J Allan, seconded by Member R McLean:  

That the Manurewa Local Board:

a)      note the budget constraints in the current financial year and the recommended process for the appointment of attendees and delegates to the Local Government New Zealand 2021 Conference and Annual General Meeting in Blenheim from 15 to 17 July 2021

b)      endorse the selection of one local board representative per cluster through the Local Board Chairs’ Forum and agree to put nominations for cluster representatives through the local board chair for consideration at their April 2021 meeting

c)      note the process to submit remits to the Annual General Meeting and entries for the 2021 Local Government New Zealand Excellence Awards has been communicated to elected members on 2 March 2021 

d)      confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy

e)      note that all local board members who are appointed to attend the conference will be confirmed to the General Manager Local Board Services by 15 April 2021 at the latest to ensure that they are registered with Local Government New Zealand

f)       note that any member who wishes to attend the conference using their Individual Development Budget (IDB) allocation will need to subsidise the cost and must contact the General Manager Local Board Services by 8 April 2021 to make the necessary arrangements

g)      note that the Governing Body will be appointing delegates to the 2021 LGNZ Annual General Meeting at their 25 March 2021 meeting, with the recommendation being to appoint Mayor Phil Goff as presiding delegate, and to appoint Chief Executive Jim Stabback and up to two other Auckland Council conference attendees as delegates

h)      note that conference attendees can attend the 2021 Local Government New Zealand Annual General Meeting in an advisory capacity provided their names are included on the Annual General Meeting registration form, which will be signed by the mayor.
