Chairperson K Thomas opened the meeting and welcomed those present, leading the local board into a karakia.
Resolution number WH/2021/10 MOVED by Chairperson K Thomas, seconded by Member W Piper: That the Whau Local Board: a) accept the apology from Member S Zhu for absence.

There were no declarations of interest.
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically, members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Public Forum – Stormwater project at Ambrico Place – Linda Grant |
|
Linda Grant and supporting
residents of Ambrico Place attended the meeting to present their concerns about
the planned stormwater works in the area and also expressed their opposition to
losing access to Ambrico Reserve while the works are undertaken. |

Resolution number WH/2021/16 MOVED by Chairperson K Thomas, seconded by Member J Rose: That the Whau Local Board: a) object to the proposed revocation of reserve status and subsequent sale of 13 Davern Lane, New Lynn. b) note the existence of a mature Pohutukawa tree and younger trees at 13 Davern Lane, New Lynn which would most likely be felled should the site be sold, and note the sensitivity around the removal of native trees in the Whau area. c) note that as well as providing for passive and active recreation, the reserve 13 Davern Lane, New Lynn fosters social cohesion and wellbeing within the community. d) note that the Whau is undergoing a significant increase in density and that intensification in the surrounding streets means that existing green spaces need to be retained. e) note that Tamāki Makaurau Auckland has declared a climate emergency, and that mature trees, reserves and green space are havens for biodiversity, sequester carbon, and mitigate the heat island effect within built up areas. f) request that the original consenting documents for the Davern Lane development be reviewed, with attention to the green space development contribution requirement from the council at the time. g) request detail and modelling on how current green space provision will service the anticipated population increase and associated community need. h) note that the process for asset recycling did not include feedback or agreement from Local Boards. i) note the size and scale of tree(s) in the attached image of Davern Lane.

Resolution number WH/2021/18 MOVED by Chairperson K Thomas, seconded by Member F Amosa: That the Whau Local Board: a) note that transitional rates grants are ending 30 June 2021. b) note that the local board retains the budget for the transitional rates grants as Asset Based Services (ABS) budget as a separate line item, with discretion over its future allocation. This will enable the grants to be considered as part of the Governance Framework Review on funding for asset-based services. c) agree to reallocate the budget through the local work programme process.

Resolution number WH/2021/19 MOVED by Member C Farmer, seconded by Member T Matafai: That the Whau Local Board: a) adopt the tabled Whau Grants Programme 2021/2022 subject to: i) the amendments set out in the document to be appended as Minutes Attachment A correcting the priorities for grants to ensure consistency with Whau Local Board Plan objectives ii) an amendment in the investment approach as set out on page 55 of the agenda to increase the maximum grant amount for local grants from $5,000 to $8,000.

Local board input into preparation of the draft 2021 Regional Parks Management Plan |

Resolution number WH/2021/20 MOVED by Chairperson K Thomas, seconded by Member J Rose: That the Whau Local Board: a) note the updates provided by staff in preparation of the draft Regional Parks Management Plan 2021. b) thank the Whau residents who had provided suggestions through the first phase of consultation on the Regional Parks Management Plan review. c) emphasise the Whau Local Board’s support for increased tree canopy, action against climate change; protection of and free access to parks and open spaces as set out in its 2020 Whau Local Board Plan. d) note with interest, given the Whau Local Board area’s proximity to the Waitākere Ranges Regional Park and related coastal areas, the contents of the Waitākere Ranges Local Board’s submission and make the following recommendations in support of some themes that have been a key focus for its neighbouring board:
i.
the review of the Regional Parks Management Plan should revisit the direction of works to
protect kauri in the Waitakere Ranges Regional Park
ii.
any proposals to
close tracks permanently should be reviewed as part of this Regional Parks Management Plan review
iii.
all regional
parkland should be covered by an Order in Council for protection in
perpetuity and where this is not the case (for example Taitomo Block) this
action should be initiated immediately
iv.
re-planting in
regional parks should continue at current pace, with specific areas kept in
pasture for recreational purposes and to protect landscapes and cultural
features
v.
re-planting be
focused on indigenous species, not exotics
vi.
emissions can be
reduced by developing travel demand management so that people can access
parks on public transport or shuttle buses
vii.
the policy of “pack
in, pack out” for waste should be continued
viii.
there should be no
charge to enter regional parks ix. include policies and objectives to protect the dark sky and night sky viewing
x.
Auckland Council
needs to develop an acquisition plan for regional parks to guide the next 20
years
xi.
there are
opportunities for new regional parks close to urban areas and linkages
between parks and maunga
xii.
the naturalness and
wildness of the Waitākere Ranges should be the priority for
protection and management programmes should be directed to this end xiii. Auckland Council ensures the control of harmful plant and animal pests in line with the Regional Pest Management Plan, liaise with Watercare to improve its biosecurity and support other agencies improving their research programme and monitoring reporting on kauri dieback. e) thank Antonina Georgetti, Local Board Advisor, for her attendance to speak to the item.

2021 Local Government New Zealand Conference and Annual General Meeting |

Resolution number WH/2021/21 MOVED by Chairperson K Thomas, seconded by Member T Matafai: That the Whau Local Board: a) note the budget constraints in the current financial year and the recommended process for the appointment of attendees and delegates to the Local Government New Zealand 2021 Conference and Annual General Meeting in Blenheim from 15 to 17 July 2021. b) endorse the selection of one local board representative per cluster through the Local Board Chairs’ Forum and agree to put nominations for cluster representatives through the local board chair for consideration at their April 2020 meeting. c) note the process to submit remits to the Annual General Meeting and entries for the 2021 Local Government New Zealand Excellence Awards has been communicated to elected members on 2 March 2021. d) confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy. e) note that all local board members who are appointed to attend the conference will be confirmed to the General Manager Local Board Services by 15 April 2021 at the latest to ensure that they are registered with Local Government New Zealand. f) note that any member who wishes to attend the conference using their Individual Development Budget (IDB) allocation will need to subsidise the cost and must contact the General Manager Local Board Services by 8 April 2021 to make the necessary arrangements. g) note that the Governing Body will be appointing delegates to the 2021 LGNZ Annual General Meeting at their 25 March 2021 meeting, with the recommendation being to appoint Mayor Phil Goff as presiding delegate, and to appoint Chief Executive Jim Stabback and up to two other Auckland Council conference attendees as delegates. h) note that conference attendees can attend the 2021 Local Government New Zealand Annual General Meeting in an advisory capacity provided their names are included on the Annual General Meeting registration form, which will be signed by the mayor. |
