Chairperson I Fordham opened the meeting and welcomed attendees. Member V Toki led the meeting in a karakia.

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 23 March 2021 as true and correct.

Auckland Council’s Performance Report: Aotea / Great Barrier Local Board for November 2020 to February 2021

 

Member S Daly declared an interest in this item and took no part in the discussion or voting.

 

A memo was provided on Options for the reallocation of the 2020/2021 conservation advisor underspend. A copy of the tabled document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles:  

That the Aotea / Great Barrier Local Board:

a)         receive the performance report for November 2020 to February 2021.

b)        approve to reallocate the underspend of the conservation advisor project (ID 207) as per tabled memo of:

i)          $6,500 towards the ecology vision (project ID 209)

ii)         $11,000 towards the Ōkiwi pest coordinator project (project ID 210)

iii)       $10,500 towards the local board’s contestable grants fund (project ID 553).

c)         approve to reallocate the $5000 underspend of the GBI: digital information development (project ID 193) to Destination Great Barrier Island for visitor map development and production.

Auckland Transport Fish Passages Project

 

Resolution number GBI/2021/31

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles:  

That the Aotea / Great Barrier Local Board:

a)      approve the use of up to $47,000 from their Local Board Transport Capital Fund for remediation of interim fish passage measures.

b)      thank Jaimee Maha - Team Leader Relationship Advisory, Infrastructure and Environmental Services for her effective liaison between Auckland Transport and Environmental Services to enable progress for this project.

Auckland Transport – Regional Land Transport Programme 2021

That the Aotea / Great Barrier Local Board:

a)         delegate Chair Izzy Fordham, in consultation with other board members, to provide feedback on the draft Auckland Regional Land Transport Programme as per Attachment A of the agenda report.

Proposal to vary the Regional Fuel Tax scheme

That the Aotea / Great Barrier Local Board:

a)        note that Aotea / Great Barrier Island is exempt from the Regional Fuel Tax scheme as stated on page 6 of Attachment B of the agenda report.

Draft Statement of Expectations for Council-controlled Organisations

 

Resolution number GBI/2021/34

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles:  

That the Aotea / Great Barrier Local Board:

a)         provide the following feedback on the draft Statement of Expectations, prepared in accordance with s64B of the Local Government Act 2002:

i)          note that the lead strategy document for all local boards are their Local Board Plans, and they should be referenced in the statement of expectations as a key reference and driver of CCO’s activity.

ii)         endorse the specific focus for all CCOs to outline a climate change response, and additionally request that the aspect of waste minimisation and sustainable practices be more overtly expressed in the statement of expectations for CCO’s to respond to.

Proposal to make a new Public Trading and Events Bylaw

That the Aotea / Great Barrier Local Board:

a)         support the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Ture ā-rohe Tauhokohoko, Takunetanga, me ngā Whakaahua i ngā Wāhi Marea 2022 / Auckland Council Public Trading, Events and Filming Bylaw 2022 for public consultation.

Public feedback on proposal to make new navigation rules

MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles:  

That the Aotea / Great Barrier Local Board:

a)      receive the public feedback on the proposal to make a new Te Kaunihera o Tāmaki Makaurau Ture ā-Rohe Urungi Āhuru 2021 / Auckland Council Navigation Safety Bylaw 2021 and associated controls as attached to this agenda report.

b)      note that the Aotea / Great Barrier Local Board area is under resourced with very limited staffing to give effect to any regulatory compliance monitoring including bylaws.

Statement of proposal to amend the Animal Management Bylaw and controls

 

An updated copy of Attachment A (Statement of Proposal) was provided. A copy of the tabled document has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

Resolution number GBI/2021/37

MOVED by Chairperson I Fordham, seconded by Member S Daly:  

That the Aotea / Great Barrier Local Board:

a)         support the draft statement of proposal in Attachment A (as per tabled document) to amend the Auckland Council Animal Management Bylaw 2015 and associated controls for public consultation.

b)        note the local board’s interest in exploring how domestic cats may be managed in a more accountable manner through aspects such as microchipping and desexing.

c)         note the error on the proposal for restrictions on beehives on pages 2 and 4 of Attachment A of the agenda report and page 16 of Appendix B.
