Demolition of Blue/Tourist Flats at Tui Glen Reserve

Auckland Council’s Performance Report: Henderson-Massey Local Board for November 2020 to February 2021

 

Resolution number HM/2021/45

MOVED by Member V Neeson, seconded by Member M Grey:  

That the Henderson-Massey Local Board:

a)      receive the performance report for November 2020 to February 2021.

b)      grant $20,000 from the Community Response Fund 2020/2021 to West Auckland Riding for the Disabled to go towards covering the outstanding resource consent costs and other planning costs for developing a covered riding arena at Henderson Valley Road.

c)      grant $12,000 from the Community Response Fund 2020/2021 to Waitakere Outrigger Canoe (Waka Ama Club) WOCC to go towards the costs of the interim storage measures for the club at Bridge Ave, Te Atatu South.

d)      grant $1,000 from the Community Response Fund 2020/2021 to Te Atatū Marae Committee to cover extra expenses for holding the 2021 Matariki event in Te Atatū Peninsula.

e)      allocate $56,687 of 2020/2021 Locally Driven Initiatives (LDI) operating expenditure that remains unspent from the following projects to the Community Response Fund for allocation to projects by the end of the 2020/2021 financial year:

i)       Te Kete Rukuruku tranche two - $21,800

ii)      Busking on the bridge - $10,000

iii)     Waitangi Day - $20,000

iv)     Film revenue $4,887

f)       thank staff for their hard work in ensuring that the 2020/2021 work programme has kept to pre Covid-19 project timeframes and budget.

Approval for a new public road name at 536 Don Buck Road, Massey

That the Henderson-Massey Local Board:

a)      approve the name ‘Rahopūru Road’ for the new public road created by way of Stages 3A.1 and 3A.2 of the subdivision being undertaken by Universal Homes Limited at 536 Don Buck Road, Massey in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60347966 and SUB60347968).

a)      approve the name ‘Parkview Crescent’ for the new private road created by way of the subdivision being undertaken by Neat Property Services Limited at 64, 66, 68, 70, 72 and 74 Edmonton Road, Henderson in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60351324 and SUB60351334).

Public feedback on proposal to make new navigation rules

That the Henderson-Massey Local Board:

a)      receive the public feedback on the proposal to make a new Te Kaunihera o Tāmaki Makaurau Ture ā-Rohe Urungi Āhuru 2021 / Auckland Council Navigation Safety Bylaw 2021 and associated controls as attached to this agenda report.

b)      does not support the proposed increase of the maximum speed limit in the Waitematā Harbour zone above 12 knots in line with the majority of submissions from the general public.

Proposal to vary the Regional Fuel Tax (RFT) scheme

That the Henderson-Massey Local Board:

a)      support the proposed variations to the 2018 Regional Fuel Tax Scheme but is disappointed that the west is not well represented among the selected projects and notes that west Auckland has a high rate of population growth which merits more infrastructure attention.

Draft Statement of Expectations for Council-controlled Organisations

 

Resolution number HM/2021/54

That the Henderson-Massey Local Board:

a)      provide the following feedback on the draft Statement of Expectations, prepared in accordance with s64B of the Local Government Act 2002.

             i)        the board supports the preparation of a Statement of Expectations (SOE) for CCOs

            ii)        we note that the SOE is intended to be part of a wider framework of accountability for CCOs, along with the CCO Accountability Policy, the CCO Governance Manual, and the Statements of Expectations and Intent for each CCO

           iii)        notes the following remarks of the Independent Panel on the Review of Council Controlled Organisations in 2020:

 

a)    Council needs to give CCOs clear strategic direction to translate the council’s high- level plans into practical work programmes

b)    The council’s many plans, policies and strategies offer almost no practical strategic direction to CCOs. They do not contain careful, detailed information about the council’s expectations of CCOs so they can set their work programmes and priorities accordingly

c)    Plans and policies are often too broad and lacking in specifics, and require considerable interpretation by CCOs to make them operational

d)    Letters of expectation are too vague and fail to give CCOs adequate guidance in preparing their statements of intent

e)    CCOs’ interactions with local boards does not result in effective accountability. CCOs largely inform local boards about projects in their area rather than seek real input into their design. CCOs are also not sufficiently responsive to local boards’ concerns and do not co-ordinate their efforts in local board areas with other CCOs

f)     The council rewrites its Governance Manual for Substantive CCOS so the focus is squarely on its expectations of CCOs, removing policies to a separate document and requiring incoming directors and senior managers to read the manual.

 

           iv)        while the draft SOE generally sets out the provision recommended by the Independent Panel, it does not include expectations of individual CCOs. We support the recommendation of the Independent Panel that these should form part of the SOE

 

            v)        support the draft SOE’s acknowledgement that ‘local boards are not a ‘stakeholder’, but an integral part of the council’s governance system’ and that ‘local boards will be involved as governors (not stakeholders) when the decision impacts on their local governance role or has high community interest in their local community

 

           vi)        more detail is needed in the draft SOE regarding how CCOs should give meaningful effect to the local governance role of local boards beyond the requirements to ‘build and maintain good relationships’ and ‘consult with local boards genuinely and early’

 

         vii)        the draft SOE should include reference to CCOs working to deliver strategies and key activities from local board plans, alongside the existing references to the Auckland Plan and the Long-term Plan

 

        viii)        acknowledge the need to implement the draft SOE alongside the revisions to the CCO Accountability Policy currently being consulted on as part of the Long-term Plan. However, we believe that the process and timeframe for local boards to provide input into the draft SOE has not been adequate and does not meet the board’s expectations regarding having the opportunity to provide meaningful and considered views

 

           ix)        note that further revisions of the SOE and the CCO Governance Manual to give effect to the recommendations of the Independent Panel should use a process that allows meaningful and considered input from local boards.
