Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
That the Manukau Harbour Forum: a) confirm the ordinary minutes of its meeting, held on Friday, 12 February 2021, as true and correct.

At the close of the agenda no requests to present petitions had been received.
Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
At the close of the agenda no requests for deputations had been received.
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Feedback to the 10-year Budget 2021-2031

Purpose of the report
1. To enable the Manukau Harbour Forum (Forum) to endorse provided feedback on the 10-year Budget 2021-2031.

Executive summary
2. During the Emergency Budget last year, elected representatives collectively made some hard decisions about how to manage the impacts of COVID-19 and Auckland’s worst ever drought. It is apparent that Auckland Council will continue to experience significant financial impacts from COVID-19, with approximately $1 billion of revenue being lost over four years.
3. To address the revenue gap but meet the city’s investment demands, the proposed 10-year Budget includes $90 million of operational savings occurring each year, a lift in our debt-to-revenue ceiling to 290 per cent, $70 million of non-service asset sales each year, and a one-off 5 percent increase in average general rates (with a return to 3.5 percent annual increases over the remainder of the 10-year Budget period).
4. In the proposed 10-year Budget, the constrained budget starting point deferred planned Community capital investment from the first three years out into the later years.
5. Subsequently, the Mayoral Proposal brought forward $65 million into the first three years for high-priority Community capital investment, which is made possible by the proposed 5 percent average general rates increase and lifting our debt ceiling to 290 percent.
6. Manukau Harbour Forum (MHF) members requested that the MHF coordinator develop a submission based upon Forum aspirations and previous position statements in general support of the 10-year Budget proposal in particular aspects that had catchment benefits around the Manukau Harbour.
7. Feedback from the Forum was submitted on 22 March 2021 and is attached for formal endorsement.
Recommendation/s
That the Manukau Harbour Forum:
a) endorse the Manukau Harbour Forum feedback (Attachment A) to the 10-year Budget 2021-2031.
