Resolution number DT/2021/54 MOVED by Member T Deans, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) requests this Notice of Motions and annexed document be received; and b) recommends that Auckland Transport task the security officer employed at Devonport wharf and employ a security officer at Bayswater terminal to: i) monitor the passengers disembarking from the ferries, ii) follow the passengers up to the waiting buses; and iii) advise the bus drivers when all the bus passengers are on board the buses and the buses are free to depart. |

Resolution number DT/2021/56 MOVED by Chairperson R Jackson, seconded by Deputy Chairperson J O'Connor: That the Devonport-Takapuna Local Board: c) resolves that individual workshop and briefing agenda items may be closed to the public and media where advice has been received from relevant council staff that the issue would most likely be discussed in a confidential part of a business meeting under the principles set out in the Local Government Official Information and Meetings Act 1987 (LGOIMA). d) requests that the agendas of upcoming workshops are publicised on the Devonport-Takapuna Local Board webpage and usual social media channels. e) requests that the supporting documents and a record of workshops are publicised on the Devonport-Takapuna Local Board webpage and usual social media channels as soon as possible after the workshop, excluding those related to items held in a closed session under clause (c) of this resolution, noting that staff will make best efforts to publicise materials and workshop records within two working days after the workshop was held. f) requests that supporting documentation and presentations be provided to members of the public and media on request, excluding items held in a closed session under clause (c) of this resolution. These may be provided in advance of the workshop taking place at the discretion of the Chair. g) requests that resolution arising from this Notice of Motion be circulated by Council staff to all Councillors and Local Board members. h) requests that a detailed Record of Workshop for each workshop continues to be included in the subsequent local Devonport-Takapuna Local Board business meeting agenda. i) notes that neither the Local Government Official Information and Meetings Act 1987 (LGOIMA) or Local Government Act 2002 (LGA) prohibit the attendance of the public or media from workshops and briefings, and the Ombudsman cautions that closed workshops can create the perception of secrecy and do not align with the principles of open and transparent governance. j) notes that the Kaipātiki Local Board, Hibiscus Bays Local Board, and Waitakere Ranges Local Board all hold open workshops and that the Devonport-Takapuna Local Board also held open workshops from 2013 to 2019. Resolution number DT/2021/58 MOVED by Deputy Chairperson J O'Connor, seconded by Chairperson R Jackson: That the Devonport-Takapuna Local Board: a) note the completion of public notification and iwi engagement of Auckland Council’s intention to grant a licence to occupy to The Korean Garden Trust. b) grant a licence to occupy to The Korean Garden Trust, 14,239.55m2 (more or less) on Pt Harbour Bed A SO 69231 at Barry’s Point Reserve, 37 Fred Thomas Drive, Takapuna (Attachment A to the report) on the following terms and conditions: i) term – 10 years with two rights of renewal for a further 10 years, commencing 1 June 2021 ii) rent: $1.00 plus GST per annum if demanded. c) note that all terms and conditions of the proposed licence to occupy be in accordance with the Auckland Council Community Occupancy Guidelines 2012 and Reserves Act 1977. |

Resolution number DT/2021/62 MOVED by Chairperson R Jackson, seconded by Member T van Tonder: That the Devonport-Takapuna Local Board: a) approve the concept design for Linwood Reserve, Forrest Hill, play space as presented in Attachment A to this agenda report. b) note that the allocation of the $200,000 budget towards the Linwood Reserve play space renewal project will form part of the 2022 to 2024 Community Facilities Work Programme for approval. c) delegate to the Chairperson and Deputy Chairperson final decisions around the placement of furniture and equipment within the reserve as well as the colour scheme for the equipment, noting that this delegation will be exercised in consultation with other local board members. |

Resolution number DT/2021/64 MOVED by Member G Wood, seconded by Chairperson R Jackson: That the Devonport-Takapuna Local Board: a) recommends to the Governing Body the setting of the targeted rate for inclusion in the Annual Budget 2021/2022 for the following Business Improvement District (BID) programme: i) $145,000 for Milford Business Association; ii) $443,895 for Takapuna Beach Business Association; and iii) $129,000 for Devonport Business Association. |

Resolution number DT/2021/66 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) do not support those parts of Plan Change 60 – Open Space and Other Rezoning Matters (PC60), which are for the purposes of selling open space and reserves noting that the vast majority of submissions (85 of 115) opposed the plan change and that a number of local boards also oppose the sale of parks, open spaces, and reserves.
b) note that our parks, reserves and open spaces are a finite resource which must be valued and protected, and which are essential to: i) the social, physical, and mental health of our communities, and are essential to support population growth ii) support the needs of our expanding and diversifying population – and serving people of all ages and stages, and all abilities iii) support Auckland Council’s environmental, climate change, and urban ngahere strategies and aspirations iv) the amenity and enjoyment of our neighborhoods v) preserving our cultural and natural heritage
c) note that public consultation on the proposed revocation of reserve status for part of 24R Linwood Reserve was undertaken in accordance with the provisions of s24(1) of the Reserves Act 1977, from the period 25 February to 14 April 2021, and that 13 submissions were received regarding the proposal.
d) note that the proposed revocation of reserve status for part of 24R Linwood Reserve will be reported to a future meeting of the Regulatory Committee in due course.
e) oppose the revocation of reserve status of part of Linwood Reserve, Forrest Hill for the following reasons: i) the Devonport-Takapuna Local Board has previously resolved at its 20 October 2015 meeting (DT/2015/205) opposition to the revocation of the reserve status, and opposing the sale of, this portion of Linwood Reserve; ii) the Devonport-Takapuna Local Board Open Space Network Plan identified a shortfall of parks and open spaces in the area; and iii) connectivity from this reserve to surrounding streets would be reduced, particularly the loss of walkway and crucial linkage used by school students and those coming from Forrest Hill Road, and is not aligned with Auckland Council policies encouraging increased safe walking and cycling connections CARRIED |

Resolution number DT/2021/69 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) approve feedback on Auckland Transport’s draft Regional Land Transport Plan, as outlined in Attachment A to this report, subject to the following amendments and noting that the full amended feedback be attached to the minutes of this meeting: i) amend paragraph 17 to read “Ensure that, particularly if the Northern Pathway follows the western side of the northern motorway, and that plans include safe walking and cycling connections across the motorway at the following points: A. Akoranga/Esmonde interchange B. Wairau Road motorway overbridge C. Tristram interchange D. Sunnynook motorway overbridge.” ii) amend paragraph 23 to read ‘The local board supports ongoing funding for a programme of tactical urbanism initiatives such as those brought to life through Waka Kotahi’s Innovating Streets programme, on the understanding that local boards be fully involved from project development to completion.” iii) amend paragraph 37 to read “The local board support the completion of the Northern Corridor (includes busway extension) to ensure the Northern Busway meets current and future demand, as well as creating a complete connection to State Highway 18 linking the North Shore to West Auckland.” v) amend paragraph 43 to read “The local board supports the reinstatement of $20 million city-wide Local Board Transport Capital Fund to provide for an ongoing programme of smaller scale local transport improvement projects and ask it be increased each year in line with annual rates increases.” |
