Local board consultation feedback and input into the 10-year Budget 2021-2031 |

Resolution number HM/2021/57 MOVED by Chairperson V Neeson, seconded by Member B Loader: That the Henderson-Massey Local Board: a) receive consultation feedback on the proposed Henderson-Massey Local Board priorities and activities for 2021/2022 and key advocacy initiatives for 2021-2031. b) receive consultation feedback on regional topics in the 10-year Budget 2021-2031 from people and organisations based in the Henderson-Massey local board area. c) provide the following feedback to the 10 year budget 2021-2031: i) support the proposal for a $31 billion package of spending and investment over the next 10 years that will enable continued delivery of key services and strong investment and renewed assets, supported by: (a) $90 million of ongoing savings
(b) $70 million asset recycling target for the next 3 years
(c) increased council borrowing in the short term – up to 290 per cent debt-to-revenue in first 3 years then 270 per cent thereafter
(d) a one-off 5 per cent increase in average general rates, 3.5 per cent thereafter ii) note that Henderson-Massey Local Board support the proposed investment package, including rates increases, recognising that this approach will enable local community services to maintain current levels of delivery, which is critical as the Henderson-Massey Local Board area experiences rapid growth iii) provide the following feedback on specific items in the proposal: (a) Key issue 2: Responding to climate change: Does not support alternative one, as this would cause the overall rates increase to be above 5 per cent
(b) Key issue 5: Protecting and enhancing the environment - Water quality: Support extending the timeline and increasing the rate for one year
(c) Key issue 5: Protecting and enhancing the environment - Natural Environment: support extending the timeline
(d) Rating policy: support the proposal
(e) Other priorities - Support the following:
· Māori Outcomes fund - $150 million investment over the next 10 years
· Social investment – reinstate contestable funds which were impacted in the Emergency Budget 2020/2021, $500,000 annual homelessness operational fund, Southern Initiative, Western Initiative, Auckland Unlimited, Living wage to contracted cleaners, Amotai social procurement initiative. d) approve the following advocacy items for inclusion as an appendix to its 2021/2022 Local Board Agreement: i) advocate to the Governing Body to retain funding in the 10-year Budget to progress the work on aquatic provision in the northwest ii) advocate to the Governing Body to reinstate Auckland Transport’s Local Board Transport Capital Fund to pre-Emergency Budget levels for all local boards and restore the funding formally allocated by local boards before the budget was adopted iii) advocate to the Governing Body for funding in the 10-year Budget to progress the proposed permanent facility for Waitākere Outrigger Canoe (Waka Ama) Club in Te Atatū South (consultation, detailed design, consenting and a detailed estimate). This would help address the gap in regional support for Waka Ama, one of Aotearoa New Zealand’s fastest growing sports iv) advocate to central government and to the Governing Body for funding in the 10-year Budget for the remaining sections of Te Whau Pathway, not covered by the “shovel-ready” central government project funding, to be completed v) advocate to the Governing Body to fund the Waitangi at Waititi event as part of the regional event programme given the significant number of Aucklanders from across the region who attend the event. |

Resolution number HM/2021/58 MOVED by Member C Carter, seconded by Member I Papau: That the Henderson-Massey Local Board: a) allocate $56,687 from its 2020/2021 Community Response Fund to: i) Rampage Community winter bootcamps – $10,000
ii) Waitemata Rugby Football Club field maintenance costs – $15,000
iii) Kai West Collective host West Auckland Food Resilience Summit - $4,000
iv) Hoani Waititi Marae hosting community events - $6,000
v) Ranui Community Centre community garden - $4,600
vi) Manutewhau community garden at Massey Matters new gardening equipment - $5,000
vii) EcoMatters Environment Trust Rongoā wānanga event – $900
viii) EcoMatters Environment Trust Sunnyvale Backyard Stream Project / Love Your Stream community planting event - $5,000
ix) Te Atatū Marae Committee Matariki event 2021 - $2,000
x) Community Grants fund - $4,187. |
