Resolution number OP/2021/54 MOVED by Member L Fuli, seconded by Chairperson R Autagavaia: That the Ōtara-Papatoetoe Local Board: a) receive the Notice of Motion by member Lotu Fuli to retain the reserve at 11R Birmingham Road in council ownership for public use b) revoke in part resolution OP/2020/80, Emergency Budget 2020/2021 – Ōtara-Papatoetoe Local Board feedback, response to question 3, paragraph 4 being: Maintain capital investment by disposing or granting concessions: The reality for Otara-Papatoetoe area is that we have very little asset left for disposal. In our view, at best, this lever can be used up to 30 per cent only after a closer analysis to assess opportunities from underutilized facilities (E.g. East Tamaki Hall) or small pockets of land (e.g. car park areas). However, ensure equity in service to the local area from the network of facilities. from the Otara-Papatoetoe Local Board 16 June 2020 c) request the Governing Body revoke in part resolution GB/2020/71 c) (Schedule A, line 28) which approved the disposal of 11R Birmingham Road as part of the Emergency Budget 2020/2021 d) request the Parks Arts Community and Events Committee does not approve the revocation of the reserve status of 11R Birmingham road when the matter comes before it for decision after the public consultation and the consideration of the matter by the independent commissioner e) note that the site was approved for sale by the Governing Body and the local board at the time of the Emergency Budget and COVID-19 lock down based on desk top research and the Open Space provision Policy standards without any understanding or advice about the existing use by the community, the need for Auckland Council’s access to the esplanade for maintenance, and future opportunities to connect the reserve to the wider open space network in the area. |

Resolution number OP/2021/56 MOVED by Chairperson R Autagavaia, seconded by Member L Fuli: That the Ōtara-Papatoetoe Local Board: a) support the recommendation to disestablish the Highbrook Park Trust deed as of 30 June 2021 b) send a letter of thanks to Highbrook Park Trust Board noting the achievement and vision of its members in developing a great park in Tāmaki Makaurau.

Resolution number OP/2021/57 MOVED by Chairperson R Autagavaia, seconded by Member O Dewes: That the Ōtara-Papatoetoe Local Board: a) receive consultation feedback on the proposed Ōtara-Papatoetoe Local Board priorities and activities for 2021/2022 and key advocacy initiatives for 2021-2031 b) receive consultation feedback on regional topics in the 10-year Budget 2021-2031 from people and organisations based in the Ōtara-Papatoetoe Local Board area d) endorse the feedback and input on regional topics in the proposed 10-year Budget 2021-2031 to the Governing Body, tabled at the meeting - Attachment A e) approve its advocacy initiatives for inclusion (as an appendix) to its 2021/2022 Local Board Agreement, tabled at the meeting - Attachment B. |

Resolution number OP/2021/58 MOVED by Chairperson R Autagavaia, seconded by Member L Fuli: That the Ōtara-Papatoetoe Local Board: a) endorse the draft Decision-making Responsibilities of Auckland Council’s Governing Body and local boards policy b) does not endorse the proposed approach on area plans and agrees with the members of the Joint Governance Working Party that support local board delegation of area plan adoption as area plans are local in nature and impact, which are developed and reviewed by local boards c) request that Auckland Transport significantly accelerates piloting delegations to local boards on issues such as street trading, place shaping and town centre design d) request any new delegation to local boards be accompanied by allocation of resources to support quality decision making. e) |
