Ms Alice Meredith, Pacific Specialist at Papatoetoe Library, and the Te Puke o Tara and Otara Kai Village teams for promoting the Rotuman Language and Culture in the week 9 – 15 May, including the 140th Anniversary of Rotuma’s annexation to Great Britain on 13 May. As a Rotuman resident in Papatoetoe for the past 30 years, and having contributed to the Papatoetoe community in different ways socially, economically, and pastorally through my church in Kolmar Road, I am delighted to acknowledge with thanks, everyone who helped to showcase Aotearoa and Rotumans of all ages, our language, music, dance (fara), food, hospitality, warm greetings, affirmations, kindness, our beautiful tefui or garland, and prayers, from Parliament in Wellington, to the marae at Te Papa museum, Auckland War Memorial Museum, communities in Otara and Papatoetoe, and the rest of the world.

Resolution number OP/2021/66 MOVED by Chairperson R Autagavaia, seconded by Deputy Chairperson D Trenberth: That the Ōtara-Papatoetoe Local Board: a) grant, under section 61 (2A) of the Reserves Act 1977, a new community ground-lease to Multicultural, Christian, Education and Sporting Trust for the land at 47R Everitt Road, Ōtara (marked in red and hatched on the map Attachment B) and described as Allotment 518 and Allotment 560 Parish of Manurewa, subject to the following terms and conditions: i) term – ten (10) years commencing 1 October 2020 with a single 10-year right-of-renewal, and final expiry of 30 September 2040 ii) rent – one dollar ($1.00) plus GST per annum, if requested iii) rent review date – on renewal iv) permitted use - for the purpose of an early childhood education centre and ancillary use v) the community outcomes plan (Attachment C), to be included in the lease agreement as Schedule 3 vi) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012.

Resolution number OP/2021/67 MOVED by Chairperson R Autagavaia, seconded by Member O Dewes: That the Ōtara-Papatoetoe Local Board: a) note the public notification and iwi consultation of Auckland Council’s intention to grant new community leases for the available rooms within 46 Fair Mall, Ōtara b) delegate to the Ōtara-Papatoetoe Local Board Chairperson, following public notification, the authority to appoint a hearings panel to consider objections, and to decide c) grant under section 138 of the Local Government Act 2002, subject to any objections being resolved, a new community lease to The Community Builders New Zealand Trust for the (Ōtara Bike Burb), for Room 9 within 46 Fair Mall, Ōtara (as marked on Attachment A) on land described as Lot 40 Deposited Plan 55184 contained in Record of Title NA89C/14; on the following terms and conditions: i) term – five and a half (5½) years commencing 1 July 2021 with a single five-(5) year right of renewal, final expiry 31 December 2031 ii) rent - $1.00 per annum (plus GST), if requested iii) an annual operational charge of $25.00 (plus GST) per square meter of space occupied exclusively ($230 + GST) iv) the approved community outcomes plan (Attachment B), to be included in the lease agreement as Schedule 3 d) note all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012, the Local Government Act 2002 e) disagree with the staff recommendation, and believe (based on local knowledge) the assessment from member Dewes provided a more accurate assessment of applicant suitability f) extend the first term of the lease of 5 years by a further 6 months due to resourcing and process issues in the leasing department which has previously led to undue delays in lessees accessing their leased premises.

Endorsing Business Improvement District (BID) targeted rates 2021/2022 |

Resolution number OP/2021/70 MOVED by Member R Robertson, seconded by Member O Dewes: That the Ōtara-Papatoetoe Local Board: a) recommend to the Governing Body the setting of the targeted rates for inclusion in the Annual Budget 2021/2022 for the following Business Improvement District (BID) programmes: i) $545,000 for Greater East Tāmaki Business Association ii) $126,590 for Hunters Corner Town Centre Society iii) $510,000 for Manukau Business Association iv) $94,730 for Ōtara Business Association v) $100,692 for Papatoetoe Central Mainstreet Society b) expect the Business Improvements District (BIDs) to hold regular meetings and invite the local board representatitives to these meetings.

Local Board Views on Plan Change 60 - Open Space (2020) and Other Rezoning Matters |

Resolution number OP/2021/71 MOVED by Deputy Chairperson D Trenberth, seconded by Member R Robertson: That the Ōtara-Papatoetoe Local Board: a) support, in principle, land rationalisation and housing development while noting that the board has in its feedback to council’s 10-year Budget supported: i) the sale of non-strategic and non-services assets to fund investments and services, as part of the 10-year Budget ii) that resources from asset recycling be directed to areas of historical under-investment and deprivation and the reinvestment should be in the local areas from where revenue is generated iii) council response to housing development and growth prioritises focusing the limited funding to maximise residential yield, affordable housing, job creation and supporting deprived communities h) while acknowledging the feedback from the community, opposing Plan Change 60 and concern about loss of reserve land, note that there is a need for revenue to maintain levels of service particularly in South Auckland. The board feedback on the 10-year Budget has advocated on strategic re-investment as local communities have faced severe economic hardships through job losses due to COVID-19 i) oppose the rezoning of 11R Birmingham Road as it has an established and dedicated public use. The site has future potential to improve the open space network in an area used by workers within a community affected by deprivation and historic under-investment in public amenities. We refer officers to resolution OP/2021/54 j) note that at the 20 April 2021 business meeting the board received a petition from Darrin Johannink of Johannink Property Limited (with the support of an overwhelming majority of the landowners in the area) requesting the board and the Governing Body to revisit its decision to dispose of 11R Birmingham Road. e) appoint the chairperson to speak to the local board views at a hearing on Plan Change 60 f) delegate authority to the chairperson of the Ōtara-Papatoetoe Local Board to make a replacement appointment in the event the local board member appointed in resolution e) is unable to attend the plan change hearing. |
