8.1       Deputation - Nobilangelo Ceramalus - O’Brien Road

Te take mō te pūrongo

Purpose of the report

1.       To inform the board about the confusion that is caused at his residence with road numbering due to historical development of the road network.

2.       To request the local board progress a road name change to rename the section of O'Brien Road that runs from the intersection of Ostend and Onetangi Roads down to Te Whau Drive, and leave it as O'Brien Road from Te Whau Drive down to the beach.

Executive summary

3.       Nobilangelo Ceramalus has had an ongoing problem with general post being delivered to his address 2-4 O'Brien Road.

4.       This problem is due to O'Brien Road which has been extended in 1953, from Okoka Road all the way up to the intersection of Ostend and Onetangi Roads.  This extension was also called O'Brien Road, and the road was not renumbered even though it was now well over twice as long.

5.       The explanation in detail is attached in Attachment A of this report.

a)      thank Nobilangelo Ceramalus for his deputation about the confusion that is caused at his residence on O'Brien Road with the existing road numbering structure.

1.       To fund, part-fund, or decline applications received for Waiheke Local Board for the Quick Response Grant Round Three 2020/2021.

Executive summary

2.       The Waiheke Local Board adopted the Grants Programme 2020/2021 on 22 April 2020 (refer Attachment A). The document sets application guidelines for contestable grants submitted to the local board.

3.       This report presents applications received in Waiheke Local Grant and Multiboard Round Two 2020/2021 (refer Attachment B).

4.       The local board has set a total community grants budget of $89,601 for the 2020/2021 financial year. A total of $33,041.50 has been allocated in local grant and quick response round one.

5.       Waiheke Quick Response Round Two 2020/2021 was completed and a total of $11,799.00 was allocated. This leaves a total of $44,760.50 to be allocated in one quick response round and one local grant round.

6.       Waiheke Local and Multiboard Grant Round Two 2020/2021 was complete and a total of $32,240.66 was allocated. This leaves $12,519.84 to be allocated in one quick response round.

7.       Eleven applications were received for consideration by the Waiheke Local Board for the Quick Response Grant Round Three 2020/2021, requesting a total of $17,687.18.

8.       The local board allocates grants to groups and organisations delivering projects, activities, and services that benefit Aucklanders and contribute to the vision of being a world-class city.

9.       The Auckland Council Community Grants Policy supports each local board to adopt a grants programme.

10.     The local board grants programme sets out:

·    local board priorities

·    lower priorities for funding

·    exclusions

·    grant types, the number of grant rounds and when these will open and close

·    any additional accountability requirements

11.     The Waiheke Local Board adopted their grants programme for 2020/2021 on 22 April 2020 and will operate three quick response and two local grants rounds for this financial year

12.     The community grant programmes have been extensively advertised through the council grants webpage, local board webpages, local board e-newsletters, Facebook pages, council publications, radio, and community networks.

13.     The local board has set a total community grants budget of $89,601 for the 2020/2021 financial year. A total of $33,041.50 has been allocated in the previous grant rounds.  This leaves a total of $56,559.50 to be allocated in two quick response grant rounds and one local grant round.

14.     The aim of the local board grant programme is to deliver projects and activities which align with the outcomes identified in the local board plan. All applications have been assessed utilising the Community Grants Policy and the local board grant programme criteria. The eligibility of each application is identified in the report recommendations

Climate impact statement

15.     The local board grants programme aims to respond to Auckland Council’s commitment to address climate change by providing grants to individuals and groups with projects that support community climate change action. Local board grants can contribute to climate action through support of projects that address food production and food waste, support alternative transport methods, support community energy efficiency education and behaviour change, build community resilience, and support tree planting.

16.     According to the main focus of the application, each one has received input from a subject matter expert from the relevant department. The main focuses are identified as arts, community, events, sport and recreation, environment or heritage.

17.     The grants programme has no identified impacts on council-controlled organisations and therefore their views are not required.

18.     Local boards are responsible for the decision-making and allocation of local board community grants. The Waiheke Local Board is required to fund, part-fund or decline these grant applications against the local board priorities identified in the local board grant programme

19.     The board is requested to note that section 48 of the Community Grants Policy states; ‘we will also provide feedback to unsuccessful grant applicants about why they have been declined, so they will know what they can do to increase their chances of success next time’.

20.     A summary of each application received through round two of the Waiheke Quick Response 2020/2021 grant round is provided (refer Attachment B).

21.     The local board grants programme aims to respond to Auckland Council’s commitment to improving Māori wellbeing by providing grants to individuals and groups who deliver positive outcomes for Māori. Auckland Council’s Māori Responsiveness Unit has provided input and support towards the development of the community grant processes

22.     Seven applicants applying to quick response round two, have indicated that their project targets Māori or Māori outcomes.

Summary:

Artworks Theatre aims to bring together a Local Arts Leaders studio to re-inforces, upskill and support local work. Five guest speakers will discuss and present information that identifies practical and particular Waiheke Island insights and challenges around Arts production. The programme aims to:
 
- strengthen networks, growing successful relationships, creating a collective that meets twice 
- empowering arts creators; both emerging and established
- sharing local knowledge and know-how; shortcuts for success/time management
- building a production schedule, budget, marketing plan 
 
The programme is open to all ages. Delivered over a two-week intensive, the seminars are limited to 20 participants. A LALs Booklet will summarise the programme's content, and be distributed to each attendee, to build their own creative manual.

Artworks Theatre aims to bring together and create an Arts Leaders collective that re-inforces and upskills practitioner's capacity and capability to generate local arts projects. For some time Artworks has observed the impetus to initiate local performance rests on the shoulders of just a few shoulders. These individuals become overburdened by our creative community's aspirations and tend to burn out. Artworks recognizes the need to sustain the island's creative capital; to strengthen and further develop our community's ability to increase its reach and display our unique identities and creative voices.  The benefit of this initiative will be to bring together an independent Local Arts collective that will strengthen its skills base and encourage mutual support.

·      culture and arts – creating a sense of identity and cohesion that reflects the island’s identity

 

The core aim of the LAL studio is to support the cohesion and upskilling of local arts creatives. Many of the current crop of Waiheke Island artists are required to build each project in isolation or separation. Most creative projects are challenged by momentum or an emphasis on difference, these things are common within all Arts communities, however, there are specific issues that confront Waiheke's island reality. The size and energy of the island's creative pool is not large. Artworks Theatre sees a genuine need to reinforce, strengthen and grow the pool that drives local arts projects and activities.  The LAL studio's purpose is to increase cohesion and upskilling of local practitioners; arming them with effective production and delivery methods.

Artworks Theatre has been encouraged by the growing Tangata Whenua representation and bi-cultural initiatives in recent our programmes, i.e. MOTU Matariki, Tuatara Collective, Korero Kids and currently collaborating with TuRongo Collective on this year's Matariki events. As part of the LAL studio, all speakers will emphasise the need for diversity representation, but specifically, Artworks is in korero with Karena and Millie Koira from TuRongo to enhance and increase ways of collaborating and including Maori in creative projects; honouring Tikanga Maori protocols and practises. We are hopeful and reassured TuRongo will be included in the LAL studio.

Yes - The Artworks venue provides wheelchair access and welcomes people with disabilities for project participation and attendance. Artworks maintain an open and inclusive policy for all communities. The theatre's policy is to enable, empower and celebrate creative access for all differently-abled participation and attendance.
Artworks Theatre encourages and provides access for participation in all aspects of its programme and activities. As a community venue Artworks' intent is to reflect all society; encouraging community diversity in all forms, ethnically, physically, and mentally, LGBTQ+ and all chosen identifications.

Kashmir Postel, Artworks' Venue Coordinator, and Linda Savage from Waiheke Theatre Company will manage and deliver the LAL studio 2021. Artworks Theatre auditorium, backstage, and workspaces are all strictly smoke-free. The theatre actively advocates and practices methods of recycling, ethical disposal, and ways of minimizing waste. The LAL studio will emphasize Health & Safety procedures.

Depending on the island's COVID-19 status at the time, all precautions will be taken to enforce social distancing, hygiene practices, and mask-wearing whenever and wherever required. Artworks Theatre endeavors to supports all efforts to operate sustainably.

Artworks requests support towards the following items within the budget. Artworks intends to self-fund the project where viable; however, given the caliber of the speakers committed to undertaking each session, it is not possible to absorb the cost of the entire project. Artworks hopes Waiheke Local Boards recognizes the merit of the initiative. We request support towards:
  honorarium/koha for speakers
- production booklet
- travel costs
- networking & event promotion 
- venue hireage.

If part funded, how would you make up the difference:

The two core aspects of the LAL studio are the expert speakers and the practitioners. This collective exchange of insight and knowledge is the most vital aspect of the proposed event.  The speakers' koha shown in the budget clearly undervalues the services they will provide. Given the nature of the LAL studio's aims (to encourage, strengthen and upskill local arts capability), the speakers' generosity needs to be honored. We sincerely hope WLB sees the merit in this request.

Children are provided with resources to play with that they might not have inside the home. This grant will go towards the venue hire that the playgroup takes place at.

Paper4trees is a waste minimisation and tree planting programme for schools and preschools. We provide the schools and preschools with 30 litre recycling bins to help encourage recycling within the classroom. As an incentive to recycle all of the paper and cardboard they generate, we reward them with one native plant for every two cubic metres of paper and cardboard they recycle.

Prior to the implementation of the Paper4trees programme, schools and preschools were sending paper and cardboard to landfill because they didn't have the infrastructure required to recycle in the classroom. Waste audits in schools have shown that approximately 70% of a schools waste is paper and cardboard, which is a lot of resource to be sending to landfill. The Paper4trees programme was developed to provide that infrastructure, and also provide an incentive to report in how much paper and cardboard they are recycling and therefore diverting from landfill. By rewarding schools and preschools with native plants for their recycling efforts, the community would benefit the attractions of native flora and fauna from planted natives. Also students will learn about waste minimisation from their behaviour at schools and will carry on their new habit to home.

The Paper4trees is a waste minimisation and tree planting programme targeting for behaviour change.  we believe that the education of resource management and protection of environment is very important.  Learning to look after limited resources and natural environment is one of the main practice for kaitiaki of the environment. Learning kaitiakitanga at young age, it will become their daily habit and ordinal behaviour when they grow up.  If we're successful, we will provide bins to be used inside classrooms to establish recycling system in schools and preschools as well as rewarding them with native plants as incentives to their recycling effort.  This also is a part of kaitiakitanga for planting native plants to their schools and preschools as well as local communities.
8 schools and preschools had been registered to the Paper4trees programme in Waiheke.  Since they signed up to the programme, schools and preschools in Waiheke recycled 68 tonnes of paper and cardboard, saved 551 cubic metres of landfill spaces and 372 tonnes of CO2 prevented to be produced in landfill.  They also planted over 350 plants at their schools, preschools and community.

Paper4trees programme is centred around waste minimisation. Schools cannot avoid using paper and cardboard so we encourage them to divert it from landfill. We also encourage them to record their paper consumption so they can monitor their usage and aim to reduce the consumption where they can. The action will be promoted via Paper4trees termly newsletters as well as social media post with photos when we receive action photos from schools and preschools. We also show appreciation to all our funders and sponsors with message on social media and logos will be printed on tree delivery cards which will be handed to schools and preschools with native plants. Some schools and preschools conducts planting day which emphasise how they received plants and focus on environmental benefit on recycling and planting native plants. All the results (recycling volume and numbers of native plants planted) will be displayed on Paper4trees website.

We would like to continue our young peoples community choir and band that has been so
successful as a direct result of funding. This would raise the self
confidence and motivation of many young people on the island. As a teacher, with 15 years
working on the island, I am well known and respected by the local community. I have run
many choirs, musicals and bands in all 3 schools on the island. With education heading
towards reading, writing and maths as the priorities, the arts have taken a back seat. We
really believe that young people develop so many life skills through music, drama and the
wider arts. Singing in a community choir gives children confidence and self belief alongside
developing their musical skills of singing in harmony. It also develops teamwork and the
ability to listen to others. Myself and Angela Munns ( another well respected music teacher
on the island) believe that being part of a choir should not be elitist and dependent on
how much money you have. We want to continue to make singing accessible to all young
people not

Additional information to support the application:

The board funding is proving vital for our project to be sustained. Many children are
benefitting from attending who wouldn't otherwise be able to and parents are reporting that
their children's self esteem, confidence and love of music has hugely increased.   The project will be unsustainable without funding from the board.

Project: Supporting the youth of Waiheke in a COVID world

We are requesting $500 as a contribution to the annual cost of $183,560 for programme resources used in programmes facilitated by the Youthline Auckland youth worker team and counselling supporting  vulnerable youth on Waiheke and clinical supervision for our counsellors who support them. 
Our youth workers need programme resources that will enable the young people we work with to participate in a range of activities supporting their social and personal development (including sport, academia, employment and arts).
Many of the young people we work with require face-to-face counselling and both our youth workers and counsellors require clinical supervision on a fortnightly basis.
 Last year we supported an estimated 129 young people on Waiheke with development programmes, mentoring and counselling.

Many of the young people we work with are disadvantaged and often feel lonely, alone, disengaged and desperate with a reduced sense of belonging to family, school or community. Many often don’t have the economic means to house, feed and clothe themselves. Many have serious health issues.
Our youth workers and counsellors work with young people as they transition to adulthood. 
Adolescence can be a stressful time and having a responsible mentor/counsellor walking beside them can have a significant positive impact on a young person who is struggling to cope with the stresses and strains of daily life.  Now, a year after the first lockdown, the stress and anxiety that young people felt as a result of COVID-19 remains for many as an underlying condition and will require great care as we work with our rangatahi going forward. We expect the need for our service will continue this nice at this heightened level.
The counselling and programmes, with appropriate resources, that we offer these vulnerable young people provide support, guidance, direction and motivation. These development opportunities encourage them to become positive contributors and leaders in their community – a real benefit to themselves, friends, whanau and the community at large.

Youthline is well known as “the number one place for young people to reach out to for support” with 24% of young people contacting us for support. 71% of young people are aware of Youthline alone (Colmar Brunton 2019). We have been supporting young people and working with communities for over 50 years. We are a “with youth, for youth” organisation and the first point of contact for many young people accessing youth development and support services across Aotearoa New Zealand. We are a respected and trusted frontline service that has changed the lives of many people who have reached out in their time of need. 
The Youthline Helpline is at the heart of our mahi. Young people in need who contact us  through our Helpline often feel lonely, alone, disengaged and desperate. They often have a reduced sense of belonging to family, school or community.
We aim to ensure that the young people we work with have clear pathways from school to work. And we aim to engender a sense of belonging to their family, school and the community in which they live. In supporting these young people Youthline is very much committed to promoting healthy, safe, sustainable and active lifestyles.
COVID-19 has had a profound affect on the youth of Aotearoa. There has never been a more important time to create a sense of belonging, connection and community. 
The pandemic has increased the demand for our services to a significant degree and placed additional pressure on our already stretched resources. 
Further, just as the pandemic itself has been described as having a long tail, we know from research and experience that the pandemic will have a long mental health tail and the ongoing need for counselling services will also have long tail. And while going down levels represents a reduction in restrictions, the negative economic and social conditions of the pandemic will impact for the foreseeable future.
In a 2020 Youthline online survey with 975 young people and their families, more than 72% of respondents shared that that COVID-19 and lockdown have impacted their mental health with young people under 25 more likely to share this than older groups.
Youthline supports these young people, acknowledges their issues and is inclusive with a strengths-based, person-centred approach. We very much aim to build engagement and resiliency for young people and and support them in transitioning to adulthood.  
Youthline services equip youth with skills and insights on how to build self-esteem and improve mental-health, how to actively problem-solve, recover from setbacks and build resilience. Counsellors link them with local support services to assist their ongoing development. Through their improved emotional and self-management skills young people are less likely to fall into helplessness, depression, addictive behaviours, dangerous relationships and unemployment. 
Our experienced youth worker teams provide individual support, mentoring, development and leadership opportunities to vulnerable youth throughout the Auckland region.
For many, connecting with Youthline provides a pathway to a range of personal development and life skills programmes offered by our team including personal development, job skills (e.g. barista training, CV writing and job applications) and learner licence training. All designed to better equip young people to be healthy and active and productive members of their communities.
Research shows that when young people are engaged in community activities, linked with whanau, and given the opportunity to participate feel that they are part of something and encouraged to reach their potential, that risk taking behaviour is reduced.  Youthline works inclusively with youth, from those young people who are most vulnerable to youth leaders who are championing change.
Our clinical support workers counsel/mentor young people identified as needing one-on-one support to encourage and inspire them.  They aim to understand the strengths and weaknesses of each young person, then identify goals and milestones and develop a plan for successful implementation and progression. By walking beside a young person and providing positive role models Youthline aims to see every young person become a positive contributor to society with a strong sense of belonging.
In terms of our services going forward we know that:
1.  There will continue to be a high demand for support coloured by the impact of COVID-19.
2.  We will need to maintain volunteer numbers at as higher a level as possible to cope  with the demand and increased complexity 
3.  The need for comprehensive training and triage support for our volunteers will be paramount
4.   Our youth worker teams will continue to have a large number of vulnerable young people to work with requiring significant levels of programme resources.
5.  Our volunteer and face-to-face counsellors will have a high need for supervision that in particular acknowledges the unique stresses and strains engendered by the pandemic

Youthline provides support services to young people in need across the ethnic spectrum. In our last reporting period 16% of calls and texts to our Helpline presented as Māori, slightly ahead of the 14% of young people aged 15-24 residing in the Auckland area who identify as Māori. For mentoring and counselling, 15% of young people identify as Māori.  
 
All of our staff and volunteers are trained on the Treaty of Waitangi. Māori models of health such as Te Whare Tapa Wha inform our work with targets groups of rangatahi Māori. Youthline has a Māori working group (Nga Whetu Poutama) to guide Youthline to increase the organisation’s cultural capacity and inform the work that we do.

Youthline Auckland supports the Auckland Council’s Smokefree Policy and its commitment to working proactively with others towards making Auckland smokefree by 2025.  We have a smoke free policy in place and can offer support, advice and referrals to young people who wish to give up smoking. We ensure that the young people we work with are aware of our support for making Auckland smokefree and how we can help them if necessary.

We are requesting $500 as a contribution to the annual cost of $183,560 for programme resources and counselling in support of the vulnerable youth on Waiheke who receive counselling, mentoring, development and leadership opportunities through the Youthline Auckland counselling and youth worker team and for clinical supervision for our counsellors.
Our youth workers need programme resources that will enable the young people we work with to participate in a range of activities supporting their development. 
Many of the young people we work with require face-to-face counselling and both our youth workers and counsellors require clinical supervision on a fortnightly basis.

If part funded, how would you make up the difference:

We would not amend our plan as such. Rather we would continue being extremely proactive in applying for funding from a wide range of funders. We need to find the funding somewhere.
Under COVID many of our funders have a reduced capacity to provide funding. At a time when young people need our service more than ever we are hugely dependent on those organisations who can provide funding.

Additional information to support the application:

We are very appreciative of the previous support of the local board and would be very grateful if the board was able to contribute this time round to the cost of providing programme resources, counselling and staff supervision in the support of the young people we work with.  
A year after the first lockdown, the stress and anxiety that young people felt from COVID-19 remains for many as an underlying condition and will require great care as we work with our rangatahi going forward. We expect the need for our services will continue this year at this heightened level.

By gaining an understanding of the changes that are taking place for teens it will help families/whanau and services to navigate successfully these important and formative years.

Family harm/violence continues to impact Waiheke Island. By continuing to meet and provide frontline support services to those in need in our community, we prevent and reduce vulnerability, increase safety and awareness, ensure access to other essential resources and services. We will continue to support families/whanau to connect with their wider community, by fostering stronger relationships alongside building social cohesion and resilience. The focus of the presentation will be on adolescents/teenagers.

Nathan Wallis is a father of three & a foster parent who lectured in Human Development at the University of Canterbury, Christchurch, and was also a board member and senior trainer with the national body responsible for the dissemination of neuroscientific research to professionals.
He has developed a reputation as a lively and engaging speaker who uses humour and plain language to make this complex topic come to life.
Nathan is a regular on Radio and Television shows sharing his expertise on child development. He is in hot demand, delivering well over 200 presentations year in New Zealand  and internationally.

Summary:

This project will promote digital inclusion by providing opportunities for digital learning. The project will be delivered by experienced and qualified tutors through small group classes and one to one tuition. This project will provide inclusive learning opportunities, in particular for older people or those who do not have digital knowledge, to be able to engage in day to day activities such as online banking, online shopping, paying bills online, making medical appointments, accessing information and staying in contact with friends and family.

Identified community outcomes:

 

Communication and access to services and  information is increasingly being moved onto digital platforms. This process has accelerated with the Covid pandemic with increased reliance on digital services at times of physical distancing. Waiheke's physical isolation also creates barriers to accessing services. Some face to face services are no longer available on Waiheke or are only offered on a reduced basis, in particular banking services demanding engagement instead online. Not all members of our community are able to utilise digital technology, because of lack of resources, knowledge or confidence and as such are at a disadvantage. This project seeks to reach and benefit  those who need additional support to be able to engage online by offering no or low cost learning opportunities to increase equity.

This project is targeted at those members of our Waiheke community who are currently experiencing digital exclusion and seeks to empower them to engage with the essential online platforms, services and resources. In the wake of Covid and changes to service provision on Waiheke it is important that all members of our community have the opportunity to learn to use the tools required to participate in day to day life and be resilient in the face of change.

As a licensed early childhood centre, the Ministry of Education requires Waiheke Island Playcentre to have at least one first-aid qualified adult present at every session. It is, however, recommended by Playcentre Aotearoa that we have at least three first-aid qualified adults rostered on each session in case of absence. If no first-aid qualified adult is present, the Playcentre has to be closed for that day, resulting in disappointed children and a loss of Ministry funding.

The flow-on effect of this will be that we have more people out in the community who are first aid trained, as well as having parents on our daily sessions with competent first aid training, providing a safer environment for our community and their tamariki.

Waiheke Island Playcentre is looking to fund our ongoing First Aid training for the volunteer educators that attend Playcentre with their children.  
 
As a licensed early childhood centre, the Ministry of Education requires Waiheke Island Playcentre to have at least one first-aid qualified adult present at every session. It is, however, recommended by Playcentre Aotearoa that we have at least three first-aid qualified adults rostered on each session in case of absence. The first aid certificate needs to include specific unit standards, which increases the cost, and it has to be renewed every two years. In the next 10 months we are seeking to (re)train 13 volunteer educators.
