Note:          The hearing was chaired by Adam Milina, Local Area Manager, for items 1, 2, 3 and 4. From item 5 onwards, the newly elected Chairperson chaired the meeting.

1          Welcome

Adam Milina, Local Area Manager, opened the hearing, welcomed everyone present and led the hearing in a karakia.

2          Apologies

MOVED by Member F Amosa, seconded by Member J Rose:

That the Whau Local Board Hearings Panel:

a) accept the apology from Member T Matafai for absence and from Member W Piper for lateness.

3          Declaration of Interest

There were no declarations of interest.

4	Whau Local Board Hearings Panel - election of Chairperson
	The Local Area Manager gave an overview of the voting systems.
	Resolution number WH/2021/62 MOVED by Member S Zhu, seconded by Member J Rose: That the Whau Local Board Hearings Panel: a)      agree to use voting system B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect a Chairperson for the Whau Local Board Hearings Panel to hear the submissions received in relation to Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale. CARRIED
	The Local Area Manager called for nominations for the position of Chairperson. Member S Zhu proposed Member K Thomas to be elected as Chairperson for the Whau Local Board Hearings Panel, seconded by Member F Amosa. There were no other nominations. The motion was put to the vote by voices.
	Resolution number WH/2021/63 MOVED by Member S Zhu, seconded by Member F Amosa: That the Whau Local Board Hearings Panel: a) elect member K Thomas as Chairperson for the Whau Local Board Hearings Panel to hear the submissions received in relation to Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale. CARRIED
	Member K Thomas assumed the Chair at 1.06pm.

Member W Piper entered the hearing at 1.12pm.

5	Hearing of submissions on Auckland Council's proposal to grant a new community lease over part of Saunders Reserve, 26 Saunders Place, Avondale
	The following submitters spoke in support of their submission: 1. Stephen Bradley addressed the hearings panel in support of his submission. 2. Jenny Pullar addressed the hearings panel in support of her submision. 3. Robin Brehmer addressed the hearings panel in support of her submision. 4. Harry Waalkens, QC, and David Vallance addressed the hearings panel on behalf of the West End Rowing Club Incorporated in support of its submission.
	Resolution number WH/2021/64 MOVED by Chairperson K Thomas, seconded by Member S Zhu: That the Whau Local Board Hearings Panel: a)      receive the written submissions and hears the presentations from Stephen Bradley, Jenny Pullar, Robin Brehmer, and the West End Rowing Club Incorporated on the Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale. b)      receive the written submission from Freya Brehmer-Hine and an anonymous submitter on the Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale. c)      make recommendations to the Whau Local Board on the outcome of its deliberations on the Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale. d)      direct staff to report the Hearings Panel recommendation on the Auckland Council’s proposal to grant a new community lease to West End Rowing Club Incorporated for part of Saunders Reserve, 26 Saunders Place, Avondale to the Whau Local Board for consideration. e)      thank all submitters for their attendance and presentations. CARRIED
	Under Standing Order 1.9.7 Member C Farmer requested that her dissenting vote be recorded with regards to point a).

Note: Member J Rose left the hearing at 3.15pm.

3.20pm                                               The Chairperson thanked Members for their attendance and attention to business and declared the meeting closed.
