Orewa Reserve Service Assessment

 

Jeff Lyford – Parks and Places Specialist was in attendance for this item.

 

Resolution number HB/2021/80

MOVED by Member J Fitzgerald, seconded by Member L Willis:  

That the Hibiscus and Bays Local Board:

a)      adopt the following service outcomes when selecting a long-term management option for Ōrewa Reserve and adjacent beach

i)       enhance opportunities for beach-related recreational experiences on an extended dry Ōrewa Beach

ii)      improve access to Ōrewa Beach along the length of the Ōrewa Reserve, to help facilitate beach-related recreational activities, including walking along the beach

iii)     retain current play value within the wider Ōrewa Beach setting, with a particular focus on providing pockets of play experiences for young children on Ōrewa Reserve and basketball/beach volleyball experiences within the wider reserve.

iv)     enhance opportunities for north-south pedestrian and cycling movements along the reserve, which are integrated with the existing coastal walking/cycling experience throughout the Ōrewa Beach setting.

Draft proposal to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022

 

Resolution number HB/2021/81

MOVED by Member J Fitzgerald, seconded by Deputy Chairperson V Short:  

That the Hibiscus and Bays Local Board:

a)         support the draft Statement of Proposal in Attachment A of this agenda report to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022 and associated controls for public consultation.

b)        support portable footpath signs ensuring paths are kept clear for pedestrians, mobility scooters and those with disabilities and suggest ladder signs be used where portable signs are not suitable in a particular area

c)         support signs for elections, polls and referendum purposes during an election period and encourage better spacing and scheduling of signange to reduce signs becoming a public nuisance by overcrowding in specific areas

i)          seek stronger adherence and compliance for election signange and request stronger and timely enforcement for breaches of the bylaw

ii)         request consideration be given to how the proposed Signs Bylaw 2022 information will be communicated to the public, including efficient online tools to support information gathering on signange rules for specific entities, sites, and activities

iii)       seek new provision that limit the number of times a political party can advertise a “public meeting” within any election period.

Note: the local board has serious concerns about continued breaches of the signage bylaws that not only create a public nuisance but are resource intensive for council staff.  Changes to other legislation will be required for the new signs bylaw to have the desired effect and control.

Secretarial note: Member J Parfitt requested that further consideration be given to a replacement site for the corner of Carlisle and Firth Roads, Browns Bay.

Resource management system reform: Natural and Built Environment Bill exposure draft submission

That the Hibiscus and Bays Local Board:

a)      receive the report on the Natural and Built Environments Act exposure draft for           inclusion in the Auckland Council submission
