MOVED by Deputy Chairperson B Brady, seconded by Chairperson V Neeson: That the Henderson-Massey Local Board: a) receive the recommendations made by the Hearing Panel following the hearing of an objection to a proposed community lease to Sport Waitakere Trust, 545 Don Buck Road, Massey on 29 March 2021 (Attachment A) as follows: i) that the Henderson Massey Local Board provide the opportunity for both applicants to review their applications based on full disclosure of the criteria and weightings used in assessing those applications ii) invite both Niutao Community Trust and Sport Waitakere Trust to revise and re-submit their applications accordingly iii) receive a final recommendation from Council staff for the ex-Massey Library space community lease, and associated terms, based on an evaluation of those same disclosed criteria and iv) make a final determination on the matter accordingly. b) agree not to progress the proposed community lease to Sport Waitakere Trust, 545 Don Buck Road, Massey and request Community Facilities to progress the following to ensure the community facility at 545 Don Buck Road, Massey can be leased as soon as possible: i) provide the opportunity for any applicant to submit an expression of interest application based on full disclosure of the criteria and weightings used in assessing those applications ii) invite any applicant to submit their expression of interest applications accordingly iii) receive a final recommendation from Council staff for the ex-Massey Library space community lease, and associated terms, based on an evaluation of those same disclosed criteria. c) note that the Board will make the final decision regarding a community lease at 545 Don Buck Road, Massey.

MOVED by Member M Grey, seconded by Member B Loader an amendment by wa of replacement to clause b) i) as follows: That the Henderson-Massey Local Board: b) agree not to progress the proposed community lease to Sport Waitakere Trust, 545 Don Buck Road, Massey and request Community Facilities to progress the following to ensure the community facility at 545 Don Buck Road, Massey can be leased as soon as possible: i) provide the opportunity for any of the original applicants to resubmit their applications based on full disclosure of the criteria and weightings used in assessing those application. |

Resolution number HM/2021/114 MOVED by Member I Papau, seconded by Member M Grey: That the Henderson-Massey Local Board: a) support 4 of the 5 main draft proposals in the draft Statement of Proposal in Attachment A (of the agenda report) supporting:
i) combine the current Signage Bylaw 2015 and Election Signs Bylaw 2013
ii) increase the current portable sign prohibited area to cover the entire City Centre Zone
iii) retain the intent of the rules in the current bylaws (unless otherwise stated) in a way that is up to date and more certain
iv) use a bylaw structure, format and wording more aligned to the Auckland Unitary Plan and current council drafting standards.
b) do not support 1 of the 5 main draft proposals in the draft Statement of Proposal in Attachment A (of the agenda report) namely the increase to the maximum area of flat wall-mounted signs in the Heavy Industry Zone to 6m2 (currently 2.88m2 for sale of a property and 5m2 for goods, services, or events).
c) recommend the retention of the current maximum area of flat wall-mounted signs in the Heavy Industry Zone.
d) agree that it would like the opportunity to review all public feedback on the proposed signs bylaw draft proposal before making a final decision. |
