Joyce Leevard and Neil Van Zyl from Manurewa Community Corrections were in attendance to speak to the board about their concerns with increasing numbers of vehicles speeding on Beatty Avenue in Manurewa. Resolution number MR/2021/110 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) thank Joyce Leevard and Neil Van Zyl for their presentation and attendance b) refer the presentation to Auckland Transport for further investigation regarding: i) priortising delivery of the Jellicoe Quadrant Residential Speed Management project, which includes Beatty Avenue ii) options for addressing the speeding issues on Beatty Avenue until the Jellicoe Quadrant Residential Speed Management project is delivered iii) that the local board support the Auckand Transport Elected Member Partner’s offer to coordinate relevant Auckland Transport engineers to meet on site with local board and Manurewa Community Corrections representatives. |

Dr Nicki Jackson from Alcohol Healthwatch was in attendance via Skype for Business and spoke about taking action on alcohol outlet signage to improve amenity and prevent harm. Draft proposal to make a new Signs Bylaw |

Resolution number MR/2021/112 MOVED by Chairperson J Allan, seconded by Member D Pizzini: That the Manurewa Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022 and associated controls for public consultation, subject to the following feedback: i) the board supports the proposal to combine the current Signage Bylaw 2015 and Election Signs Bylaw 2013 into a single bylaw ii) the board would prefer stronger restrictions on advertising signage displayed at off-licence alcohol outlets, on the basis that this would contribute to reduction of alcohol-related harm in our community iii) the board recommends that public consultation on the Signage Bylaw review actively seeks feedback from communities on alcohol outlet signage iv) the board notes the resolutions of the Regulatory Committee requesting that proactive enforcement through the Targeted Initiative team within the Regulatory Compliance Unit be prioritised and for other methods to reduce community exposure to alcohol marketing by off-licence outlets independent of the signage bylaw review to be explored (REG/2020/66 and REG/2021/20) v) the board notes the advice of staff to the Regulatory Committee that restrictions on advertising signage specific to off-licence alcohol outlets cannot be included using the bylaw under current legislation vi) the board supports Governing Body advocating to central government for tighter national restrictions on alcohol marketing, and would like to be involved in any such discussions. |

Resource management system reform: Natural and Built Environment Bill exposure draft submission |

Resolution number MR/2021/115 MOVED by Chairperson J Allan, seconded by Member G Murphy: That the Manurewa Local Board: a) provide feedback on the Natural and Built Environments Act exposure draft for inclusion in the Auckland Council submission: i) the board supports the proposed ‘Purpose of the Act’ provisions of the bill ii) the board supports the proposed ‘Te Tiriti O Waitangi’ provisions of the bill iii) the board notes that the full version of the proposed bill will need to provide detail on how the ‘Purpose of the Act’ and ‘Te Tiriti O Waitangi’ provisions will be given effect in practice iv) the board supports the proposed outcomes provisions of the bill, and would like to see protection and enhancement of urban ngahere added to the outcomes v) the board supports, in principle, combining current forms of National Direction into a single National Planning Framework. However, we are concerned about the use of National Directions to force requirements on local authorities that are not supported by, or beneficial to, their communities. An example of this is the parking provisions of the current National Policy Statement on Urban Development vi) regarding the proposal for Regional Planning Committees to have decision-making responsibility for developing Natural and Built Environments Plans: A) the board supports a stronger role for mana whenua in the development of regional and district plans. This aligns with Outcome Two of the Manurewa Local Board Plan 2020, which includes the key initiative ‘Advocate for improved council processes to enable more Māori input on key strategies and plans.’ B) the board is concerned that giving all decision-making power over Natural and Built Environments Plans, including plan changes, to Regional Planning Committees would remove this power from directly elected members, and reduce accountability to the community C) the board does not believe that the funding of the planning secretariats for Regional Planning Committees should fall to local authorities. Central Government should provide additional funding to meet this cost. vii) the board believes that system efficiencies should not come at the cost of reducing the ability for residents to be informed about, and express their views on, developments taking place in their neighbourhood. Additionally, system efficiency gains from increased central direction and tools need to be balanced against the ability for local authorities to be responsive to the needs and preferences of their local communities. |
