Purpose of the report

1.       To approve the allocation of funding for the Puketāpapa Strategic Relationship Grants 2021/2022.

Executive summary

2.       The Puketāpapa Local Board provides strategic relationship grants to build community capacity and to support community organisations to upskill their staff and become more sustainable to deliver on initiatives which align to the local board’s priorities and outcomes.

3.       On 25 June 2021 the local board approved the Customer and Community Services work programme, including a total strategic relationship grants budget of $133,500 for distribution towards applications received in 2021/2022 grant round (PKTPP/2021/102).

4.       Community organisations with a track record of service delivery in the local board area  could apply for a one-off grant of $10,000 - $20,000 or $10,000- $20,000 per year over three years for multi-year funding. 

5.       The board entered multi-year funding relationships in 2019-2020 and 2020-2021 with a small number of strategic organisations operating at a local level. A total of $52,500 was committed for three years towards 2019/2020 approved multi-year applications (PKTPP/2019/130) and $15,000 for three years towards 2020/2021 approved multi-year application (PKTPP/2020/130). This leaves a total of $66,000 to be allocated to the 2021/2022 strategic relationship grant round.

6.       Applications for the 2021/2022 grant round opened to community organisations on 1 February and closed on 28 March 2021.

7.       Nine applications were received requesting a total of $169,360. All applications were assessed against criteria outlined in the Puketāpapa Strategic Relationship Grant 2021/2022 Terms of Reference (Attachment A) and presented to the local board at a workshop on 27 May 2021.

8.       Staff recommend allocating $66,000 across five applicants whose applications strongly align to the local board’s priorities and outcomes.

9.       Staff will work with unsuccessful applicants to identify alternative opportunities to achieve their application outcomes.

Context

10.     The purpose of the Puketāpapa Strategic Relationship Grants programme is to build community capacity and support community organisations to deliver on the local board’s priorities and outcomes identified in the Puketāpapa Local Board Plan 2017:

·    active participation

·    economic growth, good local jobs

·    improve transport choices and connectivity

·    strong sense of belonging and local identity

·    improving outcomes for Māori

11.     The Puketāpapa Strategic Relationship work programme SharePoint line 433 has a total budget of $137,500, from which $133,500 has been allocated towards the distribution of grants and $4,000 to offer workshops on best practice strategies for fund-seekers and processes that will increase funding success for community organisations working in Puketapapa.

12.     Applications for the 2021/2022 round of the Puketāpapa Strategic Relationship Grant programme opened on 1 February and closed on 28 March 2021.

13.     Applicants could apply for between $10,000 and $20,000 for a one-off grant, and up to $20,000 per year over three years for multi-year funding.

14.     The strategic relationship grants programme was extensively advertised through the council grants webpage, local board webpages, local board e-newsletters, Facebook pages, council publications, and community networks.

15.     Nine applications were received and assessed by a panel of staff for alignment to the criteria outlined in the Puketāpapa Strategic Relationship Grant 2021/2022 Terms of Reference (Attachment A). The Terms of Reference were developed by staff and adopted by the local board in 2018/2019. The criteria were revised in March 2020 to include Council’s “Guidance on payment of grants and other funding during Covid-19 Alert. “

16.     The nine applications were presented to the local board at a workshop on 27 May 2021 to discuss their alignment with the local board’s priorities and outcomes for the grant round.

Analysis and advice

17.     Applications were assessed through a two-stage process as follows:

i.          Applications were assessed against grant programme eligibility criteria.

ii.          An internal assessment panel comprising of a convenor and two assessors. The panel considered all applications against the outcome areas and recommended grant allocations based on application assessment and alignment with grant programme outcomes. Subject matter expert in Community Grants provided additional comments and insights for relevant applications.

18.     Following the impact of COVID-19, staff also asked applicants to consider a new operating environment and provide additional information on how they were:

·    responding to emerging needs

·    changing and adapting to new or different delivery methods

·    increasing the use of technology

·    looking to contribute to the recovery phase

19.     Five applications were determined to strongly align with the criteria and are recommended for funding; noting that five multi-year grant recipients were approved in 2019/2020 and will be entering year three of the funding cycle (PKTPP/2019/130) and one multi-year grant recipient approved in 2020/2021 will be entering year two of the funding cycle PKTPP/2020/130)

20.     Funding these organisations will enable the local board to:

·    strengthen its strategic relationship with more organisations

·    invest in building capacity and capability so that the organisations are better able to deliver their services effectively, demonstrate impact, increase sustainability, and strengthen their funding position to attract diverse funding opportunities

·    improve outcomes for local communities

21.     Staff recommend allocating a total of $66,000 to the following applications with high alignment.

Comment: The applicant has a good record of service delivery, supporting resettled communities. The grant will support the organization to build its capacity and capability, develop a volunteer training programme that aims to work with several volunteers at a given time. The volunteer training programme demonstrates a range of experience and expertise to engage volunteers and the applicant will create an online platform to communicate and advertise their services.

Comment: The applicant is a key local community organisation with a focus on reduction of socio-economic inequalities in the community and sustainability of programmes. The funding will support programme development, succession planning and long-term stability of the organization and enable the applicant to grow their impact to deliver further community outcomes.

23.     As part of the implementation support provided, staff will be working with the organisations to introduce the Community Impact Toolkit. This toolkit provides a five-step process from planning through to reporting. This will form part of the funding agreement to ensure good practice and evaluation processes are in place at the beginning, and to enable full accountability and reporting back to the local board.

24.     Four applications were assessed to have medium or low alignment with the criteria or were in a strong financial position compared to the recommended applications. Staff will work with these organisations to look for other opportunities for collaboration with the local board or connect them with other funding rounds that are more aligned to the intended outcomes of their initiatives.

25.     The five recipients of multi-year grants have provided progress reports to demonstrate key performance indicators met in the 2020/2021 financial year. The progress reports show recipients have increased their capacity, expanded their activities and have been responsive to the needs of their communities.  Multi-year recipients’ accountability updates were shared with the local board at a workshop on 27 May 2021.

Climate impact statement

27.     All the five applications determined to strongly align with the criteria and are recommended for funding will have a positive impact on climate change due to the reduced need for people to travel to reach these services.

28.     All the five applications determined to strongly align with the criteria and recommended for funding are helping to develop community resilience and adaptation. This will broadly contribute toward community readiness for changes in the future such as those caused by climate change.

29.     Mana Taiao (Environment) is one of the key local board outcomes noted in the Strategic Relationship Grants Terms of Reference, including support for initiatives that promote active modes of transportation, reduction in carbon and other vehicle missions and environmental and ecological sustainability.

30.     Alignment to the funding exception criteria during COVID-19 Alert Levels 4 and 3 was considered by a panel of staff including whether the applicant organisations were:

32.     able to deliver vital services during Levels 4 to 1 and through response and recovery periods.

Local impacts and local board views

33.     The local board is responsible for the decision-making and allocation of Puketāpapa Strategic Relationship Grants 2021/2022. The Puketāpapa local board is required to fund, part-fund or decline these grant applications against the local board priorities identified in the Puketāpapa Strategic Relationship Grant 2021/2022 Terms of Reference (Attachment A).

34.     Nine applications were received and presented to the local board at a workshop on 27 May 2021 to discuss their alignment with the local board’s priorities and outcomes for the grant round. 

35.     Staff note that section 48 of the Community Grants Policy states; ‘we will also provide feedback to unsuccessful grant applicants about why they have been declined, so they will know what they can do to increase their chances of success next time’<Enter text>

Māori impact statement

31.     Māori make up six per cent of the local board population.

32.     The Puketāpapa Strategic Relationship Grant 2021/2022 aims to respond to council’s commitment to improving Māori wellbeing by providing grants to organisations who deliver positive outcomes for Māori.

33.       All six of the applications recommended for funding have identified outcomes for Māori:

·        New Settlers Family and Community Trust: The applicant acknowledges the importance of Te Ao Māori and tikanga practices and its inclusion in areas of programme design and organisational operations.

·        Waikowhai Community Trust: The programmes and services offered has a focus on tāmariki and whānau wellbeing.

·        Roskill Together Trust: the importance of the Treaty of Waitangi and Tikanga Māori practices are embedded through the delivery of Ngā Herenga Waka project activity, where Māori involvement in the design/concept, promotion of Te reo and tikanga practice is prioritized. The applicant ensures activities and events celebrate Māori culture.

·        Belong Aotearoa (trading as Auckland Regional Migrant Services Charitable Trust): services and programmes are supported by commitment to Te Reo Māori, building and maintaining robust relationships with Māori communities and demonstrating hospitality through being welcoming, responsive, affirming and respective of all people.

·        No. 3 Roskill Theatre: programmes seek to engage with tamariki and rangatahi Māori and support them to understand their potential, with flow on effects for whānau (through encouraging intergenerational knowledge-sharing and learning).

Financial implications

34.     The local board has set a total Puketāpapa Strategic Relationship Grants 2021/2022 work programme line 433 budget of $137,500. A total of $55,500 was committed for year three of 2019/2020 approved multi-year applications (PKTPP/2019/130) and $15,000 for year two of 2020/2021 approved multi-year application (PKTPP/2020/130). $4,000 has been allocated to offer workshops on best practice strategies for fund-seekers and processes that will increase funding success for community organisations working in Puketāpapa. This leaves a total of $66,000 to be allocated to the 2021/2022 strategic relationship grant applications.

 

35.     Staff recommend allocating $66,000 across five applications for the grant round.

Risks and mitigations

36.     The allocation of grants occurs within the guidelines and criteria of the Puketāpapa Strategic Relationship Grants 2021/2022 Terms of Reference. The assessment process has identified a low risk associated with funding the applications in this round.

37.     Risks associated with the ongoing response to COVID-19 have been mitigated through application of the ‘Guidance on payment of grants and other funding during Covid-19 Alert’ with all six of the recommended applications who are either deemed as essential service – providing welfare support for vulnerable people in the community and/or able to deliver their services in different ways during different alert levels.

38.     Staff will notify the applicants of the local board’s decision.

39.     Staff will create funding agreements for successful applicants, and work with unsuccessful applicants to advise on alternate funding opportunities.

40.     Staff will provide the local board with quarterly progress reports on the funded organisations and grant recipients will be invited to present their final accountability report at a local board workshop following the completion of the funded activity.
