Member B Houlbrooke declared an interest in Item 8.3 - Deputation: Matakana Coast Trail Trust as she is a contractor for the Matakana Coast Trail Trust and took no part in discussion or voting on the matter.

Petition: Wellsford footpaths

 

Joelene MacGillivray presented a petition on behalf of the Wellsford Community regarding the Wellsford Main Street pavers.

‘We ask the Rodney Local Board to advocate to Auckland Transport on our behalf to have the main street pavers replaced’

 

A copy of the petition introduction tabled at the meeting has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

b)        acknowledge the recent passing of Patricia Clapham (MBE), the first woman elected to the Rodney County Council in 1977, former Rodney District Council deputy mayor (1995-1998) and Rodney’s representative on the Auckland Regional Authority.

Approval for extending a public road name for a subdivision at Hawkens Road, Ahuroa

MOVED by Chairperson P Pirrie, seconded by Deputy Chairperson B Houlbrooke:  

That the Rodney Local Board:

a)      approve the existing name of ‘Hawkens Road’ for the extension of that road within the subdivision at Hawkens Road, Ahuroa, undertaken by Cash Cow Limited, in accordance with section 319(1)(j) of the Local Government Act 1974.

New private road names for subdivision at 127 to 159 Albany Heights Road, Albany Heights

That the Rodney Local Board:

a)      approve two new road names as follows for the two private roads within the subdivision at 127 to 159 Albany Heights Road, Albany Heights,  being undertaken by XXL Brothers Limited, in accordance with section 319(1)(j) of the Local Government Act 1974 and referenced in Attachments A and B of the agenda report

i)       Pukaki Lane (Road No. 1)

ii)      Seahawk Place (Road No. 2).

New road name in the Fulton Hogan Land Development Limited subdivision at 17 Old Pine Valley Road, Pine Valley

MOVED by Chairperson P Pirrie, seconded by Member V Kenny:  

That the Rodney Local Board:

a)      approve Fulton Hogan Land Development name ‘Kueo Lane’ for the one new private road within subdivision at 17 Old Pine Valley Road, Pine Valley, replacing the previously approved name ‘Koura Lane’, in accordance with section 319(1)(j) of the Local Government Act 1974 and as referenced in Attachments A, B and C to the agenda report.

Joint Council-controlled Organisations Engagement Plan 2021-2022

 

Resolution number RD/2021/291

MOVED by Member L Johnston, seconded by Member D Hancock:  

That the Rodney Local Board:

a)      adopt the Joint Council-controlled Organisations Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-controlled Organisations: Auckland Transport, Auckland Unlimited, Eke Panuku Development Auckland, and Watercare

b)      note that the Joint Council-controlled Organisations Engagement Plan is a live document that will be updated as needed, with changes reported to the local board each quarter

c)      authorise the chairperson to sign this agreement on behalf of the local board, in conjunction with representatives from the four Council-controlled Organisations.

Draft proposal to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022

 

Resolution number RD/2021/292

MOVED by Chairperson P Pirrie, seconded by Member B Bailey:  

That the Rodney Local Board:

a)       support the draft Statement of Proposal in Attachment A of this agenda report to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022 and associated controls for public consultation

b)             do not support larger signs in the industrial zones as these are often located between rural and residential areas and so create visual pollution on entering our towns and villages

c)             request greater control over dimming of electronic signs at night including tighter restrictions on flashing

d)        request greater clarification in the bylaw around consenting requirements for larger billboards

e)        request greater clarification in the bylaw pertaining to the attachment of commercial signage to road signs

 

f)              requests the limitation to the number of sandwich boards or other portable signs outside businesses to prevent cluttering of the footpath

g)        express concern about continued breaches of the signage bylaws that not only create a public nuisance but are resource intensive for council staff.

Resource management system reform: Natural and Built Environment Bill exposure draft submission

 

Resolution number RD/2021/293

MOVED by Chairperson P Pirrie, seconded by Member V Kenny:  

That the Rodney Local Board:

a)        provide the following feedback on the Natural and Built Environments Act exposure draft for inclusion in the Auckland Council submission, in support of legislation that:

i)          ensures best practice built environment planning that protects rural areas from poorly planned development, including development occuring ahead of required infrastructure

ii)        ensures the full and thorough protection of the natural environment and its values

iii)       ensures no natural environment loss of wetlands, streams and waterways, coastal edges, significant ecological areas, and threatened habitats, and encourages the enhancement and restoration of the natural environment

iv)       prioritises and enables brownfields developments ahead of greenfields developments and protect rural land on the urban fringe

v)        prevents options for off-site mitigation and requires built environment design that meets the ‘no natural environment loss’ requirements stated above.
