Resolution number UH/2021/84 MOVED by Chairperson L Whyte, seconded by Member N Mayne: That the Upper Harbour Local Board: a) adopt the Upper Harbour Urban Ngahere 10 Year Action Plan (refer Attachment A to the agenda report). b) note that Parks, Sport and Recreation staff will provide updates on the delivery of new tree plantings as part of work programme reporting. c) request that Parks, Sport and Recreation staff review the Upper Harbour Urban Ngahere 10‑Year Action Plan every three years and provide a report updating the local board on progress of delivery of the action plan. d) delegate authority to the General Manager - Parks, Sport and Recreation, in consultation with the Parks, Sport and Recreation Topic Area Leads, to make minor changes and amendments to the text and design of the Upper Harbour Urban Ngahere 10‑year Action Plan. |

Resolution number UH/2021/85 MOVED by Member N Mayne, seconded by Member A Atkinson: That the Upper Harbour Local Board: a) adopt the Upper Harbour Pest Free and Ecological Connectivity Strategy dated 15 July 2021, as shown in Attachment A of the agenda report, subject to the following: i) identify what resources would be required to undertake and complete the pest-free strategy initiatives originally proposed so they can be incorporated into the Pest-Free and Ecological Connectivity Strategy in due course ii) confirm the location and name of Ching Reserve identified in Appendix 1 of the strategy, and ensure this reserve’s details are forwarded to the staff who are developing the draft Upper Harbour Local Parks Management Plan iii) delegate authority to Infrastructure and Environmental Services staff in consultation with Infrastructure and Environmental Services Topic Area Leads to confirm minor changes and amendments to the Pest-Free and Ecological Connectivity Strategy. |

Resolution number UH/2021/89 MOVED by Chairperson L Whyte, seconded by Member U Casuri Balouch: That the Upper Harbour Local Board: a) receive the Eke Panuku Development Auckland - Upper Harbour Local Board report for the period 1 September 2020 to 31 March 2021, noting that the report is for information only and no decision-making is required. b) seek a higher level of engagement with Eke Panuku Development Auckland as part of any masterplan development and review as part of the Council-controlled Organisation Engagement Review. c) request local board consultation and input during the update and adoption of the 14/6 Masterplan refresh given the changed scope, noting the extremely high level of public interest in the future of the Wasp Hangar and associated public space. d) restate clause k) of the Upper Harbour Local Board resolution number UH/2020/66, through which the local board: i) do not support the potential sale of the Wasp Hangar building and land located within the Hobsonville Point precinct, as both the land and the facility have been identified by both the local board and council staff as fulfilling a service need (development of an indoor court facility). e) request that the resolution of this meeting be forwarded to the Governing Body for their information. |

Resolution number UH/2021/90 MOVED by Deputy Chairperson M Miles, seconded by Member N Mayne: That the Upper Harbour Local Board: a) request that staff progress with an initial expression of interest process to understand the level of interest and feasibility of operating the Albany Community Hub - Te Pokapū ā-Hapori o Ōkahukura based on the previously approved focused areas (as set out in Table 1 of the agenda report) for the community management of activation, programming and venue access, subject to the following variations: i) the focus areas to not limit management opportunities to ‘local’ groups but to look Auckland-wide for groups that deliver outcomes for the Upper Harbour community. b) note that the insights from the first stage of the expression of interest process will help inform the next steps for further investment. |

Resource management system reform: Natural and Built Environment Bill exposure draft submission |

Resolution number UH/2021/91 MOVED by Chairperson L Whyte, seconded by Member U Casuri Balouch: That the Upper Harbour Local Board: a) provide the following feedback on the Natural and Built Environments Bill exposure draft for inclusion in the Auckland Council submission: i) express concern at the proposed composition of the Regional Planning Committee, noting concerns that arose during the Auckland Unitary Plan process around lack of democratic accountability and ability for the public to participate ii) request that the Regional Planning Committee provide recommendations to the local authority rather than having final decision-making powers iii) express concern that Part 1 Preliminary Provision of the draft Natural and Built Environments Bill excludes definitions for ‘built environment’ and ‘use’ iv) request that the purpose of the proposed Natural and Built Environments Act in part 2 clause 5b, ‘natural’ and ‘built’ be inserted before ‘environment’ v) express concern that ‘amenity’ is not specifically included in the Natural and Built Environments Bill draft exposure. |
