Resolution number WHK/2021/123 MOVED by Chairperson C Handley, seconded by Member R Tucker: That the Waiheke Local Board: a) acknowledge the passing of Lloyd Whittaker, co-founder of Whittaker’s Music Museum at Artworks. Lloyd was a wonderful musician and with his wife Joan, collected and restored antique instruments. When the Whittakers moved to the island in the 1990s, they brought their world class collection with them and were able to set up the Music Museum at Artworks. In 2007, with the support of the community, the Waiheke Music Museum Trust was established to ensure the continuation of the museum. Many of the instruments were donated to the trust by the Whittakers, while others were purchased and donated by community members. It is the only live music museum in New Zealand and hosts regular musical performances from top musicians including visiting musicians. The Whittakers themselves performed every Saturday afternoon until their retirement in 2019. Lloyd and Joan were both named Members of the New Zealand Order of Merit in 2020 for services to heritage preservation and music education. |

Resolution number WHK/2021/127 MOVED by Member R Tucker, seconded by Chairperson C Handley: That the Waiheke Local Board: a) request an information report from council staff on options to increase control over the number of helicopter pads being consented, their locations, as well as the associated numbers of flights per helicopter pad, and means by which to manage cumulative and specific effects of the number of helipad consents and flight movements on Waiheke and the other islands in the Waiheke Local Board area. This also relates to nuisance and the protection, promotion and maintenance of public health and safety. This should also include an outline of the implications on Waiheke’s current rules once the Hauraki Gulf Islands District Plan (HGIDP) is replaced with the Unitary Plan (UP), and to advise whether it is feasible to apply a Moratorium on Helicopter Pad Consents until such controls are implemented. b) ask Auckland Council’s Planning Committee to endorse a change in the assessment criteria for new helipad consents on Waiheke Island to: i. enable public notification of all helipad consents so those directly affected in the vicinity and on projected flight paths can place submissions. ii. include the consideration of the cumulative effects of helicopter movements. iii. widen the assessment of the effects of helicopter flights, take offs and landings on the wider community and the amenity values of Waiheke and the rights of residents to the quiet enjoyment of their property. c) review all existing helipad consents to determine if any have lapsed during the past 5 years so that the resource consent can be cancelled pursuant to Resource Management Act Section 126. d) request where a review provision exists in the consent, a review be undertaken pursuant to Resource Management Act Section 128, to determine how conditions of operation could be changed to reduce their impact on amenity value. Notification should be made of each review to receive public comment on effects. e) request that subsequent to each review, conditions should be amended or added, including, at a minimum, a requirement that each helicopter shall implement tracking (such as the ADS-B satellite-based system) sufficient to show its approach and departure routes taken to any consented helipad, and that the tracking shall be available online to the public so that it can be monitored even in the absence of any Council monitoring. f) request Auckland Council’s Planning Committee supports a request from the Waiheke Local Board to the Civil Aviation Authority for approval of the Minister of Transport to establish a Special Use Airspace pursuant to Section 29A of the Civil Aviation Act of 1990 to help to manage the impacts of helicopter flights over Waiheke. CARRIED UNANIMOUSLY

Resolution number WHK/2021/133 MOVED by Deputy Chairperson K Matthews, seconded by Member R Tucker: That the Waiheke Local Board: a) support the application of Dark Sky Waiheke to the International Dark Sky Association for a Dark Sky Park in eastern Waiheke. b) request that relevant Auckland Council and Auckland Transport departments review and provide feedback on the draft Lighting Management Plan and compliance schedule with urgency. c) sends a deputation, together with Dark Sky Waiheke representatives, to the Auckland Council Planning Committee at its 5 August 2021 meeting to request a letter of support for the Dark Sky application. |

Resolution number WHK/2021/134 MOVED by Member B Upchurch, seconded by Member R Tucker: That the Waiheke Local Board: a) adopt the Joint Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-Controlled Organisations: Auckland Transport, Auckland Unlimited, Panuku Development Auckland, and Watercare b) note that the Joint Engagement Plan is a live document that will be updated as needed, with changes reported to the local board each quarter. c) authorise the chair of the local board to sign this agreement on behalf of the local board, in conjunction with representatives from the four CCOs. |

Resource management system reform: Natural and Built Environment Bill exposure draft submission |

Resolution number WHK/2021/135 MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews: That the Waiheke Local Board: a) provide the following high level feedback on the Natural and Built Environments Bill exposure draft for inclusion in the Auckland Council submission: i. Support a shift to increased localism rather that what appears to be further regionalisation of decision making ii. Ensuring community have a voice and influence iii. Achieving positive impacts for people and communities be added as an outcome iv. Existing infrastructure should not be negatively impacted v. Consideration needs to specifically be given to residential islands b) delegate Chairperson Cath Handley, in consultation with local board members, to provide further detailed feedback noting that local boards feedback is required by close of business on 26 July 2021 for inclusion in the council submission. |

Resolution number WHK/2021/136 MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews: That the Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022 and associated controls for public consultation. b) seek a regionwide control over permitted levels of illumination in externally projected signage (e.g. light boxes, static illuminated signage, changeable message signs) that is in line with Dark Skies (IDA) prescribed levels, but that applies Auckland-wide for reasons of protection of our ecology and nocturnal biodiversity. This would also align with reducing Auckland’s carbon footprint. |
