Resolution number WTK/2021/98 MOVED by Deputy Chairperson G Presland, seconded by Member K Turner: That the Waitākere Ranges Local Board: a) approves the following names for three new public roads for the subdivision at 5 & 7-11 Christian Road, Swanson, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60313600 and SUB60313606). i) Public Road 1: Kātote Avenue ii) Public Road 2: Kiokio Place iii) Public Road 3: Whekī Place. |

Resolution number WTK/2021/99 MOVED by Member S Coney, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) support the draft Statement of Proposal in Attachment A of this agenda report to make a new Auckland Council and Auckland Transport Ture ā-Rohe mo nga Tohu 2022 / Signs Bylaw 2022 and associated controls for public consultation. b) note that the bylaw retains the same sites / locations for election signage as in previous elections and requests the inclusion of a number of these sites for ad-hoc community signs, along with specified conditions for removal. c) consider that the bylaw or similar should prohibit the erection of commercial signs on top of Auckland Transport wayfinding signs. d) consider that illuminated advertising signage on street signs are not billboards but should be included in the new signs bylaw. e) support the retention of existing restrictions relating to Real Estate signs. f) support inclusion of restrictions to mobile and trailer signs, where those vehicles are effectively functioning as signage. g) support a wider review of signage across Auckland which leads to a decrease of visual clutter. h) consider that illuminated signs should be clearly restricted, particularly in areas such as the Waitākere Ranges, where the principle of retaining dark sky is important. i) request that the bylaw specify in conservation zones and areas of identified ecological value that there are additional restrictions on signs, noting in particular provisions of the Unitary Plan relating to the Waitākere Ranges Heritage Area. |

Resolution number WTK/2021/100 MOVED by Member S Coney, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) grant a new community lease to Glen Eden Railway Station Restoration Trust (Incorporated) for the Glen Eden Railway Station building located at 145 West Coast Road, Glen Eden (Attachment A to the agenda report) on the following terms and conditions: iv) term: 10 years commencing 1 May 2021 with one 10 year right of renewal v) rent: $1.00 plus GST per annum if requested vi) maintenance fee: $1.00 plus GST per annum if requested. vii) all other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines July 2012. b) approve Glen Eden Railway Station Restoration Trust (Incorporated) entering into a sublease arrangement with a restaurant/cafe operator for the Glen Eden Railway Station building (Attachment A to the agenda report) on the following terms and conditions: i) for a term not exceeding the term of the head lease less one day, with or without a right of renewal. |

Resolution number WTK/2021/101 MOVED by Deputy Chairperson G Presland, seconded by Member M Clayton: That the Waitākere Ranges Local Board: a) approve the surrender of Oratia District Ratepayers & Residents Association Incorporated community lease executed 15 April 1990, including the right of renewal that would have taken effect from 1 September 2020 and/or the month-by-month lease. b) grant a new community lease to Oratia District Ratepayers & Residents Association Incorporated for the council owned Oratia Settlers Hall and Oratia Small Hall located on Oratia Hall Reserve, 565 West Coast Road, Oratia (Attachment A to the agenda report) on the following terms and conditions: i) term: 10 years commencing 1 September 2021 with two 10-year rights of renewal ii) rent: $1.00 plus GST per annum if requested iii) maintenance fee: $500.00 plus GST per annum. c) grant a new community ground lease to Oratia District Ratepayers & Residents Association Incorporated for the playground land area of Oratia Hall Reserve, 565 West Coast Road, Oratia (Attachment B to the agenda report) on the following terms and conditions: i) term: 10 years commencing 1 September 2021 with two 10-year rights of renewal ii) rent: $1.00 plus GST per annum if requested iii) six-month notice of early termination of the lease if Auckland Council requires possession of the land for the purposes of redeveloping the site including the provision of a playground for community use. d) approve the Oratia District Ratepayers & Residents Association Incorporated Community Outcomes Plan to be attached to the community lease document (Attachment C to the agenda report). e) approve that all other terms and conditions be in accordance with the Reserves Act 1977, the Local Government Act 2002, and the Auckland Council Community Occupancy Guidelines July 2012. |

Resolution number WTK/2021/102 MOVED by Member K Turner, seconded by Chairperson S Toms: That the Waitākere Ranges Local Board: a) adopt the Joint Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-Controlled Organisations: Auckland Transport, Auckland Unlimited, Panuku Development Auckland, and Watercare. b) note that the Joint Engagement Plan is a living document that will be updated as needed, with changes reported to the local board each quarter. c) authorise the Chair of the local board to sign this agreement on behalf of the local board, in conjunction with representatives from the four CCOs. |

Resource management system reform: Natural and Built Environment Bill exposure draft submission |

Resolution number WTK/2021/103 MOVED by Chairperson S Toms, seconded by Member K Turner: That the Waitākere Ranges Local Board: a) resolve to provide feedback in two parts on the Natural and Built Environments Bill exposure draft for inclusion in the Auckland Council submission. b) approve the tabled feedback on the Natural and Built Environments Bill exposure draft for inclusion in the Auckland Council submission as part one. c) request that Chair Saffron Toms develop part two of the Board’s feedback on the Natural and Built Environments Bill exposure draft for inclusion in the Auckland Council submission, noting that local boards feedback is required by close of business on 26 July 2021 for inclusion in the council submission. d) thank Deputy Chair Presland for his work on the Natural and Built Environments Bill exposure draft submission. |
