Chairperson I Fordham opened the meeting and welcomed attendees. Member V Toki led the meeting in karakia.
Deputy Chairperson L Coles declared an interest in respect to the grant application of Kaitoke School at item 11 – Aotea / Great Barrier Local and Capital Grants Round One 2021/2022 grant allocations - Kaitoke School application report and the accountability report of Aotea Education Trust at item 12 - End-of-year accountability reports of Aotea / Great Barrier Island community groups report.
Member S Daly declared an interest in respect to the accountability reports of Aotea Education Trust and Destination Great Barrier Island at item 12 - End-of-year accountability reports of Aotea / Great Barrier Island community groups report.
Member P O’Shea an interest in respect to the accountability report of Aotea Ora Community Trust item 12 - End-of-year accountability reports of Aotea / Great Barrier Island community groups report.

Resolution number GBI/2021/101 MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles: That the Aotea / Great Barrier Local Board: a) adopt the Joint Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-Controlled Organisations: Auckland Transport, Auckland Unlimited, Panuku Development Auckland, and Watercare. b) note that the Joint Engagement Plan is a live document that will be updated as needed, with changes reported to the local board each quarter. c) authorise the chair of the local board to sign this agreement on behalf of the local board, in conjunction with representatives from the four CCOs. |

Resolution number GBI/2021/102 MOVED by Chairperson I Fordham, seconded by Deputy Chairperson L Coles: That the Aotea / Great Barrier Local Board: a) receive the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation and provide the following feedback: i) Support the proposed four prohibited areas held under the Local Government Act 2002 at Blind Bay, Gooseberry Flat, Medlands carpark and Old Claris Service centre area. ii) Note that Aotea / Great Barrier is under resourced with limited staffing for regulatory compliance monitoring and no on-island enforcement for the proposed general rules. iii) Note the possible emergence of equity issues for campers requiring to be in certified self-contained vehicles. iv) Note that Aotea / Great Barrier has no on-island public transport and so would like to ensure that the freedom camping bylaw doesn’t include resting/sleeping at the roadside to avoid driver fatigue or hazardous driving. v) Request a clearly articulated communications campaign for the Freedom Camping in Vehicles Bylaw 2022 once finalised. |

Resolution number GBI/2021/103 MOVED by Chairperson I Fordham, seconded by Member S Daly: That the Aotea / Great Barrier Local Board: a) adopt the draft 2020/2021 Aotea / Great Barrier Local Board Annual Report as set out in Attachment A (confidential) to the agenda report. b) note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021. c) note that the draft 2020/2021 Aotea / Great Barrier Local Board Annual Report, as set out in Attachment A (confidential) to the agenda report, will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which are expected to be made public by 28 September 2021. d) thank Jestine Joseph for his professional advice, expert strategic guidance, and wish him well for the future. e) thank Jacqui Fyers and Jestine Joseph for their work on writing the local board annual report 2020/2021. |
