Louise Burnie and Oliver Liddell were in attendance via skype for business to discuss the guidelines around the planting of roadside berms.  Documents were tabled by email in support of the item.  Copies have been placed on the official minutes and are available on the Auckland Council website as minutes attachments.

That the Hibiscus and Bays Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

Auckland Council’s Performance Report: Hibiscus and Bays Local Board for March to June 2021

That the Hibiscus and Bays Local Board:

a)      receive the performance report for March to June 2021

b)      note the financial performance report in Attachment B will remain confidential until after the Auckland Council Group results for 2020/2021 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 30 September 2021.

Local Board Annual Report 2020/2021

MOVED by Member J Fitzgerald, seconded by Member A Poppelbaum:  

That the Hibiscus and Bays Local Board:

a)      adopt the draft 2020/2021 Hibiscus and Bays Local Board Annual Report (Attachment A)

b)      note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021.

c)      note that the draft 2020/2021 Hibiscus and Bays Local Board Annual Report, (Attachment A), will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which are expected to be made public by 28 September 2021.

Joint council-controlled Organisations Engagement Plan 2021-2022

 

Resolution number HB/2021/91

MOVED by Deputy Chairperson V Short, seconded by Member J Fitzgerald:  

That the Hibiscus and Bays Local Board:

a)      adopt the Joint council-controlled organisations Engagement Plan 2021-2022 as agreed between the local board and Auckland Council’s substantive Council-controlled organisations: Auckland Transport, Auckland Unlimited, Eke Panuku Development Auckland, and Watercare

b)      note that the Joint council-controlled organisations Engagement Plan is a live document that will be updated as needed, with changes reported to the local board each quarter

c)      authorise the chairperson to sign this agreement on behalf of the local board, in conjunction with representatives from the four council-controlled organisations.

Local board delegation for feedback for inclusion in Auckland Council submissions

 

Resolution number HB/2021/92

MOVED by Member J Fitzgerald, seconded by Member L Willis:  

That the Hibiscus and Bays Local Board:

a)      delegate authority to the chairperson to approve and submit the local board’s input into Auckland Council submissions on formal consultation from government departments, parliament, select committees and other councils

b)      note that the local board can continue to use its urgent decision process to approve and submit the local board’s input into Auckland Council submissions on formal consultation from government departments, parliament, select committees and other councils, if the chairperson chooses not to exercise the delegation sought in recommendation (a)

c)      note that this delegation will only be exercised where the timeframes do not allow for local board input to be considered and approved at a local board business meeting

d)      note all local input approved and submitted for inclusion in an Auckland Council submission is to be included on the next local board business meeting agenda for the public record

e)      note that the Chairperson will engage with the whole local board, where possible, to finalise feedback prior to exercising this delegation.

Road name for subdivision at 25 Bankside Road, Silverdale

 

Resolution number HB/2021/93

MOVED by Member J Fitzgerald, seconded by Member G Holmes:  

That the Hibiscus and Bays Local Board:

a)      approve the road name ‘Memory Place’ for the new public road in the WFH Properties Limited subdivision at 25 Bankside Road, Silverdale in accordance with section 319(1)(j) of the Local Government Act 1974.

Proposal to make a new Freedom Camping in Vehicles Bylaw

 

Resolution number HB/2021/94

MOVED by Member J Fitzgerald, seconded by Member L Willis:  

That the Hibiscus and Bays Local Board:

a)      support the draft Statement of Proposal in Attachment A to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation.

b)      request that the restricted area proposed at Gulf Harbour Marina Hammerhead Reserve be modified to only include the south-eastern end part of the seaward carpark off Laurie Southwick Parade, which is currently used for freedom camping

c)      request that the maximum number of vehicles allowed at Gulf Harbour Marina Hammerhead Reserve be 20 self-contained vehicles

d)      request that consideration be given to the width of the carparks in Gulf Harbour Marina Hammerhead Reserve to be increased to three metres

e)      request that signage on reserve land held under the Reserves Act include warnings about the new $800 fine for overnight camping, as soon as possible, and proposes a sticker be added to existing signage

f)       request that money generated from the $800 fines for overnight camping on land held under the Reserves Act, be allocated to the regulatory compliance unit teams budget to improve their resourcing.

Auckland Transport - Local Board Transport Capital Fund Report August 2021

MOVED by Member J Fitzgerald, seconded by Member J Parfitt:  

That the Hibiscus and Bays Local Board:

a)      receive the Auckland Transport Local Board Transport Capital Fund report August 2021

b)      approves the construction of Local Board Transport Capital Fund project, Orewa Boulevard Stage 3 (Riverside Road to Empire Road), Orewa, based on a detailed design cost estimate of $1,800,000

c)      request that the remaining estimated budget of $714,746 be allocated to projects in the East Coast Bays subdivision.
