Papakura to Clevedon Bike Trail Feasibility Study

 

Resolution number PPK/2021/149

MOVED by Chairperson B Catchpole, seconded by Member F Auva'a:  

That the Papakura Local Board:

a)      endorse the Papakura to Clevedon Bike Trail Feasibility Study (Attachment A to the agenda report).

b)      request that staff develop project scopes for the following recommended priority projects for local board consideration:

i)       assessment of Papakura train station user experience

ii)      further work on urban routes A to D and rural routes 1 to 3, including ground investigations and structural analysis of bridges and culverts along the routes

iii)     wider stakeholder and public engagement on a short list of options to ensure the wider community understands the purpose and objectives for the proposed investment.

c)      note that rural route 4 and urban route E are not recommended to be taken forward for further investigation as it is not considered to be reasonably practical

d)      request Auckland Transport add the Papakura to Clevedon Bike Trail project as a future project in the Regional Land Transport Programme.

e)         delegate authority to the Papakura Local Board Chairperson to approve any minor edits or amendments to the Papakura to Clevedon Bike Trail Feasibility Study that may be necessary.

Approval for the extension of a public road name at 62-66 Takanini Road, Papakura

That the Papakura Local Board:

a)      approve the name Glenora Road for the new public road to be extended at 62-66 Takanini Road, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference SUB60349575).

Proposal to make a new Freedom Camping in Vehicles Bylaw

 

Resolution number PPK/2021/151

MOVED by Chairperson B Catchpole, seconded by Member K Mealamu:  

That the Papakura Local Board:

a)      provide the following feedback on the draft Statement of Proposal in Attachment A of this agenda report to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 for public consultation.

i)       the board supports all reserves held under the Reserves Act 1977 being excluded from the bylaw and freedom camping remaining prohibited under the Reserves Act 1977

ii)     the board notes that areas in the Papakura Local Board area that were proposed to be prohibited or restricted in the draft 2018 bylaw have been removed as they are classified as reserve land, except for Hingaia Park

iii)    the board notes that all land held by Auckland Council under the Local Government Act 2002 (including the road corridor) is proposed to be available for freedom camping by default unless specified as prohibited or restricted

iv)    the board notes that the draft proposal includes no designated prohibited areas and one designated restricted area located in the Papakura Local Board area as follows:

v)     the board notes staff advice that the following reserves and areas are prohibited from Freedom Camping under the Reserves Act 1977:

·           Bottle Top Bay Reserve, including the carpark area and the area east and west of the boat ramp

·           Ray Small Park, including the two carparks: 

(1)      the carpark on Elliott Street near the Hawkins Theatre and RSA adjacent to the Ray Small Park

(2)     the smaller carpark on Ray Small Park on Ray Small Drive.

·           Brylee Reserve

·           Walter Strevens Reserve

vi)       the board supports the proposed general rules, except for the proposed 9am departure time. The board believes this would be too early for campers and supports a departure time of 10am

vii)      the board recommends that attention be given to safety of campers in areas with a history of crime and disorder

viii)     the board requests that local knowledge be appropriately considered when determining the best locations for freedom camping to be permitted

ix)       the board requests that any enforcement of the bylaw be adequately resourced

x)         the board requests that the locations of dump stations be well communicated and easy to find

xi)       the board will provide further views to the Governing Body after it has heard the community’s response to the draft bylaw through the public consultation process.

Auckland Council’s Performance Report: Papakura Local Board for March to June 2021

That the Papakura Local Board:

a)      receive the performance report for the period March to June 2021.

b)      note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2020/2021 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 30 September 2021.

c)      approve the revised concept plan for Kauri Heart Reserve as per attachments C, D and E to the report entitled “Auckland Council’s Performance Report: Papakura Local Board for March to June 2021”.

d)      approve the following project for inclusion in the Risk Adjusted Programme (RAP), within the Community Facilities work programme 2021-2024, to enable early delivery in the 2021/2022 financial year:

Local Board Annual Report 2020/2021

That the Papakura Local Board:

a)      adopt the draft 2020/2021 Papakura Local Board Annual Report as set out in Attachment A to the agenda report.

b)      note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 27 September 2021.

c)      note that the draft 2020/2021 Papakura Local Board Annual Report, as set out in Attachment A to the agenda report, will remain confidential until after the Auckland Council group results for 2020/2021 are released to the New Zealand Stock Exchange which are expected to be made public by 28 September 2021.
