Resolution number HM/2021/138 MOVED by Deputy Chairperson B Brady, seconded by Member I Papau: That the Henderson-Massey Local Board: a) approve the classification of the following three parcels of land to recreation reserve at 28 Bridge Avenue and Bridge Avenue Reserve, 56A Covil Avenue, Te Atatū South, legally described as: - Section 3 SO 404674 unclassified local purpose (esplanade) reserve - Lot 89 DP 39914 unclassified recreation reserve - Section 2 SO 404674 unclassified local purpose (esplanade) reserve. b) approve a new community lease to Waitākere Outrigger Canoe Club Incorporated for the council-owned site being 200m2 (more or less) located at 28 Bridge Avenue, Te Atatu South on the following terms and conditions: i) term: five years commencing 21 September 2021 with one five year right of renewal ii) rent: $1.00 per annum iii) provision of a community outcomes plan as approved by local board members and attached to the lease document (Attachment D of the Agenda report) iv) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Reserves Act 1977. |

Local board feedback on the kerbside refuse charging mechanism policy |

Resolution number HM/2021/141 MOVED by Member I Papau, seconded by Member P Chan: That the Henderson-Massey Local Board: a) provide the following feedback on the kerbside refuse charging model policy review: i) the local board agrees with the key priorities when considering how to charge for rubbish collection. As a lower socio-economic area, the local board supports cost equity as a priority and supports the introduction of weekly food scraps collection (and therefore the minimisation of waste to landfill). ii) the local board prefers rates funded rubbish collection services over the Pay-As-You-Throw model, but agree with the need for consistency. The purchase of bin tags for the Pay-As-You-Throw approach can cause issues for communities that cannot easily purchase these when required on bin rubbish collection day (lack of transport/mobility etc). The local board would like rubbish collection costs to be rates funded as opposed to PAYT to better support our communities that struggle with any extra household costs. iii) the local board would like to see Council staff working with our community groups to support and educate locals on ways to deal with all forms of household refuse including soft plastic recycling at local drop points. iv) if the PAYT system is the preferred option, the Council could also consider a scannable bin identity sticker for each bin that links to a consumer account that can be topped up via an online payment or manual system at a Council service centre. This would eliminate the issue of bin tags being stolen, and the need to physically purchase bin tags when consumers need their bins emptied. v) recommend that Auckland Council thoroughly investigate the option of a fourth size rubbish bin that is smaller than the proposed fortnightly 80 litre bin. There is a need for a smaller rubbish bin because when the 45 per cent of food scraps are removed from rubbish bin disposal and with soft packaging decreasing and able to be recycled. There will be many households across Tamaki Makaurau Auckland for whom an 80 litre fortnightly rubbish bin is too large. A smaller bin option gives our people the incentive of waste reduction. |

Local board feedback on Auckland Transport's Parking Strategy Review |

Resolution number HM/2021/143 MOVED by Member B Loader, seconded by Deputy Chairperson B Brady: That the Henderson-Massey Local Board: a) provide the following feedback on the review of Auckland Transport’s Parking Strategy by 30 September 2021, ahead of public consultation on the review: i) do not support increasing parking costs ii) note the inequity caused to communities that do not have the ability to pay for increasing parking costs and need to travel many times during their daily lives due to poor public transport options in the Henderson-Massey area iii) support having more Park and Ride facilities in West Auckland iv) support curb side optimisation in times of intensification v) with regard to off-street parking permits: A) note that as a result of intensification across the region, equity is needed in the cost of off-street parking permits for lower socio-economic areas B) must also consider physical/ability needs of residents C) consider that parking permit programmes need to be in place prior to developments as Auckland Transport cannot currently retrospectively initiate a parking permit programme. vi) reiterate the need for effective and timely consultation and communication around any changes to parking. |

Resolution number HM/2021/144 MOVED by Member W Flavell, seconded by Member M Grey: That the Henderson-Massey Local Board: a) receive the public feedback on the proposal to amend Te Kaunihera o Tāmaki Makaurau Te Ture-ā-rohe Tiaki Kararehe 2015 / Auckland Council Animal Management Bylaw 2015 and associated controls in this agenda report. b) note that the proposed new restrictions on bee-keeping are not made with environmental considerations in mind for Proposal One in the amended bylaw (require an approval to keep more than two standard beehives on urban premises with a land area of less than 2000 square metres). c) support taking a graduated approach to regulations around the permitted number of beehives. |

Resolution number HM/2021/146 MOVED by Deputy Chairperson B Brady, seconded by Member B Loader: That the Henderson-Massey Local Board: a) provide the following feedback on the draft Business Improvement District Policy (2021): i) support
the draft policy and agree with the new requirement for legacy BID programmes
that currently receive less than the minimum $120,000 per annum, to increase
their targeted rate up to that amount over the next five years. This provides
BIDS with more financial stability to enable them to better serve the
community and helps drive active BID engagement with our business communities ii) note its concern that BID programmes, business associations and the businesses they represent are facing many challenges because of the covid-19 pandemic, noting in particular, that Auckland has had far more lockdowns than any other part of New Zealand and that the recent level 4 lockdown was the longest period any region has spent in level 4 and the economic and social impacts of this are not yet known iii) request that consultation in the Draft Business Improvement District Policy (2021) be extended to the end of February 2022. |
