Minutes of a meeting of the Māngere-Ōtāhuhu Local Board held via Skype for Business on Wednesday, 15 September 2021 at 5.00pm.

· Acknowledging the enormous amount of effort by Ministry of Health officials, health providers and medical staff, essential staff, Auckland Council staff and contractors and community groups here in Auckland specifically to help mobilise operations for food parcels, care parcels and the welfare support right throughout Tamaki Makaurau. Government Agencies MSD, MOH, NZ Police, MPP, CMDHB, MBIE, MOE, MOJ, OT and others.
· Auckland Council has played a support role continuing to review where this is most needed. Regular briefings are being held Monday, Wednesday and Friday every week. Auckland Council Governance Director Phil Wilson represent the organization. www.Covid19.govt.nz for the iatest information on vaccinations, pop up testing stations, locations of Interest updated every 2 hours, and anything else. The website will also provide links to the various departments as shown below:
· Acknowledge rohe Māngere-Ōtāhuhu due to the Church community of AOG Māngere who have had the highest number of positive Covid-19 cases. we send our aroha to your community and the dedicated staff from MOH, Pacific providers and the community who have been working together to provide wellbeing support, for these families in MIQ, hospital or those in isolation in their homes. Our thoughts and prayers are with you at this difficult time.
· The Manukau Ward and Māngere-Ōtāhuhu Local Board areas who are doing it tough but have been supporting Aotearoa’s response by being compliant and staying home keeping themselves busy. Matuas, young people and the uniquely able community members have been going through challenging times in the last 4+ weeks. Thank you everyone for getting tested, getting vaccinated and remaining within the rules as outlined. We hopefully are nearly there as this Delta Variant has been vicious and tough. Many zooms meetings I am attending provide statistical updates of pop ups, vaccination 2 jabs, 1 jab and those still unvaccinated.
· Acknowledge recent Tongan Language Week - Uike Kātoanga’i ‘o e lea faka-Tonga - Tonga Language Week was Fakakoloa 'o Aotearoa 'aki 'a e Ako Lelei, which means enriching Aotearoa with holistic education. Malo ‘Aupito.
· Congratulations to local Māngere Swimming Athlete Tupou Neiufi for her recent gold medal win Tokyo 2020 Paralympics games.
· Events that have been cancelled due to remaining in Alert Level 4 this has varied throughout the community.
Member Makalita Kolo
· I acknowledge Anahila Kanongata’a-Suisuiki’s, Labour list MP for Papakura. Her father passed away last week and she’s unable to attend his tangi/funeral. Her mother passed away in the first lockdown last year and she only had a limited access to her funeral. My condolences go out to her and her family in this very difficult time.
· Acknowledgement to Tevita Funaki CEO of The Fono Medical, Dental, Health and Social Services and Rev. Tevita Finau of the Methodist Church of NZ for their work. They vaccinated 3000 people in 3 days from 9-11 September. Tongan Health providers teamed up with Tongan church leaders to get the communities on board. Their goal is to vaccinate 1000 people a day. They archived their target and vaccinated 3000 people at the SUTT Church at Favona, Mangere. MMT; Malu’I Ma’a Tonga – Protect Tongan from Covid-19.

· Acknowledge the passing of Ken George Kiwi Rugby League player #424. He toured Australia in the 1963 team and played for the Manukau Magpies and Otahuhu clubs.
· Acknowledge the mother known as Mele in the media for her very hard and brave decisions to support her son's health and the health of her wider community. Aroha to her, her son and their whole family.

Resolution number MO/2021/121 MOVED by Member C O'Brien, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) approve the following road names for the new private roads created by way of subdivision at 96, 100 and 102 Walmsley Road, Mangere, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60344324). i) Hari Place for the new private road– Road 1 ii) Aumarire Lane for the new private road – Road 2. on the condition that staff contact Te Akitai Waiohua to determine if they support the proposed names within the next 14 days. If Te Akitai do not endorse the proposed names the decision will revert back to the board in its 20 October 2021 business meeting. A division was called for, voting on which was as follows:

Adoption of the 2021 Mangere-Ōtāhuhu Sport and Active Recreation Facilities Plan |

Resolution number MO/2021/122 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) adopt the 2021 Māngere-Ōtāhuhu Sport and Active Recreation Facilities Plan provided in Attachment A b) request staff
provide information and advice on regional and external funding sources that
could be used to implement the 2021 Māngere-Ōtāhuhu Sport and
Active Recreation Facilities Plan and work with the board and the relevant
clubs to attract funding for that purpose. |

Resolution number MO/2021/123 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) support the draft Tāmaki Tauawhi Kaumātua – Age-friendly Auckland Action Plan provided as Attachment A. b) provide the following feedback on the Age-friendly Auckland Action Plan i) support the draft Age-Friendly Action Plan 2022, and acknowledge its Māori wellbeing framework, in reflecting the bi-cultural identity of Aotearoa and diversity of Tamaki Makaurau ii) request the draft action plan’s current and future engagement material are translated into a variety of languages and promoted through ethnic radio stations, faith based communities and online platforms to attract diverse participation iii) request that boards such as Māngere-Ōtāhuhu which have included outcomes for older people in its Local Board Plan and adopted a local Age Friendly Action Plan be prioritised for initiatives and programmes resulting from the Action Plan iv) request Auckland Council find opportunities for the wider community, especially youth to support older people to learn new skills, broaden social circles, and to introduce recent technology into the lives of our older people v) request the following areas of the draft plan 2022 are bolstered: o pasifika focus - more objectives to how the draft plan will deliver for Pasifika seniors across the region o involve faith-based communities – that faith-based communities are infused across the draft plan’s eight domains for age-friendly action, or develop its own domain to recognise the strong link between seniors and faith-based communities o experiences and knowledge - highlight opportunities for seniors and youth to share past and contemporary knowledge and experiences o monitoring and review timelines are better detailed in the draft plan o outline funding options to deliver action plan initiatives. |
Public feedback on proposal to amend the Animal Management Bylaw 2015 |

Resolution number MO/2021/124 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) receive the public feedback on the proposal to amend Te Kaunihera o Tāmaki Makaurau Te Ture-ā-rohe Tiaki Kararehe 2015 / Auckland Council Animal Management Bylaw 2015 and associated controls in this agenda report
b) support the amendments to the Animal Management Bylaw, thank the residents that made submissions to the bylaw and provide the following feedback on how the Bylaw Panel should address matters raised in public feedback to the proposal in recommendation (a) to assist the Bylaw Panel in its deliberations i) acknowledge that animals including bees are important to our environment’s ecology cycle, and request council to provide education programmes to animal owners of the rules and responsibilities associated with keeping animals including bees on private properties. ii) request Community Facilities to explore opportunities to enable beehives to be located on council spaces, in tandem with growing food through our community gardening programmes iii) acknowledge that stray roosters and other fowl species are a local nuisance or risk to public health and safety, and request council to apply immediate intervention and strict enforcement to mitigate this problem
c) appoint Member O’Brien to present the views in b) to the Bylaw Panel on 29 October 2021 d) delegate authority to the local board chair to appoint replacement(s) to the persons in c) should an appointed member be unable to present to the Bylaw Panel on 29 October 2021. |

Public feedback on proposal to make a new Public Trading Events and Filming Bylaw 2022 |

Resolution number MO/2021/125 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) receive public feedback on the proposal to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Tauhokohoko, Whakahaerenga me te Tango Kiriata Tūmatanui 2022 / Auckland Council Public Trading, Events and Filming Bylaw 2022 in this agenda report b) support the proposed amendments and provide the following comments on how the Bylaw Panel should address matters raised in public feedback to the proposal in recommendation (a) to assist the Bylaw Panel in its deliberations i) request that council provide education tools and e-Learning modules in various languages that the public could use to understand the bylaw and its various aspects as prosecutions can be costly procedures when breaches are predominantly unintentional due to people misunderstanding the bylaw ii) support the graduated response model (information, education and enforcement), however note that the local board is sympathetic to small enterprises carrying out trade to support living costs especially as some of our communities and businesses manage the ongoing effects of Covid-19 iii) suggest more work is carried out to more effectively regulate the activities of mobile shopping trucks either through this bylaw or another regulatory tool to protect our communities from predatory trading practices or increase compliance costs for mobile truck operators
c) appoint Member Toleafoa to present the views in (b) to the Bylaw Panel on 19 October 2021 d) delegate authority to the local board chair to appoint replacement(s) to the persons in (c) should an appointed member be unable to present to the Bylaw Panel on 19 October 2021. |
Public feedback on proposal to amend the Water Supply and Wastewater Network Bylaw 2015 |

Resolution number MO/2021/126 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) receive public feedback on the proposal to amend the Te Kaunihera o Tāmaki Makaurau Ture ā Rohe Whakarato Wai me te Pae Kōtuitui Wai Para / Auckland Council Water Supply and Wastewater Network Bylaw 2015 in this agenda report b) support the public views on the proposed options (noting that no submissions were received from this local board area) and provide the following feedback on how the Bylaw Panel should address matters raised in public feedback to the proposal in recommendation (a) to assist the Bylaw Panel in its deliberations i) note: mana whenua concerns raised in January 2020 that highlighted concerns related to environmental issues beyond the bylaw’s scope such as archaeological sites and clarifications of asset ownership and responsibilities and the subsequent engagement with mana whenua in June and October 2020 ii) request future public engagement is better resourced to reach ethnic communities through local radio stations and targeted forums in addition to engagement material being translated into a wide variety of languages iii) support education tools and eLearning modules that the public could use to understand the bylaw and its various aspects as prosecutions can be costly procedures when breaches are predominantly unintentional due to people misunderstanding the bylaw iv) request regulatory officers investigate the water network connections which service the local laundromats and similar businesses to ensure that the water infrastructure is adequate to avoid wastewater entering our awa v) request the bylaw team to collaborate with Infrastructure and Environmental Services in identifying regional resources to deliver the local board’s Industrial Pollution Prevention Programme to local laundromats and similar industries in identifying and managing risks of water contamination
c) appoint Member Togiamua to present the views in (b) to the Bylaw Panel on 5 November 2021 d) delegate authority to the local board chair to appoint replacement(s) to the persons in (c) should an appointed member be unable to present to the Bylaw Panel on 5 November 2021.

Local board feedback on Auckland Transport's Parking Strategy Review |

Resolution number MO/2021/127 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) provide the following feedback on the review of Auckland Transport’s Parking Strategy by 30 September 2021, ahead of public consultation on the review i) support reducing Aucklanders’ reliance on cars and a shift to more sustainable modes of transport. The board also acknowledges the need to comply with government-imposed limits on district plans requiring parking provision through the National Policy Statement on Urban Development. ii) however, the board believe that this strategy imposes a huge change (and cost) on the community in various ways that need further consideration by Auckland Transport and Auckland Council to minimise the effect of that on the public welfare. iii) the impact of higher costs and less provision will inevitably affect some communities more than others. These communities, businesses and households also tend to be the least able to absorb the impact without affecting their quality of life and finances iv) there are a number of conditions prevalent in the Mangere-Otahuhu community that makes a shift to less parking provision a hugely disruptive and costly issue: · large households in dwellings that have more than one vehicle · communities and neighborhoods not well served by public transport · shift working requirements or working multiple jobs that don’t easily match public transport schedules · reduced economic means to pay for price related signals such as parking charges and enforcement v) request a graduated and spatial approach to implementing the parking strategy with levels of deprivation, household composition and available public transport links key considerations in determining timing (through a longer time period) in implementation. This needs to be reflected in the strategy rather than left for local parking planning vi) request Auckland Transport work with the local board to trial a few free public transport options on key routes and at key times to encourage a mode shift and understand passenger behavior. This is similar to other trials at Devonport and Hobsonville but with the focus on a very different consumer base vii) request future public engagement is better resourced to reach ethnic communities through local radio stations and targeted forums in addition to engagement material being translated into local languages viii) note that the board will provide additional feedback after it receives the community feedback in early 2022.
