a)      approve the development of a reimagined Toi Whītiki, as a collective impact framework that unites the creative sector towards a shared vision and common purpose of delivering public value for Aucklanders.

b)      approve and endorse the ‘3 key shifts’ and associated actions steps to produce a reimagined Toi Whītiki as set out in paragraph 80 and the table at paragraph 81 of the agenda report.

Proposed variation of agreement to facilitate transfer of land at 50 Tihi Street, Stonefields

 

Note:   changes were made to the original recommendation, amending clauses a) and b), as Chair’s recommendations.

MOVED by Cr D Simpson, seconded by Cr A Filipaina:  

That the Parks, Arts, Community and Events Committee:

a)      approve council officers negotiating the existing variation of a Private Development Agreement, dated 20 May 2009, between (now) Auckland Council and Templeton Stonefields Limited, to effect a proposed land exchange so that 19,425m² of land located at 50 Tihi Street in Stonefields (Lot 901 DP 478725) is transferred to Auckland Council in substitution for part 25 Barbarich Drive, Stonefields (2970m2).

b)      approve council officers negotiating a variation of the existing Private Development Agreement in substitution for part 25 Barbarich Drive, Stonefields provided that no payment of council acquisition budget is required by Auckland Council to Templeton Stonefields Limited for such substitution.

c)      agree that there be no requirement to retain a strip of Part 25 Barbarich Drive, Stonefields for a pedestrian right of way.

d)      note that:

(i)         Auckland Council staff will negotiate and agree with Templeton Stonefields Limited the final valuations of both Part 25 Barbarich Drive and 50 Tihi Street, Stonefields; and

(ii)        the final terms and conditions of the variation to the existing Private Development Agreement, will be signed under existing staff delegations.

e)      note that the land at 50 Tihi Street, Stonefields will be transferred to Auckland Council and held under the Local Government Act 2002.

Future management of motorised vehicles driving on Muriwai Beach

 

Note:   changes were made to the original recommendation, adding a new clause d), as a Chair’s recommendation.

 

MOVED by Cr G Sayers, seconded by Cr A Filipaina:  

That the Parks, Arts, Community and Events Committee:

a)      approve the implementation of a seasonal restriction measures to control motorised vehicles accessing Te Oneone Rangatira / Muriwai Beach to address beach user safety and enjoyment, environmental protection and driving behaviour for the New Year period 2021/2022: 31 December 2021 to 10 January 2022.

b)      approve the implementation of management measures associated with access to Te Oneone Rangatira/Muriwai Beach. The measures are:

i)       targeted education

ii)       improved signage

iii)      enforcement

iv)      reduce the speed limit on the unsealed section of Coast Road from 50kph to 30kph

v)      restrict the basin area south of Okiritoto Stream for parked vehicles only

vi)      continued community engagement through the community steering group

vii)     continue to engage with the Joint Agency Muriwai Management group

viii)    continually monitor the vehicle numbers and driver behaviour.

c)       note that the Rodney Local Board supported continued engagement with the community and implementation of measures to manage motorised vehicles driving on the beach in the future at a business meeting on 18 August 2021 (RD/2021/311).

d)       endorse that staff:

i)        report back to the Parks, Arts, Community and Events Committee with outcomes of measures implemented over the 2021/2022 summer period.

ii)       investigate and implement, if required, physical and other control measures to manage appropriate vehicle access to Te Oneone Rangatira / Muriwai Beach.

iii)      investigate the implementation of a fee based permit system for accessing Te Oneone Rangatira / Muriwai Beach, and report back to the Parks, Arts, Community and Events Committee.
