Resolution number DT/2021/154 MOVED by Member G Wood, seconded by Deputy Chairperson J O'Connor: That the Devonport-Takapuna Local Board: a) Acknowledge the passing of Jenny Kirk, former North Shore City Councillor 1995 – 2001 and Member of Parliament for Birkenhead 1987 - 1990, and express our condolences to her family and friends.

Notice of Motion - Extension for Takapuna Bowling Club to vacate premises due to lockdown restrictions |

Resolution number DT/2021/155 MOVED by Deputy Chairperson J O'Connor, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) requests this Notice of Motion and annexed document be received b) notes that the seriousness of the current lockdown is not enabling the Takapuna Services and Social Bowling Club to finish vacating their premises c) ask that Council’s date of the 28 October 2021 for the Club to vacate the premises be extended to at least one month after Level 2 lockdown. |

Local board feedback on the draft Business Improvement District Policy - Kaupapa Here ā-Rohe Whakapiki Pakihi |

Resolution number DT/2021/156 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) receive the draft Business Improvement District Policy (2021). b) thank staff for extending the deadline for feedback from BIDs to 28 February 2022 and for arranging further online workshops with BID representatives to work through remaining concerns. c) provide the following feedback on the draft Business Improvement District Policy – Kaupapa Here-ā-Rohe Whakapiki Pahiki General Terms Version 3.2 (shown as Attachment B to this agenda report) i) notes that the local board is aware that the Takapuna Beach Business Association has provided feedback through the BID Policy consultation process expressing concerns with the following clauses: · 2.4 non-exclusive funding; · 4.3 (a) and (b) Publicity and reputation, and · 4.5 (a) and (b) Conflicts of Interest ii) expresses our view that should funding be provided to another organisation with the same or similar objectives in the BID area, as allowed for in Clause 2.4, there should first be good faith discussions with the affected BID and appropriate processes to resolve any issues should be utilised. iii) agrees with Clause 4.3 (b) that BIDs should not make inaccurate or misleading public statements, but have concerns that 4.3 (a) seems too far-reaching and does not allow BIDs freedom to publicly express genuine and justifiable concerns – particularly where the BID has discussed the relevant issues in accordance with the 4.2 No Surprises clause and they remain unresolved. |

Changes to the Devonport-Takapuna Local Board 2021-2024 work programme |

Resolution number DT/2021/157 MOVED by Chairperson R Jackson, seconded by Member T van Tonder: That the Devonport-Takapuna Local Board: a) approve the inclusion of two new projects in the 2021-2024 Customer and Community Services work programme: i) Allenby Reserve, 1st Devonport Scout building - renew electrical installation, lightings and fittings, ABS: Capex - Renewals budget of $57,970 is required in 2021/2022. ii) Takapuna Library and Service Centre - renew guttering and downpipe, ABS: Capex - Renewals budget of $20,000 is required in 2021/2022. b) approve the reallocation of $57,970 of ABS: Capex - Renewals budget from Devonport Community House - renew heat pumps and fire exit ramp (ID23935) to the Allenby Reserve, 1st Devonport Scout building - renew electrical installation, lightings and fittings in financial year 2021/2022. c) approve the reallocation of $20,000 of ABS: Capex - Renewals budget from Sunnynook Park - develop community area (ID: 20685) to the Takapuna Library and Service Centre - renew guttering and downpipe in financial year 2021/2022. d) approve the reallocation of $100,000 of ABS: Capex - Renewals budget from Sunnynook Park - develop community area (ID: 20685) to Ngataringa Park - renew skate park (ID: 21612) in 2021/2022. e) approve the reallocation of $100,000 of LDI budget from Sunnynook Park - develop community area (ID: 20685) to Sunnynook Park - implement wheel sports concept plan (ID: 23962) in 2021/2022. f) approve the cancellation of Devonport Domain - refurbish house number 55 King Edward Parade (ID: 30081) and Devonport Domain - refurbish house number 52 King Edward Parade (ID: 30080) projects, noting that these projects will now be delivered through the Community Facilities Residential Leases Program. g) approve the reallocation of $10,000 each from the Devonport Domain - refurbish house number 55 King Edward Parade (ID30081) and Devonport Domain - refurbish house number 52 King Edward Parade (ID30080) projects to Devonport-Takapuna - minor sports field asset renewals FY21/22-FY22/23 project at Dacre Park in 2021/2022. h) approve the inclusion of Blair Park (Stanley Point) - renew pathways and associated retaining structures (ID23658) project in the Risk Adjusted Programme in the 2021-2024 Customer and Community Services work programme. |

Resolution number DT/2021/158 MOVED by Member G Wood, seconded by Chairperson R Jackson: That the Devonport-Takapuna Local Board: a) endorses the feedback submitted by the Devonport-Takapuna Local Board towards the Ministry for the Environment’s Managing Our Wetlands discussion document, shown as Attachment A to this agenda report. b) note that this feedback was prepared by member Trish Deans on the board’s behalf and was unanimously supported by board members after a workshop discussion on 5 October 2021, prior to being submitted. |

Te Kete Rukuruku programme - selection of sites for Māori naming |

Resolution number DT/2021/159 MOVED by Chairperson R Jackson, seconded by Member A Bennett: That the Devonport-Takapuna Local Board: a) endorse the Te Kete Rukuruku programme and process for Māori naming of parks and facilities, noting that it supports the visibility of te reo Māori and seeks to capture and tell the unique stories of Devonport-Takapuna and Tāmaki Makaurau. b) invite mana whenua to provide a Māori name and narrative for the following parks and reserves as follows and detailed in Attachment A of the agenda report: · 413 Lake Rd Takapuna (Corner of Lake Road and Esmonde Road) · Auburn Reserve (Including site fronting onto Anzac Street) · Balmain Reserve · Belmont Park · Castor Bay Beach Reserve · Hauraki Corner Reserve · Knightsbridge Reserve · Linwood Reserve · Milford Beachfront Reserve · Milford Reserve · Montgomery Reserve · Narrow Neck Beach · Nile Reserve · Northboro Reserve · Quarry Lake Reserve · Seine Reserve · Stanley Bay Beach Reserve · Sunnynook Park · Windsor Reserve.
c) request iwi consider naming Milford Beachfront Reserve and Milford Reserve together as one contiguous site. d) acknowledge the intent for Auckland Council to enter a mātauranga agreement that commits to upholding the correct use of Māori names and to use them only for purposes that have a community outreach or educational purpose (non-commercial use). e) note that it is expected the Māori names will be adopted by the local board for use as dual names to enrich the stories of our parks and support the Māori language to be visible, heard, spoken, and learned, with the noted exception being 413 Lake Rd, which has no existing English name so a sole Māori name will be adopted.
