Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
That the Ngāti Whātua Ōrākei Reserves Board: a) confirm the ordinary minutes of its meeting, held on Monday, 16 August 2021, as a true and correct record.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Purpose of the report
1. To update the Ngāti Whātua Ōrākei Reserves Board (Reserves Board) on the operational work carried out at Whenua Rangatira and Pourewa.
Whakarāpopototanga matua
Executive summary
2. The Covid-19 Level 4 lockdown increased service levels for the Kaitiaki Services and stopped service levels in other areas.
3. Ngāti Whātua Ōrākei and the Auckland Council’s Community Facilities department continue to progress to finalise details for transition of the Hapimana Street Access Contract.
4. Refer to Operations Reports: Toi Taiao (Attachment A), Kaitiaki Services (Attachment B).
5. The contractual arrangement to move to a grant arrangement has been reviewed by Auckland Council and Ngāti Whātua Ōrākei. The grant arrangement aligns with other agreements in place for Ngāti Whātua Ōrākei to deliver services for the Ngāti Whātua Ōrākei Reserves Board. An approval to transition from the current contractual arrangement to a 12-month grant arrangement to begin in the next FY is required.
Recommendation/s
That the Ngāti Whātua Ōrākei Reserves Board:
a) note the operations update and reports

· Kaitiaki Service Operations
b) approve the transition from the current Maintenance contractual arrangement to a 12- month grant arrangement to begin in the next financial year
Operational Update
Covid-19
6. Level 4 lockdown protocols were activated swiftly by the Kaitiaki Services. This involved restricted movements through the marae road. Additional staffing was brought on to improve monitoring and safety.
7. The Takaparawhau pathway has been well used by the community with many frequently crossing the Whenua Rangatira from Kupe Street to Hapimana Street.
8. All services related to Whenua Maintenance and Ecology were stopped during Level 4 and a small crew continued to plant and maintain the maara at Pourewa.
9. All the mentioned services have begun during Level 3 with strict protocols in place.
Hapimana Street Access Contract
10. Ngāti Whātua Ōrākei continue to work with Auckland Council teams and the Ōrākei Local Board’s operational team to move the Hapimana Street Access Contract proposal forward.
11. The requested call-out data has been provided and Ngāti Whātua Ōrākei await further details on the agreement and required deliverables.
12. The value of the contract and how the additional duties will affect the Kaitiaki Services resources are of particular interest. There is a slight delay as a result of a key member’s departure however the Auckland Council team continues to work with Ngāti Whātua Ōrākei to coordinate the final pieces.
13. Kaitiaki Services is assessing the implications of taking on additional responsibilities and potential funding and resourcing requirements to ensure Ngāti Whātua Ōrākei can meet the expected high level performance delivery.
Toi Taiao - Pourewa and Whenua Rangatira
14. The August and September 2021 report provides an update on Toi Taiao maintenance and ecology, maara kai, composting, landscaping, nursery, comms, GIS and biodiversity.
Kaitiaki Service
15. The report provides an update on community activity, engagement, health and safety and any needed improvements/ upgrades to equipment and service levels for August and September 2021.

Financial Update as at 31 August 2021

Purpose of the report
1. To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance as at 31 August 2021.
Whakarāpopototanga matua
Executive summary
2. Net operating expenditure for the first two months of the new financial year was $99k less than budget, mainly due to timing of expenses. Funding agreements for the nursery staff and management support have been processed in September and will be reflected in the next financial update. At the time of writing this report September month end was due to close for processing on Thursday 5pm so quarter 1 figures were still to be finalised.
3. There was no capital expenditure as at end of August.

a) receive the financial report as of 31 August 2021.
