6          Acknowledgements

 

·             Whakahoki te whenua & whakawaatea ngā whare - a wonderful celebration with Marion Humphrey, Mana Whenua Iwi Te Akitai Waiohua Rangatira Dave Wilson Takaanini, Whaea Dolly, Whaea Kathleen, Kaumatua Tom and all the KO staff, nga mihi nui.

·             The Chair received a thank you letter from Adrian Littlewood, CEO Auckland Airport thanking her and the board for all her support over the years.   The company will be in excellent hands with Carrie Hurihanganui stepping into her role as Chief Executive in the new year and I wish her all the best for the years ahead. Mary-Liz Tuck, Auckland Airport’s General Manager Corporate Services, will fill the role of interim Chief Executive until Carrie begins in early 2022 and will be available to the board as required.

·             Acknowledgement Pasifika Youth Vaxx occurred recently at Fale Samoa Mangere, with the guest of honour PM Jacinda Ardern and pasifika Ministers and MPs in attendance.

·             Acknowledgement of Hon Michael Woods Minister of Transport, Hon Aupito W. Sio MP for Mangere, Cr Alf Filipaina in our Facebook live talanoa on Rail to Mangere. Thank you for the opportunity to speak and be part of Q&A session.

·             Acknowledge the passing of Lopeti Johanson last Saturday.  He was a long time member of the Tongan community in South Auckland.  He established the Tongan branch in Otara, a very respected member of the Tonga community in NZ.

·             Congratulations to Toeolesulusulu Dr Damon Salesa who has been appointed to be the next Vice-Chanellor of the Auckland University of Technology.  He is the first Pacific Islander to hold such a position.

·             The passing of Reverand Emeritus Arthur Palmer former Minister of St Marks Presbyterian Church, Mangere East who passed away on 23 September 2021.

·             Patricia Meliepo Year 13 student at Southern Cross Campus made her debut for the Black Ferns vs England in the current Northern Hemisphere Tour

Auckland Transport - Māngere-Ōtāhuhu Local Board Transport Capital Fund Report November 2021

 

Resolution number MO/2021/155

MOVED by Chairperson L Sosene, seconded by Member M Kolo:  

That the Māngere-Ōtāhuhu Local Board:

a)        defers the report until staff are able to provide options for further investment of Local Board Transport Capital Funding into the Otahuhu Streetscapes project, along with funding from Healthy Waters and Auckland Transport (if any), so the board can consider relative allocations of budget across all three projects together.

Approval for a new private road name at 36 Scott Avenue and 43A McIntrye Road, Māngere Bridge

That the Māngere-Ōtāhuhu Local Board:

a)      approves the name ‘Whakahui Lane’ for the new private road created by way of subdivision at 36 Scott Avenue and 43A McIntyre Road, Māngere Bridge, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60381145 and SUB60381147, and road naming reference RDN90096355).

Draft Contributions Policy 2021

That the Māngere-Ōtāhuhu Local Board:

a)      provide the feedback in Attachment A on the draft Contributions Policy 2021 on the following key consultation topics:

i)       updating policy for capital projects in the 10-year Budget 2021-2031

ii)      inclusion of projects beyond 10-years to the policy in stages starting with Drury

iii)     requiring developers to pay their contributions earlier

iv)     proposal to support Māori development with grants

v)      any other issues.

Update on Ara Kōtui (Improving Māori input into local board decision-making)

 

Resolution number MO/2021/158

MOVED by Chairperson L Sosene, seconded by Member W Togiamua:  

That the Māngere-Ōtāhuhu Local Board:

a)     receive the update on the Ara Kotui programme and note that staff will report on progress to the participating local boards on a six-monthly basis

b)         thank mana whenua for participating in Ara Kotui since its inception

c)          note that Ara Kotui needs to continue to engage mana whenua to ensure all iwi with an interest in the south are aware of the work of Ara Kotui and have the opportunity to participate

d)         request the chairs of all participating local boards to collectively write to individual mana whenua to thank them for participating to date and/or welcome them to re-engage with the roopu

e)          circulate this report and resolutions to all local boards for their information.

Submission on a proposed new national waste strategy and associated waste legislation

Three Waters Economic Regulation Submission

 

Resolution number MO/2021/161

MOVED by Chairperson L Sosene, seconded by Member C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      provide the following feedback for inclusion in Auckland Council’s submission on the Economic Regulation and Consumer Protection for Three Waters Services in New Zealand discussion paper

i)           support in principle the Three Waters Economic Regulation intentions to appoint a new economic regulator of water to protect consumers from potential price-gouging and high-cost behaviour flowing from its proposed new water entities

ii)         note that: while the governance arrangements and consumer engagement requirements will ensure that consumer voices are heard by the entities, the scale of the entities and the absence of competition means there are still significant risks that the entities do not act in the long-term interests of consumers, and need a regulator that would  act on behalf of consumers who will buy water services from monopoly providers

iii)        continue to support Auckland Council’s position on this matter and objection to some parts of the 3 Waters Reform placed on all 67 territorial authorities in New Zealand

iv)         continue to request from central government the precise nature of both council ownership and control in the new system which is still currently unclear.
