Streets for People funding application: proposals to improve walking and cycling around two local schools

a)             approve the tabled expression of interest application to Auckland Transport’s ‘Streets for People’ programme for Prospect School.

d)         note this is a contestable funding process and it is anticipated that, once shortlisting has occurred, successful proposals will be reported back to the local board to seek endorsement.

e)         note that the local board will have to fund a 10 percent local share of any project it has put forward, if the funding application is successful.

Report on the Recovery from the West and North-West Auckland Floods

 

Wayne Brown, Principal Advisor Recovery, Jennifer Rose, Head of Business Performance and Melanie Hutton, Head of Resilience were in attendance to speak to this report.

That the Waitākere Ranges Local Board:

a)         request a report on monitoring and early warning systems for flood risk areas in the Waitākere Ranges.

b)         gratefully acknowledges the contribution of the local community, Fire and Emergency teams and emergency response groups in supporting our communities during and after the flooding.

c)         acknowledge the response by Auckland Council, Auckland Transport and Fulton Hogan.

d)         note the contribution of local emergency planning in preparing our coastal and bush communities.

e)         request Auckland Emergency Management increase its funding and capacity to support local emergency groups development and planning.

Draft Contributions Policy 2021

MOVED by Member M Allen, seconded by Deputy Chairperson G Presland:  

That the Waitākere Ranges Local Board:

a)      provide the following feedback on the draft Contributions Policy 2021 on the key consultation topics:

i)        support updating the Contributions Policy to include capital projects in the 10-year budget

ii)      support adding proposals beyond the 10-year budget in stages, starting with Drury

iii)    consider that as a first principle, development contributions should predominately be weighted to brownfield areas, parks and infrastructure within the rural urban boundary. Charging the actual costs of new infrastructure in greenfield areas could also incentivise more brownfield developments

iv)    agree that developers should be required to pay their contributions when building consents are granted. While recognising that this may be harder for small developers (under 5 units), asking developers pay at time consent be granted is an important principle to support as it gives more certainty for council to plan

v)      support the proposal to support Māori development with grants.
