Resolution number DT/2021/198 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) approve the concept design for the playground renewal at Montgomery Reserve, located at 21 Montgomery Avenue, Belmont, shown as Attachment A on the agenda report and request staff to progress the project to detailed design and construction. |

Approval of the developed concept design for Woodall Reserve pump track |

Resolution number DT/2021/199 MOVED by Member G Wood, seconded by Chairperson R Jackson: That the Devonport-Takapuna Local Board: a) approve the concept design of the Woodall Pump Track as shown on Attachment A of the agenda report. b) note that the local board has funded the option assessment, design and consenting phases of the project, and that the board does not have any capital funding available to contribute to construction costs in the event that the Devonport Rotary Club are unable to secure full funding for project delivery. c) thank Devonport Rotary Club and other community organisations and businesses for their continued advocacy and support for this project and to Sarah Jones and the Community Facilities team for their work in facilitating this community led project |

Name for Takapuna public space; 40 Anzac Street and 38 Hurstmere Road |

Resolution number DT/2021/200 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) approve the name Waiwharariki Anzac Square for the new public space delivered by Eke Panuku on behalf of the Devonport-Takapuna Local Board on part of 40 Anzac Street and 38 Hurstmere Road, Takapuna b) acknowledge and thank Ngāti Pāoa Iwi Trust and its other mana whenua partners for gifting the Waiwharariki name to the public space c) invite mana whenua to attend a ceremony to unveil the name when the construction of public space is complete d) direct that the existing Takapuna War Memorial currently sited on private land at 1 The Strand be relocated to the public Waiwharariki Anzac Square, as shown in the town square concept plans e) advise that the inclusion of the war memorial is of the highest priority and a critical component in the new Waiwharariki Anzac Square (it is a driving factor, not an added extra), and restate the direction given by the board in several workshops that the cost of relocating and reinstalling the war memorial must be met from within Panuku’s town square budget g) note that it was always intended that the existing memorial should be moved from private land to a public space in Takapuna when such a public space was constructed, and the memorial was therefore designed to facilitate its relocation h) request that staff provide a timeline for relocation of the memorial for local board approval, noting the importance of avoiding any disruption to the key commemoration dates of Anzac Day (25 April) and Armistice Day (11 November) i) invite representatives of local RSA organisations, Royal NZ Navy, NZ Defence Force (army), Royal NZ Air Force, and the Merchant Marine, to a rededication of the war memorial once it has been relocated. |

Auckland Transport - proposed speed limit changes (Tranche 2A) |

MOVED by Chairperson R Jackson, seconded by Member G Wood: That the Devonport-Takapuna Local Board: a) provide the following feedback on Tranche 2A of Auckland Transport’s proposed speed limit changes on roads near Hauraki School and Sunnynook School as shown in Attachment A to this agenda report: i) note that there were very few responses in the public consultation held in November 2021 – with some streets receiving no feedback at all and the maximum number of responses in relation any street was 20 ii) that the responses received were mixed and do not provide a clear consensus of views from our community iii) consider that the speed in the streets listed in Attachment A should be 40 kmph in line with the existing 40kmph limit outside schools

Resolution number DT/2021/201 MOVED by Member T van Tonder, seconded by Member A Bennett an amendment by way of replacement: a) note that the roads where safe speed limits were set on 30 June 2020 have experienced a 67 per cent reduction in fatalities, 19 per cent reduction in all injury crashes, and a minor reduction in serious injuries. Total deaths and serious injuries (DSI) reduced on these roads by 7 percent, compared to an upward trend in road trauma seen on the rest of the road network. b) supports the list of streets identified in the Devonport-Takapuna Local Board area that are referred to as Tranche 2A for inclusion in the Safe Speeds Programme which recommends a reduction in speed limit from 50km/hr to 30km/hr. c) recommends that Auckland Transport consider including the following streets in that list: i) The full length of Jutland Road, Hauraki. ii) Hart Road, Hauraki iii) Francis Street between Jutland and Hart Road, Hauraki iv) Norman Road, Hauraki v) Stone Street, Hauraki vi) Tobago Place, Sunnynook vii) Sycamore Drive between Juniper Rd & Sunnynook Rd, Sunnynook LOST |

Resolution number DT/2021/203 MOVED by Member G Wood, seconded by Chairperson R Jackson: That the Devonport-Takapuna Local Board: a) generally supports the proposed changes to the Significance and Engagement Policy 2022. b) does not support the change proposed in the table at clause 34 in Attachment A relating to proposed new wording regarding strategic assets, which proposes to remove mention of specific stadiums and venues in the existing wording (“Civic Theatre, Aotea Centre, Zoo, Viaduct Events Centre, North Harbour Stadium, Bruce Mason Theatre, Q Theatre, Auckland Art Gallery”) and replace this with “the network of stadiums and venues”, “Auckland Zoo”, and “Auckland Art Gallery”. The board considers that all are worthy of being individually named, and that to not do so undermines the strategic importance of these strategic assets. c) note that only 20 responses were received from the Devonport-Takapuna Local Board area and that of those 15 people (75%) agreed with the changes, and 5 people (25%) said they did not know. |

Resolution number DT/2021/204 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) receive the report and attachments; b) note that the report to this agenda states that there is no funding available to support this strategy c) note that our local communities continually tell us that Auckland Council’s priorities must be to address essential service delivery, particularly in these difficult financial times, which are predicted to last for years yet. d) request that local boards are actively engaged in the development of implementation plans as discussed within the agenda report. |

Resolution number DT/2021/206 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) receive the performance report for 1 July to 30 September 2021. b) thank staff for the steady progress and delivery of projects despite the disruptions of Covid lockdowns and restrictions c) request a report providing a progress update and next steps on item “ID 1532 – Develop a Multi-Park Management Plan” at the February or March 2022 Devonport-Takapuna Local Board meeting, and provided the research completed to date on identifying parks and reserves within the Devonport-Takapuna Local Board area (and including the titles, legal appellations, status as being held under the Local Government Act or Reserves Act, and reserve classifications). |
