Chairperson Vanessa Neeson opened the meeting with a prayer.
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Members I Papau and M Grey declared an interest in Item 14 Review of expressions of interest and the grant of a new community lease to Sport Waitakere Trust, 545 Don Buck Road, Massey.

Resolution number HM/2021/180 MOVED by Member C Carter, seconded by Deputy Chairperson B Brady: That the Henderson-Massey Local Board: a) approve a new community lease to Sport Waitakere Trust for the council-owned site being 939m² (more or less), located on the land legally described as Lot 1 Deposited Plan 174335, 545 Don Buck Road, Massey (Attachment A of the agenda report), on the following terms and conditions: i) term – five years with one five year right of renewal ii) rent - $1.00 plus GST per annum if demanded iii) maintenance fee - $1,000 plus GST per annum iv) provision of a community outcomes plan as approved by Henderson-Massey Local Board members and attached to the lease document. b) approve a collaboration opportunity between Sport Waitakere Trust and Recreate NZ and for a memorandum of understanding to be formalised between the two parties within three months of the date of resolution. c) approve a lease commencement date three months from the resolution date to allow for renovations and logistics for the move to be undertaken. d) note that all other terms and conditions of the proposed new community lease will be in accordance with the Auckland Council Community Occupancy Guidelines 2012 and Local Government Act 2002. |

Resolution number HM/2021/188 MOVED by Member P Chan, seconded by Deputy Chairperson B Brady: That the Henderson-Massey Local Board: a) provide feedback on the draft Significance and Engagement Policy as part of the overall consideration for final adoption in February 2022 as follows: i) support this refresh ii) support consultation content being kept simple to understand iii) priority areas for engagement needs to include feedback from local community groups as they work closely with community members and could provide invaluable input iv) social media policy needs to allow for tracking of comments on community pages and the like and be treated as valid feedback. v) would like to see a focus on those that do not usually feel engaged in council consultation processes to have their voices heard. vi) support the emphasis on Māori and Pacific communities and opportunity for multi-lingual platforms for consultation vii) note the importance of case-by-case engagement and decision making when it comes down to individual decisions. |
