Resolution number WHK/2021/163 MOVED by Chairperson C Handley, seconded by Member R Tucker: That the Waiheke Local Board: a) exclude the public from the following part(s) of the proceedings of this meeting. b) agree that Officers Glenn Boyd – Local Area Manager, Janine Geddes – Senior Advisor and Audrey Gan – Lead Financial Advisor be permitted to remain for Confidential Item CONFIDENTIAL ITEM NO.C1 :Annual Budget 2022/2023 consultation after the public has been excluded, because of their knowledge, which will help the Waiheke Local Board in its decision-making. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

Resolution number WHK/2021/164 MOVED by Chairperson C Handley, seconded by Deputy Chairperson K Matthews: That the Waiheke Local Board: a) approve local consultation document content (Attachment A) and local supporting information content (Attachment B) for inclusion in the Annual Budget 2022/2023 consultation material. b) delegate authority to the local board Chair to approve any changes required to finalise the local consultation document and supporting information content for the Waiheke Local Board for the Annual Budget 2022/2023. c) approve the following Have Your Say event in the local board area during the Annual Budget 2022/2023 consultation period: i) Community Forum, 5.30pm, 7 or 8 March 2022, Waiheke Local Board office, 10 Belgium Street, Ostend d) delegate authority to the local board Chair to approve any changes required to the Have Your Say event. e) delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Budget 2022/2023: i) local board members and Chair ii) General Manager Local Board Services, Local Area Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor iii) any additional staff approved by the General Manager Local Board Services or the Group Chief Financial Officer f) provide the following feedback on potential regional consultation topics and local board advocacy for Annual Budget 2022/2023. The board supports the status quo ratepayer funded rubbish collection. • The board supports the proposed additional investment in climate change, and notes: • the current investment strategy advantages the larger urban catchments at the expense of the smaller and/or rural catchments that can deliver major reductions in emissions and also add faster carbon sequestering value subject to funding. • The board supports the investment in electrification. • Supports the continued investment into the public transport network to ensure rebuilding patronage post COVID without sacrificing service levels. • The board notes local budgets need to be retained to enable local delivery of projects which support the council’s direction and the local board plan. The Waiheke Local Board budget is already very small and focused on core services and facilities and any reduction will have a disproportionate impact on Waiheke. • Further feedback will be provided following consultation in March 2022. g) note that information in this report is confidential until 9 December following the Finance and Performance Committee meeting on 8 December 2021 when the final Mayoral Proposal and the material relating to the Annual Budget will be made publicly available. Restatement h) agree to restate the decisions in the open section of the minutes but the report and attachments remain confidential until the 9 December 2021. |
