a)         confirm the ordinary minutes of its meeting, held on Wednesday, 24 November 2021 and the minutes of its extraordinary meeting, held on Wednesday, 1 December 2021, including the confidential section, as true and correct.

Perelini Chrichton, Clerk of Avondale Union Parish Church, and Tauasa Filemoni, were in attendance to inform the local board about the significant development of the church’s  buildings.

Accessible Design within Parks in the Whau 2020

 

Resolution number WH/2021/137

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson F Amosa:  

That the Whau Local Board:

a)    adopt the Whau Local Board Accessibility in Parks Best Practice Report 2020 as per Attachment A.

b)    endorse the key principles of accessible design for parks and open spaces in the Whau Local Board area as outlined in Section 6 of the Whau Local Board Accessibility in Parks Best Practice Report 2020 (Attachment A).

c)    note that due to current financial constraints, the delivery of actions identified in the agenda report is to be spread across several years of future work programmes.

d)    thank Thomas Dixon, Parks Specialist, for his attendance and work on the Whau Local Board Accessibility in Parks Best Practice Report 2020.

Local government elections 2022 - order of names on voting documents

That the Whau Local Board:

a)         recommend to the Governing Body that candidate names on voting documents should continue to be arranged in alphabetical order of surname.

Draft Significance and Engagement Policy 2022

 

Resolution number WH/2021/141

MOVED by Chairperson K Thomas, seconded by Member C Farmer:  

That the Whau Local Board:

a)         welcome the opportunity to provide feedback on the draft Significance and Engagement Policy as part of the overall consideration for final adoption in February 2022.

b)        note its concern about possible implications for assets if they are no longer classified as strategic, noting in particular that communities are likely to have a different understanding of what assets they would consider to be essential for the ongoing delivery of local services.

c)         support retaining and maintaining assets in their current form and to their current (or a higher) standard, and retaining their existing dedicated purposes wherever possible.

d)        oppose the sale of any community assets generally without an extremely strong rationale.

e)         oppose the sale of any community assets whatsoever in the Whau Local Board area, noting that this area straddles the edges of two legacy councils and has few assets and no under-performing assets.

f)          request more detailed advice and practical examples of how the policy would respond to changing communities, be more fit-for-purpose and be more contemporary.

g)        request advice on how the “wellbeing of the community” is defined for the purposes of this policy.

h)        note its concern around how waterfront properties and scheduled heritage assets will be protected for the future benefit of Aucklanders and to preserve our history if they are no longer considered strategic assets.

i)          note its concern that adopting a stronger focus on targeted local engagement could exclude potential responses from people who identify as “Aucklanders” and may be relatively disengaged from their local communities.

j)          support classifying assets controlled by CCOs as strategic, in keeping with the spirit of the CCO Review.

k)         support changes to the policy that will strengthen Auckland Council’s ability to engage with Māori in a targeted way, and ensure that this engagement is designed to reach not only recognised mana whenua entities but also Māori people in the community.

Allocation of 2021-2023 Local Board Transport Capital Fund

That the Whau Local Board:

a)      allocate funding to the following projects from the $799,268 remaining in its 2021-2023 Local Board Transport Capital Fund:

i)       Hepburn Road raised crossing - $260,000

ii)      South Lynn Road improvements - construction of a new raised pedestrian crossing between Golf Road and the Grove, and in addition extending the footpath on the eastern side of South Lynn Road from Golf Road to the Grove - $330,000

iii)     Rizal Boardwalk crossing wayfinding - $156,000.

Auckland Transport - proposed speed limit changes (Tranche 2A)

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson F Amosa:  

That the Whau Local Board:

a)    note public feedback on Tranche 2A of Auckland Transport’s proposed speed limit changes.

 

b)    reiterate its support or the Road to Zero strategy and support in principle reductions in speed limits where evidence supports this.

 

c)    note that reduction in speed limits are not the only mechanisms to reduce deaths and serious injuries on roads, and urge Auckland Transport to give higher priority to investment in infrastructure to improve safety including safe, separated routes for walking, cycling and micromobility.

Reporting back decisions made under delegation

That the Whau Local Board:

a)      receive the decision made under delegation on 8 November 2021 providing feedback from the Whau Local Board for inclusion in Auckland Council’s submission on the Resource Management Act (Enabling Housing Supply and Other Matters) Amendment Bill.

b)      receive the decision made under delegation on 10 November 2021 providing feedback from the Whau Local Board for inclusion in Auckland Council’s submission on the proposed new National Waste Strategy and associated waste legislation.

c)      receive the decision made under delegation on 16 November 2021 providing feedback from the Whau Local Board for inclusion in Auckland Council’s submission on the National Emissions Reduction Plan consultation document.
