Resolution number HM/2022/7 MOVED by Deputy Chairperson B Brady, seconded by Member P Chan: That the Henderson-Massey Local Board: a) approve the name ‘Dotterel Place’ (applicant’s preference) for the new private road created by way of subdivision at 38 and 40 Westgate Drive, Massey, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60370244 and SUB60370246, and road naming reference RDN90097218). |

Resolution number HM/2022/8 MOVED by Member W Flavell, seconded by Member I Papau: That the Henderson-Massey Local Board: a) approve the list of 43 sites for naming in tranche two of Te Kete Rukuruku, including Royal Reserve and Waitakere Central Library, as detailed in Attachment A in the agenda report. b) approve Starling Park as the preferred location for the installation of bilingual signage in Te Kete Rukuruku tranche two. |

Public feedback on proposal to make a Freedom Camping in Vehicles Bylaw 2022 |

Resolution number HM/2022/10 MOVED by Member M Grey, seconded by Member P Chan: That the Henderson-Massey Local Board: a) receive public feedback on the proposal to make a new Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Noho Puni Wātea ā-Waka 2022 / Auckland Council Freedom Camping in Vehicles Bylaw 2022 in this agenda report. |

Resolution number HM/2022/11 MOVED by Member I Papau, seconded by Member B Loader: That the Henderson-Massey Local Board: b) provide its views on how the Bylaw Panel should address matters raised in public feedback to the proposal in recommendation (a) to assist the Bylaw Panel in its deliberations as follows: i) support proposals 1, 2, 3 (with amendment to 3A) 4, 5, 6, 7B, 8, 9, 10, 11B, 12, 13, 14, 15, 16 and oppose proposals 7A and 11A ii) do not support proposals 7A or 11A and want to see that regulations for flat wall mounted signs (both real estate and general business signs) in industrial areas stay at the current size. The local board has reviewed public feedback and agree that the proposal to increase the size of wall mounted signs is unnecessary. The local board believe the current size adequately provides for industrial areas and that large signs can create safety risk as they are distracting to drivers, they visually pollute an area, and they promote consumption iii) supports proposal 3 ‘Event Signs’ and propose increasing the advertising period from one day to three days for proposal 3A. The local board also support the inclusion of a requirement to remove the advertisement sign the day after the event has occurred. |

Resolution number HM/2022/12 MOVED by Deputy Chairperson B Brady, seconded by Member M Grey: That the Henderson-Massey Local Board: a) receive the public feedback on the proposal to amend Te Kaunihera o Tāmaki Makaurau Te Ture-ā-rohe Wai Āwhā 2015 / Auckland Council Stormwater Bylaw 2015 in this report. b) provide its views on how the Bylaw Panel should address matters raised in public feedback to the proposal in recommendation (a) to assist the Bylaw Panel in its deliberations as follows: i) supports the main proposals for the Stormwater Bylaw Statement of Proposal. In particular, the local board supports specifying controls, codes of practice, or guidelines for managing not only the public stormwater network but add a focus on private stormwater systems. ii) highlights the continuing issue of cross-contamination of stormwater with sewerage and the infiltration into Te Wai o Pareira (Henderson Creek), particularly in Te Atatu Peninsula and supports this bylaw as one of the tools to help mitigate this major issue of cross-contamination (due in some cases to illegal connections, accidental infiltration and maintenance issues). iii) supports any way that this bylaw can help drive the addition/completion of a Western Interceptor to reduce wastewater overflows into west Auckland waterways, noting that currently, wastewater and stormwater flow into a combined network of pipes so following excessive rain, wastewater overflows with stormwater into our creeks and streams. |

Resolution number HM/2022/18 MOVED by Member B Loader, seconded by Chairperson V Neeson: That the Henderson-Massey Local Board: a) receive the performance report for quarter two ending 31 December 2021. b) reallocate $48,000 of locally driven initiatives budget from the 2021/2022 work programme as follows: i) (Line 193) Henderson Christmas Festival 2021 $35,000, ii) (Line 192) Te Atatu Santa Parade $5,000 and iii) unallocated film revenue $8,000 towards engineering and supplier advice/new specialised equipment at West Wave Pool and Leisure Centre (West Wave) in Henderson. c) note the financial performance report in Attachment B of the agenda report will remain confidential until after the Auckland Council Group half-year results for 2021/2022 are released to the New Zealand Exchange (NZX), which are expected to be made public on or about 28 February 2022. |
