Resolution number DT/2022/104 MOVED by Chairperson R Jackson, seconded by Deputy Chairperson J O'Connor: That the Devonport-Takapuna Local Board: a) notes that research into the status and classification of parks and reserves in the Devonport-Takapuna Local Board area was begun more than two years ago as the first phase of the Local Parks Management Plan process b) understands that initial research as undertaken by a mix of council staff and external contractors – but was then halted as a result of Covid disruptions and staff departures c) is pleased that the research has now been re-started and the initial information collected is being reviewed, and more information is being added d) requests a detailed update on progress so the board fully understands how much of the research has been completed to date, and how much is yet to be undertaken e) requests that the local board be provided, at its August business meeting, with the spreadsheet on which the information is being collated, and which contains (among other date): · a list of parks and reserves in the Devonport-Takapuna Local Board area · the name of each park or reserve · the address of each park or reserve · the identifiers and descriptions of each piece of land making up each park or reserve, including the title, lot, and DP numbers · whether each parcel is held under the Local Government Act or the Reserves Act · the current classification of land held under the Reserves Act f) requests that copies of the legal titles and documents such as gazette notices which have already obtained in support of this research – either by current staff working on the project, previous staff, or external contractors – be provided if requested by local board members g) notes that these requests are only for documents and information which have already obtained, or which will be obtained during the course of the business-as-usual work on this project up to our August business meeting. We are not requesting that any additional resources or staff time over and above the business-as-usual work be committed to this before the August meeting. Landowner approval to locate temporary public toilets at Potters Park (Takapuna Rose Gardens) |

Resolution number DT/2022/105 MOVED by Chairperson R Jackson, seconded by Deputy Chairperson J O'Connor: That the Devonport-Takapuna Local Board: a) declines the application from Eke Panuku for landowner approval to locate public toilets at Potters Park (sometimes informally known as the Takapuna Rose Gardens), noting that: i. the Deed of Gift in which Frederick Seymour Potter gifted the park is not included in this agenda report ii. the legal opinion referred to by officers is not included as an open attachment to the agenda report or as a confidential attachment iii. no information has been provided on why the demolition of the existing toilets cannot be postponed until new permanent public toilets have been provided within the Takapuna Central development on Lot 1 of 40 Anzac Street between Potters Park and the picture theatre iv. no information has been provided on potential alternative temporary toilet locations within 40 Anzac Street, despite this information being requested on numerous occasions during the previous and current local board terms; nor is any information provided which supports any implied or actual assertion that temporary toilets cannot be located anywhere else within 40 Anzac Street v. there has been no workshop between Eke Panuku and the local board to discuss the issues outlined here, despite elected members expressing a high level of interest in toilet provision at Waiwharariki Anzac Square. b) receives the following documents tabled at this meeting to be included as attachments to the minutes of this meeting i. 1929 Deed of Gift ii. Title NA533/186 – Potters Park iii. Email received from Howard and Joy Mace, the surviving great niece of Fredrick Seymour Potter iv. Resolution number DT/2022/106 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) approve the Joint CCO Local Board Engagement Plan 2022-2023, subject to the following amendments: i. that the ‘CCO responsibilities’ be amended to ask Auckland Transport to resume monthly reports and attend Devonport-Takapuna Local Board business meetings, which were discontinued in 2021 – to ensure the board is fully informed on AT’s local work programme and general transport matters and that this information has public transparency ii. that the ‘CCO responsibilities’ be amended to ask Eke Panuku to provide monthly reports and attend Devonport-Takapuna Local Board business meetings to ensure that the board is fully informed on future plans and strategies being considered, and projects being delivered by Eke Panuku in the local board area iii. that the Engagement Approach be amended to reinstate the five levels of engagement as workshopped prior to the adoption of the Joint CCO Local Board Engagement Plan 2021-22, as shown below

Local board feedback on the strategic direction of Auckland's Future Development Strategy |

Resolution number DT/2022/107 MOVED by Chairperson R Jackson, seconded by Member T Deans: That the Devonport-Takapuna Local Board: a) supports the “seven big issues” proposed for consideration in the Future Development Strategy b) recommends that a further three “big issues” be included, as follows: i. Urban and Rural Ngahere / Tree Canopy Loss Investigate options to slow or halt tree canopy loss both in urban areas and in rural areas being developed for housing, including pursuing change to the Resource Management Act to empower councils to re-introduce general tree protection; utilising any available development controls to prevent tree loss; and investigating ways to incentivise owners and developers to keep existing trees. The board is concerned at the loss of trees, as housing intensification increases. Trees, and vegetation in general, are critical to support council’s climate change policies, environmental resilience, and biodiversity, and act as a much-needed carbon sink for Auckland city’s large carbon production. Trees are crucial to the physical, mental, and social wellbeing of our current and future communities. We must act swiftly and decisively to ensure we have a sustainable and future-proof tree canopy coverage on both public and private land. ii. Parks, reserves and public spaces We must retain existing parks, reserves, and public spaces, and seek to acquire more to support population growth, and which provide a range of quality open spaces that provide for both passive and active activities. Our open spaces and public places should be protected from negative effects which may be created by surrounding development – ensuring, for example, that they have sufficient sunlight and are not dominated by built development. Parks and reserves are critical in supporting council’s environmental and climate policies and aspirations, and are crucial to the physical, mental and social wellbeing of our communities. We support the provisions of te Auckland Unitary Plan Open Space Zones H7 policies. iii. Quality urban form Creating a ‘liveable city’ for a rapidly-expanding population requires quality not merely quantity. To achieve quality urban design we cannot treat buildings, places, and spaces in isolation – but must view them as part of the whole town or city. Simply meeting the building code is not sufficient to ensure quality living or townscapes – and we support the Auckland Design Manual and the use of all permissible controls available to ensure homes contribute to the overall quality of our townscapes, and ensure homes provide residents with high levels of basic amenity such as sunlight and fresh air.
