Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

Operations Report

Purpose of the report

1.       To update the Ngāti Whātua Ōrākei Reserves Board (Reserves Board) on the operational work carried on the whenua by Ngāti Whātua Ōrākei Whai Maiā. 

Whakarāpopototanga matua

Executive summary

2.       Ngāti Whātua Ōrākei continue to progress the Work Schedule and in collaboration with Auckland Council work to develop a dashboard reporting template to evidence continuous improvement positively impacting on growth, development and response to increased role responsibilities. 

3.       As part of the Work Schedule a monthly audit hīkoi is scheduled to continue to strengthen alignment with the maintenance agreement outcomes and performance standards. 

4.       The operations team have continued to make good progress this period with a number of milestones met despite ongoing disruptions as a result of COVID related absences. 

5.       Mahi Toi design and plants were installed on the Auckland Library roof and received positive media coverage.

Operational Update 

Whenua Maintenance & Ecology 

6.       Horticulture/ Vegetation: Nursery production has been productive over the past few months and the maara kai activity has been high. Some of the outputs and activity include; 

·    More kūmara has been harvested. A significant increase of maintenance and mulching and weeding has improved the Maara health and presentation  

·    Outdoor storage area has been built as well as fencing completed off the Maara kai for the kaimahi work zone  

·    600kg of kai distribution to whānau  

·    800 vege starts planted this month  

·    2 successful harvests this month and also 3 tangihanga (funerals) where we have provided fresh kai to the Marae 

·    160 trays of micro greens produced and were used to support tangihanga kai supplies 

·    800 seedlings have been taken to garden 

·    10,000 natives up potted for next season 

·    Nga Raukau seeds cleaned and sent for next year stock  

·    Mushroom container has been cleaned and all waste gone to composter 

 

7.       Turf:  All scheduled mows were completed. Extra mowing on Brenton Place, Kurahaupo Street and Pourewa have been completed in preparation for matariki planting day. 

8.       Ecological Restoration – Weed, Plant and Pest Control: Hand releasing and whenua maintenance covered over 5000 sq m and 5000 plants. 

Honey production continues with 6 hives producing honey that is distributed to the harvest. 

 

The moth plant project is now complete and was a great success in its 2nd year. Huge increase of plants collected and had whānau and OLB members in attendance to celebrate this kaupapa.  

 

9.       Ecological Restoration – Pest Animal Control: Weekly trapping checks are carried out. A total of 122 traps across 15 hectares of the Whenua Rangatira were set capturing 9 rats, 6 mice, 2 possums and 2 hedgehogs. 

10.     Parakore: The activity in this space continues to grow with additional staffing increase activity on environmental wellness and assist in upholding a sustainable and regenerative relationship with the environment. 

Produced 400kg of compost. 

 

Ongoing relations with Okahu Bay Boating Club has secured the option for us to take fish waste for composting. This relationship is viewed as positive and is progressing well. 

 

4 compost bays have been built for use in the Maara processing area at the back of the containers allowing an expansion to our compost producing capabilities. 

 

Continuing to work alongside New World Eastridge collecting 3 organic waste bins each week. 

 

Working with waste management on bins and bin collection for green/organic waste and to tidy up our waste bin management across all sites. 

 

Waste Audits for all sites have been postponed due to tangihanga. 

 

11.     Landscaping: All contracted garden beds continue to be maintained and replacement planting where necessary. Given our commitment to tautoko (support) tangihanga this had a minor impact on our presence this month. We will strengthen our focus on contractor meeting and reporting more regularly. 

Key projects completed this period include remedial work for sign off, Wynyard Quarter improvements, cleaning up on Jellicoe St and infills for Quay St. 

 

12.     Seedling production / seed sowing machine: The Precision seed sowing machine is on order from Italy and a 50% deposit has been placed. The machine is expected to arrive in September. This will move the nursery towards greater efficiency and allow us to be more independent of outside nurseries enabling faster responses to seed raising shortages. 

13.     Beehive Expansion Equipment: 50 unassembled boxes have been purchased for $1,053 with plans to buy another 200 for roughly $3,607. This new equipment will be assembled and painted over winter. Next step is to purchase the frames, floor-boards, hive mats, and hive lids to be ready before spring and look into the storage and honey extraction room plus the extracting equipment required for this coming spring honey season. In spring the starter colonies (Bees) which make up the hives will be ordered. The goal is to grow to 25 active hives this season and then another 25 hives by next season. All other gear like tools, smokers, suits, and treatments will be purchased through the season as required.   

14.     Visitor Signage: A total of 18 new signs have been designed and installed at Pourewa Creek. 

15.     Other Project updates: Team has completed 2 audits of the whenua with council representatives both at Pourewa and Okahu Bay. Both completed audits have passed inspection. Dates are being scheduled for the remaining audit at Whenua Rangatira/Takaparawhau.  

Team met to discuss assets and ownership, requires more council clarification. 

Tree risk proposal has been completed and will cost $49k to prune and remove identified risks across the 90 hectare Orakei block. This will be funded as unscheduled work and not be part of the maintenance contract. 

 

Team hosted the Matariki planting day on Sunday 26th at Pourewa. This event was well attended by a range of community groups in excess of 150 with over 5,000 plants welcomed. 

 

The team hosted our first ever Umu Kohukohu Whetū event on Takaparawhau to celebrate Matariki. Over 1000 attended this special event. 

 

Volunteers and Visiting Groups 

16.     With the recent Government announcement to move to ‘Orange’ of the COVID Protection Framework, the team have now moved to re-engage with groups that have been on hold under the ‘Red’ setting. The team is now hosting community and corporate groups weekly and ramping up volunteer support. 

 

Biodiversity  

17.     Bio-diversity monitoring: Pou Whenua will re-evaluate this to determine what the goal of this objective is relative to Ngāti Whātua Ōrākei. 

18.     Water monitoring: The team will review the Kaupapa in line with the Whai Maiā annual plan that will focus on water within the Ōrākei area. This includes Ōkahu Bay and Pourewa Creek. At Pourewa Creek this will include assessment of the water quality and water restoration and utilization to sustain the operations of Pourewa. 

 

Health and Safety 

19.     There are no incidents to report. 

20.     RATs testing is carried out by staff every Tuesday and all results are recorded. 

 

Maintenance Work Outside of Scope 

21.     The team continue to assist Whai Rawa with mowing services as their contractor is impacted by COVID. 

22.     Pou Whenua are providing regular mowing and weed-eating support at the old Okahu Bay Bowling Club site. 

 

Kaitiaki Service 

23.     Ngāti Whātua Ōrākei has hosted a number of public-facing events to celebrate Matariki. Health & Safety plans are a priority and we continue to work closely with the teams at Auckland Council to ensure safety for the community. 

24.     The Kaitiaki Service service levels are under review by the newly appointed Manager and Ngāti Whātua Ōrākei Trust management. The changes will align with the current environment and future direction of Ngāti Whātua Ōrākei. 

25.     The new self-sufficient unit has been placed on the whenua and is being fitted out. The Kaitiaki will move in within the next two-months. 

26.     Activity at Michael Joseph Savage has slightly picked up with boy-racers. The newly appointed Community Liaison within Ngāti Whātua Ōrākei continues to monitor this activity.

Projects Report

Purpose of the report

1.       To update the Ngāti Whātua Ōrākei Reserves Board on the active projects underway in relation to the Combined Reserve Management Plan, Ururpā, Pourewa Pathways, Pourewa Māra Kai and the Rongoā Planting and Practice Project. 

Whakarāpopototanga matua

Executive summary

2.       Pourewa Pathways project is finished on schedule with construction of all paths funded this FY now complete including additional work and greater lengths of pathways. There are now 7 pathways totaling 549m and bench tables and seating for visitors to enjoy. 

3.       The Māra Kai project is progressing well with all objectives and deliverables achieved apart from the watercress pond improvements which are under review. Substantial kai harvests continue to be delivered. Path upgrades, drainage and irrigation system improvements, new handrail to the main Maara steps and new fencing and fares around the operational area have all been completed. 

4.       A Rongoā Wānanga was held May 16-18 to discuss the design and objectives of the Rongoā planting and practice project. This workshop was led by Donna Kerridge and well attended by kaimahi from across the team. The Māra Rongoā planting is currently in early planning stages. The strategic layout of the area has been agreed reflecting Māra Rongoā philosophies, weed suppressant matting has been ordered, paths have been constructed and early planting has begun. 

5.       Groundwater testing continues on the potential urupā sites. Management will meet to confirm the key milestones and project plan for the coming year. 

6.       The Combined Reserve Management Plan is tracking against the recommended timeline. The next step for management is to finalise the plan and seek approvals based on the Boards delegations for amendments to wording based on legal advice, spelling and grammar to both English and Te Reo Māori versions as well as the imagery, formatting and whakatauki amendments.

Financial Update as at 31 May 2022

Purpose of the report

1.       To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance as at 31 May 2022. 

Whakarāpopototanga matua

Executive summary

2.       Net operating expenditure as at end of May was $192k lower than budget, mainly due to timing of some expenses as shown in the finance summary table below. 

3.       There is no wifi or events costs to report giving a favourable YTD May variance of $111k.

4.       Management plan costs is $93.5k favourable and yet to be invoiced as work is still in progress. 

5.       Unallocated budget from carryforwards is about $209k and $149.5k out of this budget was approved at the hui on 2 May for additional works at Pourewa.

6.       Nursery income is not reflected in the numbers yet as management are still working on the legal framework for this stream of income.  There were no events income recorded due to Covid-19 restrictions in Auckland. 

7.       Capital expenditure of $300k is relating Pourewa Creek pathways project. Capex of $100k relating to mara kai project was paid in April.
