Resolution number HM/2022/109 MOVED by Deputy Chairperson B Brady, seconded by Member C Carter: That the Henderson-Massey Local Board: a) approve the name ‘Mioweka Lane’ for the private road constructed within the subdivision being undertaken by Kāinga Ora at 14, 16 and 18 Holmes Drive and 3, 5, 7 and 9 Cecil Beatt Place, West Harbour in accordance with section 319(1)(j) of the Local Government Act 1974. |

Resolution number HM/2022/110 MOVED by Member B Loader, seconded by Member I Papau: That the Henderson-Massey Local Board: a) adopt the Henderson-Massey Urban Ngahere Action Plan 2022. b) request that Parks, Sport and Recreation staff review the Henderson-Massey Urban Ngahere Action Plan every three years and provide a report updating the local board on progress of delivery of the action plan over a 10-year period c) request that Parks, Sport and Recreation staff review the Henderson-Massey Urban Ngahere Action Plan implementation work programme annually and provide a report to the local board on the delivery of new tree plantings d) delegate authority to the General Manager - Parks, Sport and Recreation, to make minor changes and amendments to the text and design of the Henderson-Massey Urban Ngahere Action Plan 2022. |

Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill |

Resolution number HM/2022/111 MOVED by Member C Carter, seconded by Member P Chan: That the Henderson-Massey Local Board: a) supports the passage of the bill with the following comments: i) supports Auckland Council’s submission, particularly the additional measures noted in the submission that should be introduced with the Bill to enhance its effectiveness: · more and better support for smokers to quit
· more effective enforcement of existing regulations, particularly around vaping
· a plan to consider the role of vaping, which is an effective smoking cessation tool but will become unnecessary to the degree that the Bill is effective in achieving the goal of a smokefree Aotearoa
· a robust monitoring and evaluation framework to ensure the Bill is effective and enable its implementation to be adjusted as necessary.
ii) considers that in the bill there is insufficient focus on: · preventing uptake of vaping amongst young people who have never smoked cigarettes regularly · enforcement of existing and proposed vaping regulations · research into the prevalence of, and risks associated with, vaping amongst young people who have never smoked cigarettes regularly. b) consider that while vaping can be used as a smoking cessation tool, availability should be heavily monitored and restricted to ensure that they are not available to anyone who does not require them for smoking cessation. c) consider that vaping needs to be addressed alongside smoking now rather than later. |

Temporary changes to landowner approval process for filming activities |

Resolution number HM/2022/112 MOVED by Deputy Chairperson B Brady, seconded by Member M Grey: That the Henderson-Massey Local Board: a) agree to waive the requirement (in the Local Board Delegation Protocols) for staff consultation with the local board on landowner approvals, for low and medium impact film shoot permit applications, for a 12-month period. b) agree that Screen Auckland notifies the local board film lead of all low and medium impact film permits granted in local parks and facilities, ahead of these activities taking place. c) agree that Screen Auckland continues to work with Community Facilities staff in assessing and determining conditions for the use of local parks and facilities, where appropriate, for all film shoot permit applications. d) consider that the following be taken into account when considering applications: i) the special values and conservation areas around Harbourview Orangahina ii) the board does not support the filming of alcohol, smoking and vaping in our parks and facilities. |

Resolution number HM/2022/113 MOVED by Member I Papau, seconded by Member B Loader: That the Henderson-Massey Local Board: a) support the provisions set out in this omnibus bill, in particular the processes identified for the establishment of Māori wards, and the amendment of the Local Government Auckland Council Act 2009 to enable Auckland Council to change the number of councillors on its governing body.
b) note that the exclusion of local boards from the proposal around establishment of Māori wards would devalue the role of local decision-making in Tāmaki-Makaurau/Auckland, and potentially increases the barriers to achieving Māori representation and participation in local democratic processes.
c) support the amendment of the Local Government Act 2002 to include provisions for reorganisation of local boards and would urge consideration of Māori representation here.
d) support the deferral of the report providing feedback from engagement with Māori to December 2022 to enable this process to be completed. |

Local board feedback on the proposed Auckland Climate Grant programme 2022/2023 |

Resolution number HM/2022/114 MOVED by Member B Loader, seconded by Member I Papau: That the Henderson-Massey Local Board: a) support the establishment of the Auckland Climate Grant b) consider that the fund focuses on low-carbon action but should also place equal emphasis on building climate literacy, education and building civic engagement skills, particularly targeted an Māori and Pacifika, in order to build a diverse range of climate leaders for the future of Tamaki Makaurau c) consider that the fund supports Māori-led approaches to climate change including the retention and promotion of Matauranga Māori d) consider that the Grant should focus on building community empowerment through strengthening communities at a local level to build resiliency in times of crisis, including training leaders to run events and organise within their communities e) consider that the decision-making committee ensure effective tangata whenua representation f) consider that the application process should be simplified to reduce barriers to entry. |

Resolution number HM/2022/117 MOVED by Member P Chan, seconded by Member M Grey: That the Henderson-Massey Local Board: a) receive the Performance Report for quarter four ending 30 June 2022 b) note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2021/2022 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on 29 August 2022. |
