Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. 1. To approve the Manukau Harbour Forum’s 2022/2023 work programme.

Executive summary
2. This report presents the Manukau Harbour Forum’s work programme and associated budgets for approval for delivery within the 2022/2023 financial year.
3. The work programme responds to the purpose of the forum as stated in its Terms of Reference – ‘to provide for a means of collective local board advocacy on issues affecting the Manukau Harbour, and the adjacent foreshore’.
4. The proposed work programme has a total value of $72,000. This funding has been allocated to the Manukau Harbour Forum work programme by the member local boards’ locally driven initiatives budget for the 2022/2023 financial year. Each member local board has contributed $8,000 towards the Manukau Harbour Forum.
5. The forum provided feedback to Infrastructure and Environmental Services staff on the programmes it would like to fund in 2022/2023 at a workshop in June 2022. The forum indicated support for the following:
· continue to fund Manukau Harbour Forum coordinator to assist with the delivery of the forum’s goals ($40,000)
· fund the 2022/2023 youth leadership sustainability wānanga which would involve around 50 students from all member local board areas to develop leadership skills, sustainability knowledge, and collaborative action programmes ($17,000)
· deliver the communications plan that was developed in the 2021/2022 year ($6,000)
· investigate, identify, and engage with projects involving mana whenua, and to develop a cultural induction for new forum members ($9,000).
6. Updates on the delivery of this work programme will be provided at Manukau Harbour Forum workshops throughout the financial year, and through the individual member local boards’ quarterly performance reports.

Context
7. The Manukau Harbour Forum is comprised of nine-member local boards: Franklin, Māngere-Ōtāhuhu, Manurewa, Maungakiekie-Tāmaki, Ōtara-Papatoetoe, Papakura, Puketāpapa, Waitākere Ranges and Whau Local Boards. All these local boards border the Manukau Harbour and have an interest in protecting and restoring the mauri of the Manukau Harbour.
8. Each year, the member local boards decide which activities to allocate their annual budget toward through a series of workshops. The local board feedback in these workshops informs the work programme.
9. At their June 2021 business meetings, the nine-member local boards allocated $7,400 each to enable the delivery of the forum’s 2021/2022 work programme. This budget was allocated towards a Manukau Harbour Forum Coordinator, a youth sustainability wānanga, development of a communications plan and the appointment of a mana whenua specialist to begin the planning of the mana whenua engagement hui for the 2022/2023 financial year.
10. The proposed 2022/2023 work programme was discussed with Manukau Harbour Forum members at a workshop on 10 June 2022.
11. The proposed work programme responds to the purpose of the Manukau Harbour Forum as identified in the Terms of Reference. The specific issues identified in the Terms of Reference which are reflected in the work programme are ‘advocacy on issues related to both natural and human activities affecting the harbour foreshore’ and ‘the role of mana whenua in relation to the Manukau Harbour’.

Analysis and advice
12. The proposed work programme is made up of activities continuing from previous financial years, including annually occurring events or programmes and ongoing programmes.
13. The proposed activities in the Manukau Harbour Forum’s work programme 2022/2023 are detailed below.
Manukau Harbour Forum coordinator - $40,000
14. Staff recommend that the forum allocate $40,000 to continue to fund a Manukau Harbour Forum coordinator.
15. The coordinator will continue to:
· work with the forum to support the delivery of its vision including identifying and planning key actions and approaches that will support the priorities and objectives of the forum
· assist with relationship building between the forum, government, and community representatives, and identify opportunities for advocacy and input into local and central government initiatives and programmes that relate to the Manukau Harbour
· assist with planning a work programme, programme identification, management, and some administration, including assisting in the development of a communications plan and ensuring implementation of the plan
· work with council staff and the staff supporting other harbour forums in the region to keep the forum abreast of developments and information relevant to the Manukau Harbour
· identify and present to the forum any other information, studies and work programmes that might assist the forum in gaining a deeper understanding of the issues affecting the harbour, and ways of addressing these issues.
16. The remit of the coordinator role may change based on the needs of the forum and its members.
Youth sustainability wānanga - $17,000
17. Staff recommend that the forum allocate $17,000 towards the Youth Sustainability Wānanga for the 2022/2023 financial year. This wānanga has been run over the last four years in partnership with the forum, the council’s sustainable schools’ team, and mana whenua hapū Ngaati Te Ahiwaru and Ngāti Mahuta of Te Wai-o-hua iwi, from Makaurau marae.
18. The Young Leaders Sustainability Programme is a programme to build the capability of Auckland’s rangatahi to take on a role as future leaders and influencers within their communities. Each year a series of events are delivered which includes the three-day Youth Leadership Sustainability Wānanga. Secondary students from the nine Manukau Harbour Forum local boards are targeted as participants in the programme.
19. The proposed budget of $17,000 would allow staff to offer the programme to 50 new students to attend a wānanga in Manukau in April 2023. The budget will support programme logistics including venue, catering and transport costs and contracting mana whenua expert services. This wānanga builds the capacity of students to return as leaders to work on action around the Manukau Harbour.
Manukau Harbour Forum Communications Plan - $6,000
20. Staff recommend that the forum allocate $6,000 to deliver the communications plan developed and resolved by forum members on 11 February 2022 business meeting (MHFJC/2022/6) in the 2021/2022 financial year.
21. A contractor has been identified in 2021/2022 and began to work on the roll-out of the approved plan. This will continue into the 2022/2023 financial year. The plan roll-out is set over short-term (3 months), Medium term (3-12 months) and long term (12 months onwards). Progress will be reported via the local board’s quarterly updates.
Mana whenua engagement - $9,000
22. Staff recommend that the forum allocate $9,000 to the investigation and engagement with projects involving mana whenua, and the development and delivery of a cultural induction for incoming forum members.
23. Investigation of projects will identify those that mana whenua has an interest in, that are in-play around the Manukau Harbour with an aim to understanding common themes across all nine local board areas.
24. Site visits by forum members would follow of the areas of interest found and would include engagement with mana whenua. As a part of the induction pack a cultural context of the Manukau Harbour would be developed to deliver to the incoming forum members.

Climate impact statement
25. The programmes within this work programme are aligned with Te Tāruke-ā-Tāwhiri: Auckland’s Climate Plan and will contribute to the resilience of the community and environment by promoting protection and enhancement of waterways and the marine environment. Freshwater and marine ecosystems provide many ecosystem services such as flood mitigation, habitat for native biodiversity and carbon sequestration. These services are enhanced when the ecosystems are restored.
26. The youth sustainability wānanga also fosters young leaders to take action around sustainability and environmental restoration.

Council group impacts and views
27. The budget for the Manukau Harbour Forum is managed by Healthy Waters. The youth sustainability wānanga will be delivered by staff in Environmental Services. A cross-council working group has been meeting to assist with planning for the Manukau Harbour Forum which has participants from Natural Environment Strategy, Healthy Waters, Local Board Services, and Environmental Services.

Local impacts and local board views
28. All nine member boards have identified restoring the mauri of the Manukau Harbour as an aspiration in their 2020 local board plans. The programmes proposed for inclusion in the forum’s work programme will have positive environmental outcomes across the Manukau Harbour. The youth sustainability wānanga will likely take place in the Manukau area.
29. The programmes noted above align with the Manukau Harbour Forum’s goals outlined in the terms of reference including ‘restoration of the health and wellbeing of the Manukau Harbour’, and ‘a unified management approach to the Manukau Harbour’. The proposed environment work programme has been considered by the forum in a workshop in June 2022. The views expressed by forum members during the workshops have informed the recommended work programme.

Māori impact statement
30. It is recognised that mana whenua is kaitiaki of the Manukau Harbour and will be acknowledged as such in all programme delivery of this work programme. In addition, environmental management, water quality and land management have integral links with the mauri of the environment and concepts of kaitiakitanga.
31. The youth sustainability wānanga will be co-delivered with mana whenua representatives.
32. The development of cultural context as a part of the induction of forum members will be advised by mana whenua representatives.
33. The forums engagement with mana whenua through proposed site visits to projects of interest, that support the Manukau Harbour, will build, and strengthen whanaungatanga and develop cultural understanding of mātauranga māori as the core fundamentals to restoring and enhancing the mauri of the harbour.

Financial implications
34. The proposed work programme outlined in this report has a total budget of $72,000. This will be the full allocation of the forum’s 2022/2023 budget, which is comprised of $8,000 from the nine-member local board’s 2022/2023 locally driven initiatives (LDI) operational budgets.

Risks and mitigations
35. The COVID-19 pandemic could have a negative impact on the delivery of local board work programmes. Some activities may not be able to be delivered fully if COVID-19 restrictions are increased.

1. To approve the updated Terms of Reference (2022) of the Manukau Harbour Forum joint committee (the Forum) following a review to ensure currency and to assist with further clarity of purpose for members and community.

2. Nine local boards (Franklin, Mangere-Otahuhu, Manurewa, Maungakiekie-Tamaki, Otara-Papatoetoe, Papakura, Puketapapa, Whau, and Waitakere Ranges Local Boards) together formed the Manukau Harbour Forum with the view to form a means of collective local board advocacy on common issues affecting the Manukau Harbour and the adjacent foreshore.
3. The Manukau Harbour Forum was constituted formally as a joint committee of local boards under standing orders 2.8.1 and 2.8.2 (standing orders 2.8.1 and 2.8.2 enable a local board to appoint a joint committee with another local board or boards).
4. Being a joint committee enables the Forum to conduct business more efficiently, as a local board joint committee can make decisions and provide direction to officers without seeking confirmation and/or ratification from the individual member boards.
5. The Forum has a guiding Terms of reference (TOR) and develop an annual work programme that members agree.
6. A recommendation of the current Manukau Harbour Forum Communications Plan (adopted February 2022) was a short-term goal to “Consider reviewing the Terms of Reference to clarify the feasibility of strategic objectives and generate measures for greater accountability”.
7. The Manukau Harbour Forum Co-ordinator took on this task of TOR review with collaborative involvement of members and specialist staff through an iterative process of workshops, individual discussions, and email input.
8. The updated TOR are intended as a guide for member local boards and interest community members about the overall intent of the Forum, its general activities and the expectations for its members.
9. This updated version is based strongly on previous versions, with their focus on local boards addressing environmental concerns about the Manukau Harbour and catchments, and empowering member local boards to achieve improvements and take forward advocacy by working collaboratively together as a joint committee.
10. Additional sections have been included to reflect relevant sections of Local Government legislation, the Auckland Council Governance Manual, Council’s Code of Conduct and Local Boards Standing Orders.
11. The TOR do not replace standing orders, or any other legislative or Governing Body policy constraint or requirement.
12. This report recommends that the Manukau Harbour Forum Terms of Reference (2022) (Attachment A) for the Forum be approved.
Recommendation
That the Manukau Harbour Forum:
a) adopt the Manukau Harbour Forum Terms of Reference (2022) (Attachment A), which set out the purpose and principles of the Forum.
