Deputy Chair Christine O’Brien:

·            farewell and our endless thanks to Alison Quigan, recently retired from her role as Performing Arts Manager at the Māngere Arts Centre Ngā Tohu o Uenuku. She has been a powerhouse nurturing the performing arts in Māngere and Ōtāhuhu. She perfectly understood the Board’s vision for the Māngere Arts Centre Nga Tohu o Uenuku and helped to make that a reality

·            huge thanks once again to Mā Te Huruhuru and our local board team for the magnificent inaugural Matariki ki te Ao festival across the Manukau Ward

·            congratulations Rain Te’i (Te Rarawa, Samoan), head girl of Māngere College, who was named the Face of Fusions 2023 at the Pacific Fusion Fashion Show in June

·            thanks to Affirming Works for their annual Young, Free & Pacific conference, supporting our young male pacific students in their leadership and in their lives

·            arohanui to Brendan Corbett and colleagues for realigning the Ako Ako Stone sculpture, by Richard Shortland Cooper and Terry Koloamatangi Klavenes, on its site outside the Māngere East library. Now in its correct position after some 20 years, the Matariki constellation can be seen through it as originally intended

·            farewell and huge thanks to Peter Sykes for his tremendous community service and leadership as the CEO of ME Family Services

·            congratulations para-swimmer Tupou Neiufi, who won a Silver Medal in the women's S8 100m backstroke at Birmingham Commonwealth Games

·            congratulations journalist and media content producer Mariner Fagaiava-Muller for winning the Inclusion Award at the Impact Awards 2022

·            congratulations Qiane Matata-Sipu, whose book NUKU is shortlisted in the PANZ book design awards (Allen & Unwin Award for Best Commercial Book for Adults)

·            congratulations Manukau Rovers on winning the Gallaher Shield for the first time in 49 years.

 

Member Harry Toleafoa:

·            for the first time in 49 years the Manukau Rovers have won the Gallagher Shield. This is the first championship in South Auckland since Ōtāhuhu’s victory in 2000. We acknowledge the Manukau Rovers club and their coach Doug Sanft, management and players. It was a memorable night that made the South incredibly proud of their young men that went and flew the flag for South Auckland

·            I want to acknowledge the 12 years of service provided by his Excellency the Consul-General of Samoa Faolotoi Fatialofa Reupena Pogi. He has diligently served the Samoan diasporic community and has been a community stalwart providing support and presence to our various community events. I wish him all the best as his tenure comes to an end next month. Malo le tautua fa’amaoni ma le faaea atunu’u.

Approval of Māngere-Ōtāhuhu Area Plan Update 2022

 

Kaumatua Martin Te Moni from Ngaati Whanaunga and Whaea Kowhai Olsen were in attendance for this item and addressed the meeting.

MOVED by Chairperson N Bakulich, seconded by Member W Togiamua:  

That the Māngere-Ōtāhuhu Local Board:

a)      approve the Māngere-Ōtāhuhu Area Plan Update 2022 as shown in Attachment A

b)      delegate the approval of any minor amendments, corrections or additional images in the plan as required for publication, to the Chair or Deputy Chair of the Māngere-Ōtāhuhu Local Board

c)          as we continue to strengthen our partnership with mana whenua, acknowledge and thank their representatives for their commitment, invaluable insights, and support in developing this local area plan update

d)         thank the Ōtara-Papatoetoe Local Board for its commitment towards this area plan update, and celebrate the exemplary collaboration between all parties including council officers in achieving this result

e)          look forward to working with council officers in receiving advice and regular reporting on progress against the opportunities highlighted in the updated area plan.

Māngere-Otāhuhu Local Board reallocation of budget from Customer and Community Services Work Programme to Local Board Services

That the Māngere-Ōtāhuhu Local Board:

a)          approve the reallocation of financial year 2022/2023 locally driven initiatives (LDI) opex funding of $13,000 from Customer and Community Services ID253 Māori Responsiveness Māngere-Ōtāhuhu to Local Board Services for new 2022/2023 work programmes, $10,000 for Ara Kōtui and $3,000 for the TUIA programme.

Māngere Mountain Education Trust funding for 2022/2023

That the Māngere-Ōtāhuhu Local Board:

a)      receive the performance report from the Māngere Mountain Education Trust for the 2021/2022 financial year

b)      approve the release of $300,000 in funding to the Māngere Mountain Education Trust in two tranches (August 2022 and January 2023) based on the proposed performance measures and reporting schedule.

Local board feedback on the strategic direction of Auckland's Future Development Strategy

 

Resolution number MO/2022/110

MOVED by Chairperson N Bakulich, seconded by Member M Kolo:  

That the Māngere-Ōtāhuhu Local Board:

a)          support the strategic approach to the Future Development Strategy, and request that its public engagement phase is resourced to reach Pacific and Ethnic communities through local radio stations and targeted forums in addition to engagement material being translated into a wide variety of languages

b)         note the Planning Committee considered the Future Development Strategy report on 4 August 2022 and that there will be a further opportunity to provide feedback following public consultation on the Future Development Strategy with an update from officers at a workshop early 2023.

Local board feedback on the Water Services Entities Bill

That the Māngere-Ōtāhuhu Local Board:

a)         receive the report and note that the local board provided its views on this topic in its October 2021 Three Waters reform proposal, but will take any future opportunites to comment on ensuring we have reliable drinking water, wastewater and stormwater services for our community.

Local Government Electoral Legislation Bill

 

Resolution number MO/2022/112

MOVED by Chairperson N Bakulich, seconded by Member W Togiamua:  

That the Māngere-Ōtāhuhu Local Board:

a)          note that the New Local Government Electoral Legislation (Omnibus) Bill amends three statutes:

               i)         the Local Government (Auckland Council) Act 2009

              ii)         the Local Electoral Act 2001

            iii)         the Local Government Act 2002 to include a new Schedule 3A

b)         note that some of the amendments in the New Local Government Electoral Legislation Bill have resulted from requests from Auckland Council

c)          support the amendment to the Local Government Auckland Council Act 2009 to remove the restriction on the number of councillors on the governing body, as requested previously by Auckland Council

d)         support proposal for representation arrangements to include Māori wards and are in full support of the proposed processes that apply to establishing Māori wards as these will be helpful in providing certainty

e)          note, that in effect this will require Auckland Council to resolve by 20 December 2023 whether its representation arrangements should include Māori representation and that before it makes its resolution, the council must “engage with Māori and other communities of interest”

f)           note that staff are currently engaging with mana whenua and mataawaka on Māori representation and support deferral of the report to Governing Body on the engagement with mana whenua and mataawaka about representation on Auckland Council

g)         request that any legislative protection afforded to general wards or local board electorates should be a bare minimum afforded to Māori wards or Māori local board electorates

h)         request the Governing Body advocate for Māori representation within local boards. The Māngere-Ōtāhuhu Local Board is of the view that there should be legislative change to allow for Māori elected representatives within local board areas in Auckland. Local boards hold a shared governance responsibility in the unique governance model in Auckland. Therefore, if there is to be Māori representation at the regional ward level, there should be Māori representation at the local board level too.

Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill

 

Resolution number MO/2022/113

MOVED by Chairperson N Bakulich, seconded by Member M Kolo:  

That the Māngere-Ōtāhuhu Local Board:

a)         support the purpose and intent of the Bill and the provisions, namely, Reduce smoked tobacco supply, Smokefree generation, Nicotine removal in smoked tobacco

b)         note that the purpose of the Bill is aligned to the three-year Māngere-Ōtāhuhu Local Board Plan 2020 and its outcome: ‘We thrive and belong in safe, healthy communities’. A key initiative of the Plan is to ‘Partner with community and wider groups to continue supporting neighbourhood safety and crime prevention, including reducing alcohol outlets, smoking, substance abuse and gambling machines’

c)         believe that early legislative action is essential to curtail proliferation of products that increase health risks in the Māngere-Ōtāhuhu local board area

d)         stress that the topic is of serious concern to the board, noting that Māori and Pacific people have the highest overall smoking prevalence in Auckland and that our local board area is made up of 16.4 per cent Māori compared to 11.4 per cent for the Auckland region, and 59.4 per cent Pacific Peoples compared to 15.5 per cent for the Auckland region

e)         believe that the proposed legislative measures are essential for the wellbeing of our rangatahi. About 26.4 per cent of the local population are below 15 years compared to 20 per cent of Auckland (Census 2018)

f)           support the intent of the Bill as a timely framework to support young people to remain smoke-free and to achieve better health outcomes for all

g)         support the Bill by amending the Smokefree Environments and Regulated Products Act 1990 and the Customs and Excise Act 2018 in reducing retail availability in certain areas (such as education vicinity), prohibiting sales of smoked tobacco and vaping products to anyone born on or after 1 January 2009, and reducing the appeal and addictiveness of smoked tobacco and vaping products

h)         welcome opportunities to partner on pilot initiatives funded by central government in the local area to enable smoking cessation

i)           support the idea of a robust monitoring and evaluation framework to ensure the Bill is effective and enables its implementation to be adjusted as necessary.

Landowner approval and lease for additional premises to Manukau Live Steamers Incorporated at Māngere Centre Park, 141R Robertson Road, Māngere East

That the Māngere-Ōtāhuhu Local Board:

a)      grant landowner approval to Manukau Live Steamers Incorporated for the proposed container for storage of equipment at Māngere Centre Park at 141R Robertson Road, Māngere East

b)      grant, subject to section 61(2A)(a) of the Reserves Act 1977, a lease for additional premises to Manukau Live Steamers Incorporated comprising 35 square metres (more or less) located at Māngere Centre Park, 141R Robertson Road, Māngere East (outlined in yellow on Attachment A) on the land described as Part Lot 1 Deposited Plan 41206 subject to the following terms:

i)       existing community lease term - commenced 17 March 2021, with one (1) 10 year right of renewal commencing 16 March 2031, effecting final expiry on 16 March 2041

c)      note all other lease terms and conditions will be in accordance with the provisions contained in the existing community lease to Manukau Live Steamers Incorporated, dated 27 April 2022.

That the Māngere-Ōtāhuhu Local Board:

a)      defer this item to the September 2022 business meeting and request that officers engage with the relevant mana whenua representatives to identify names appropriate for a new private road name at 36 Lyncroft Street, Māngere East.

a)   approve the name Whai Hua Lane (applicant’s preferred name) of Road 2 for the new private road created by way of subdivision at 117 Coronation Road, Māngere Bridge, in accordance with section 319(1)(j) of the Local Government Act 1974 (Road naming reference RDN90101171, resource consent references BUN60380373 and SUB60380375).

a)      approve the name Te Ara Kōrako (applicant’s preferred name) for the new private road (ROAD B) being constructed at 400 George Bolt Memorial Drive in accordance with section 319(1)(j) of the Local Government Act 1974(road naming reference RDN90099462 and resource consent reference LUC60289962)

b)      approve the renaming and extension of Joseph Hammond Place (ROAD A) to Joseph Hammond Road in accordance with section 319(1)(j) of the Local Government Act 1974(road naming reference RDN90099462 and resource consent reference LUC60289962).

Local board views on a Notice of Requirement for an alteration to an existing designation at Sir Keith Park School, Robertson Road, Māngere.

MOVED by Chairperson N Bakulich, seconded by Deputy Chairperson C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)         support the Notice of Requirement to alter the boundaries of the existing designation in regard to Sir Keith Park School at 33 Robertson Road, Māngere

b)         appoint the Chair or Deputy Chair to speak to the local board views at a hearing [if one is held] on the Notice of Requirement

c)         support and recognise the need to accommodate the increased demand for special education schooling and the forecasted future enrolment demand

d)         support the proposed provision of safe on site pickup and drop off facilities for cars and taxis/ taxi vans

e)         want to ensure there are no major effects impacting on local traffic movements, the environment and community because of the redevelopment of the school and supporting infrastructure

f)           request Ministry of Education and Auckland Council engage with local stakeholders including Mana Whenua during the project’s development.

Local board feedback on the proposed Auckland Climate Grant programme 2022/2023

 

Resolution number MO/2022/121

MOVED by Chairperson N Bakulich, seconded by Deputy Chairperson C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)         support the creation of the Auckland Climate Grant programme

b)         support the purpose and the key priority areas of the Auckland Climate Grant programme

c)         request a further criterion that will give added weight to applications from areas of high deprivation as they will be most affected by climate change

d)         support the focus on projects that enable mana whenua and mataawaka to respond to climate change

e)         support making the grant process more accessible to some under-served groups, including Māori, Pacific people, other diverse ethnic groups and youth-led organisations, and request any learnings be shared with local boards so they can increase accessibility in their grant processes too

f)           note, communicating the grants programme to our local community is a key to the success of the Auckland Climate Grants Pilot. The local board request that a systematic approach is developed that includes educational programmes to build local capacity to apply for this grant, that are inclusive to Pasifika, Māori, ethnic communities youth and people with disabilities. Also, communication platforms like local radio stations and online webinars, that are affordable, accessible and can accommodate our cultural and language needs, are supported by those facilitating this grants programme

g)         request further and ongoing consultation with local boards throughout the development of this pilot programme.

Auckland Council’s Quarterly Performance Report: Māngere-Ōtāhuhu Local Board for quarter four 2021/2022

That the Māngere-Ōtāhuhu Local Board:

a)      receive the performance report for quarter four from 1 April 2022 ending 30 June 2022

b)      note the financial performance report in Attachment B will remain confidential until after the Auckland Council Group results for 2021/2022 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2022.
