Resolution number MR/2022/111 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) acknowledge the passing of Clynton Tauti, son-in-law of Local Board Member Glenn Murphy. Clynton turned 30 in February this year. He was the proud husband to Leah-Lisa and loving father to his two young sons, Izaya Clynton Tauti (2 and a half years old) and Ezra Murphy Tauti (aged 11 months of age). Clynton was a much loved husband, father, brother, son, son-in-law, grandson, cousin, and nephew. Our thoughts go out to him and his family at this difficult time. |

Adoption of the Manurewa Sport and Active Recreation Facilities Plan |

Resolution number MR/2022/116 MOVED by Chairperson J Allan, seconded by Member D Pizzini: That the Manurewa Local Board: a) adopt the Manurewa Sport and Active Recreation Facilities Plan (Attachment A) to provide strategic guidance on the provision of the local sporting facilities network including annual implementation by way of: i) direct investment through grants to community-owned facility projects (LDI opex) ii) quality advice to support asset-based work programme decisions and resource allocation (LDI capex, renewals, growth funding) iii) quality advice to support advocacy, leverage, and partnership opportunities b) acknowledge and thank mana whenua iwi and our sport and recreation organisations for their input and insights provided to this comprehensive plan c) commend the work of the staff and express the board’s desire for proactive advice and support to implement the plan. |

Resolution number MR/2022/117 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) adopt the Manurewa Urban Ngahere Action Plan 2022 (Attachment A) b) request that Parks, Sports and Recreation staff review the Manurewa Urban Ngahere Action Plan every three years and provide an annual report updating the local board on progress of delivery of the action plan over a 10-year period c) request that the process for implementation of the Manurewa Urban Ngahere Action Plan work programme includes workshopping annual planting plans jointly with Manurewa Local Board and mana whenua iwi, and plans to be approved by the board d) request that regional urban ngahere budget allocation for Manurewa, including funds from the Climate Action Targeted Rate, is included in the board’s Community Facilities Capex work programme each year, for oversight and direction from the board e) delegate authority to the chair of the Manurewa Local Board to approve final changes to the Manurewa Urban Ngahere Action Plan 2022 f) delegate authority to the General Manager – Parks, Sports and Recreation to make minor changes and amendments to the text and design of the Manurewa Urban Ngahere Action Plan 2022. |

Manurewa Local Board reallocation of budget from Customer and Community Services Work Programme to Local Board Services |

Resolution number MR/2022/119 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) approve the reallocation of financial year 2022/2023 locally driven initiatives (LDI) opex funding of $11000 from Customer and Community Services ID270 Support Māori led aspirations Manurewa, to Local Board Services for new 2022/2023 work programmes, $8000 for Ara Kōtui and $3000 for the Tuia / local board rangatahi mentoring programme. |

Resolution number MR/2022/120 MOVED by Chairperson J Allan, seconded by Member D Pizzini: That the Manurewa Local Board: a) provide the following feedback on the Local Government Electoral Legislation Bill: i) the board supports removing the restriction on the number of councillors on the Governing Body. This gives Auckland Council the same ability to review its governing arrangements as other councils, and allows for consideration of the growing population of Tāmaki Makaurau ii) the board supports the proposed process for reviewing Māori representation on Governing Body and establishing of Māori wards iii) any decisions on how Māori should be represented on Governing Body and whether to establish Māori wards should be made in consultation with, and in accordance with, the preferences of mana whenua iwi and mataawaka iv) the board requests that consideration is given to including in legislation a process for local boards to consider Māori representation on the board, including a process to establish Māori subdivisions v) the board does not support the proposed changes to the process for making minor changes to local board boundaries for the following reasons: A) changes to local board boundaries should be made only rarely and when there is a compelling reason to do so, as any changes can have significant implications for local board funding and asset bases B) local board boundary changes also have the potential to adversely affect community groups. In some cases, these groups may have spent years building relationships with or advocating to the board. They may have projects that have been included in the Local Board Plan. If these groups find themselves in a new local board area due to a boundary change, they might have to start this process over again, which would be an unjust outcome C) the Bill does not provide clear guidance on under what circumstances a change to local board boundaries may be made, or a clear definition of what is considered to be a minor boundary change. The limitations on these changes is proposed to be defined through regulations which are yet to be determined. The board cannot give its support to this proposal without knowing what limits the regulations will prescribe D) the board recommends that a minor change to local board boundaries should be defined as one that would not significantly reduce the local board’s funding, and would not remove significant local assets from the area E) the board recommends that any process for changing local board boundaries should include approval of the change by the affected local boards as part of the process vi) the board supports the proposed schedule setting out the process for the establishment or reorganisation of local board areas, and note the requirement in this process to take into account the views and preferences of affected local boards vii) the board supports the proposal to resolve tied elections with a judicial recount rather than by lot viii) the board supports allowing candidates to submit nominations in a manner approved by the Electoral Officer, such as electronically |

Local board feedback on the proposed Auckland Climate Grant programme 2022/2023 |

Resolution number MR/2022/121 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) provide the following feedback on the proposed Auckland Climate Grant: i) the board supports the proposal to give priority to transport, food, energy and Māori-led projects. However, we believe that priority should also be given to projects supporting community awareness of, and preparedness for, climate change ii) the board supports including quick response grant rounds to make the application process quicker, simpler and easier for community groups and to increase the volume of successful applications from under-served groups iii) the board believes that funding for climate change programmes should be targeted at the areas that have high vulnerability to the effects of climate change and low capacity to adapt iv) Auckland Council’s 2019 climate change risk assessment rated most coastal areas of Manurewa very high on the climate change impact index, representing exposure and sensitivity to climate change, while most of Manurewa was rated as having a very low capacity to adapt to climate change. Other southern local board areas have been similarly assessed as having high vulnerability to the effects of climate change and low capacity to adapt v) in the past, regional grant programmes have not been effectively targeted at areas with the highest needs. Individuals and groups in low-income areas like Manurewa are less likely to have capacity to be able to successfully apply for funding from council grant programmes without assistance vi) the board believes that regional grant programmes of this type should include funding to identify groups or communities in need and build grant application capacity in those groups or communities. |

Resolution number MR/2022/122 MOVED by Chairperson J Allan, seconded by Member K Penney: That the Manurewa Local Board: a) receive the performance report for quarter four ending 30 June 2022 b) note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2021/2022 are released to the New Zealand Stock Exchange (NZX), which are expected to be made public on 29 August 2022 c) approve an amendment to the 2021 - 2024 Community Facilities work programme (resolution number MR/2021/93) as follows: i) amend the current approved activity description in work programme line item 24112 ‘Manurewa - Renew play spaces at Manurewa Recreation Centre’ to read, ‘Renew play space assets and recreation centre flooring at Manurewa Recreation Centre’ d) reallocate savings of $20,782.42 from capex work programme line item 24115 ‘Gallaher Park - Renew play spaces’ to work programme line item 24112 ‘Manurewa - Renew play spaces at Manurewa Recreation Centre’. |
