Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Purpose of the report
1. To update the Ngāti Whātua Ōrākei Reserves Board (Reserves Board) on the operational work carried on the whenua by Ngāti Whātua Ōrākei Whai Maiā.
Whakarāpopototanga matua
Executive summary
2. Ngāti Whātua Ōrākei continue to progress the Work Schedule and as part of the Work Schedule a regular audit hīkoi is scheduled to continue to strengthen alignment with the maintenance agreement outcomes and performance standards.
3. The operations team have continued to make good progress this period with a number of milestones met despite ongoing disruptions as a result of COVID related absences. A key focus has been on improving our systems and the implementation of volunteers.
4. Support to various events this period including Matariki, Immigration and Matatini have reinforced the contribution the team makes to local events under our responsibilities for manaakitanga.
5. Pouwhenua Manager has resigned effective from 16th September and a replacement is currently being finalised.

Operational Update
Whenua Maintenance & Ecology
6. Horticulture/ Vegetation: Nursery production this period has been affected by extremely damp conditions and drainage issues. Some of the outputs and activity include;
· A continued focus on maintenance has improved the Maara health and presentation
· Despite damp conditions, 500kg of kai distribution to whānau from 2 harvest days
· Work has begun to start riwai rows and realignment of pathways in between the garden beds
· 10 trays of vege starts planted this month and 20 trays planted at mara
· 10,000 natives delivered to satisfied clients and 1,000 up potted for next season
· 90,000 grasses seeds have gone to nga raukau for next year stock
· 150 Kona packs prepared for haka ngahau event despite communication challenges
7. Turf: The mow schedule has been significantly affected by persistent wet conditions. The weed eating schedule has been maintained.
8. Ecological Restoration – Weed, Plant and Pest Control: Gorse clearance work has been completed on whenua Rangatira.
9. Ecological Restoration – Pest Animal Control: Weekly trapping checks are carried out. Toi whenua are monitoring a significant Pukeko problem causing vegetable and garden damage. Mitigation options are being reviewed.
10. Parakore: The activity in this space continues to grow with additional staffing increase activity on environmental wellness and assist in upholding a sustainable and regenerative relationship with the environment.
Produced 150kg of compost.
Ongoing relations with Okahu Bay Boating Club has secured the option for us to take fish waste for composting. This relationship is viewed as positive and is progressing well.
Recycled 40 pallets and wood stack to reharvest for chipping.
Working with waste management on streamlining bins and bin collection for green/organic waste and to tidy up our waste bin management across all sites.
Waste Audits for all sites have been postponed due to tangihanga.
11. Landscaping: All contracted garden beds continue to be maintained and replacement planting where necessary.
Key projects completed this period include Madden St, Pakenham St, Quay St and Wynyard Quarter.
12. Seedling production / seed sowing machine: The Precision seed sowing machine is on order from Italy and is scheduled to arrive in September. This will move the nursery towards greater efficiency and allow us to be more independent of outside nurseries enabling faster responses to seed raising shortages.
13. Beehive Expansion Equipment: 250 unassembled boxes have been purchased. This new equipment has now been assembled and painted over winter. Next step is to purchase the frames, floor-boards, hive mats, and hive lids to be ready before spring and look into the storage and honey extraction room plus the extracting equipment required for this coming spring honey season. In spring the starter colonies (Bees) which make up the hives will be ordered. The goal is to grow to 25 active hives this season and then another 25 hives by next season. All other gear like tools, smokers, suits, and treatments will be purchased through the season as required.
14. Visitor Signage: Post installation maintenance on the 18 new signs that have been installed at Pourewa Creek.
15. Other Project updates: DPI training has been completed with 9 kaimahi on organic standards for produce.
Path system is complete and some pedestrian use has been noted.
Potato bed construction on hillside is progressing with imported soil being laid on reinforced coco fibre mat.
Radio New Zealand’s show Our Changing World, a weekly radio show/podcast about science and the environment has an episode about the AUT Living Laboratories project that features the Pourewa garden development, and the wider vision for Pourewa Creek and the wider area.
The TV show Eat Well for Less to feature our eating well for less kaupapa. This key message aligns with our food sovereignty and eating healthy organic food objectives.
Volunteers and Visiting Groups
16. The team have been cautiously re-engaging with groups and is now hosting community and corporate groups weekly and ramping up volunteer support.
Biodiversity
17. Bio-diversity monitoring: Pou Whenua will re-evaluate this to determine what the goal of this objective is relative to Ngāti Whātua Ōrākei.
18. Water monitoring: The team will continue reviewing the Kaupapa in line with the Whai Maiā annual plan that will focus on water within the Ōrākei area. This includes Ōkahu Bay and Pourewa Creek. At Pourewa Creek this will include assessment of the water quality and water restoration and utilization to sustain the operations of Pourewa.
Health and Safety
19. There are no incidents to report.
20. RATs testing is carried out by staff every Tuesday and all results are recorded.
Maintenance Work Outside of Scope
21. The team continue to assist Whai Rawa with mowing services as their contractor is impacted by COVID.
22. Pou Whenua are providing regular mowing and weed-eating support at the old Okahu Bay Bowling Club site.
Kaitiaki Service
23. Ngāti Whātua Ōrākei will be hosting the Secondary National Kapa Haka Competition at Okahu Bay. Health & Safety plans are a priority and we continue to work closely with the events teams at Auckland Council to ensure safety for the community.
24. The Kaitiaki Service service levels are under review by the Manager and Ngāti Whātua Ōrākei Trust management. The changes will align with the current environment and future direction of Ngāti Whātua Ōrākei.
25. The new self-sufficient unit has been placed on the whenua and is being fitted out. The Kaitiaki will move in within the next two-months.
26. Further hui to address the activity at Michael Joseph Savage has been progressed in relation to the boy-racer issues. The Community Liaison and Pouwhenua Manager are continuing to monitor and progressing improvements where needed.

Purpose of the report
1. To update the Ngāti Whātua Ōrākei Reserves Board on the active projects underway in relation to the Combined Reserve Management Plan, Urupā, Pourewa Access: Pathways & Signage (Phase 3).

Executive summary
2. The Combined Reserve Management Plan is delayed slightly due to awaiting legal advice for next steps. The timeline will need to be extended.
3. Groundwater testing on the potential urupā sites have come to a completion. A consolidated report is expected by the end of month. This report will help inform management on the next steps as they continue to confirm the key milestones and project plan for the coming year
4. Pourewa Pathways, phase 1 and 2 have been completed. Phase 3 of the Pourewa Pathways & Signage will establish a network of pathways further into the reserve, accompanied by wayfinding marker posts and bi-lingual interpretive signage to tell some of the narratives of Pourewa, orient visitors and inform visitors of the ongoing restorative and regenerative work that is being carried out in this unique space.
5. Phase 3 of the Pourewa Pathways & Signage project plan will focus on the area of Pourewa to the south of the Māra Kai and Nursery. Management seek approval of the project plan.

Financial Update as at 30 June 2022 and budget allocation for 2022/23

Purpose of the report
1. To provide Ngāti Whātua Ōrākei Reserves Board (reserves board) an update on financial performance for the ended 30 June 2022, and to approve the budget allocation for 2022/23 financial year.
Whakarāpopototanga matua
Executive summary
2. Net operating expenditure as at end of June was $324k lower than budget, mainly due to timing of some expenses as shown in the finance summary table below. The underspend has been carried forward into 2022/23 as per the budget allocation summary below.
3. Nursery income is not reflected in the numbers as management are still working on the legal framework for this stream of income.
4. It should be noted that the budget allocation for 2022/23 excludes the nursery income which was included in the LTP which is offset by the reduction in the nursery staffing costs.
5. Capital expenditure of $300k is relating Pourewa Creek pathways project. Capex of $100k relating to mara kai project was paid in April.
6. The underspend capital expenditure of $800k has been carried forward into 2022/23 financial year.
7. The reserves board is asked to approve the allocation of this budget, which will be used as the basis for 2022/23 financial reports

That the Ngāti Whātua Ōrākei Reserves Board:
a) receive the financial report as at 30 June 2022
b) approve the allocation of the 2022/23 budget.
Financial update
8. An overview of the operational and capital expenditure as at 30 June 2022 is included in table 1 below.
9. The proposed allocation of the 2022/23 budget is in table 2. The overall budget is as approved through the LTP with the addition of the carry forward from 2021/22.
