Resolution number RD/2022/108 MOVED by Deputy Chairperson B Houlbrooke, seconded by Member B Bailey: That the Rodney Local Board: a) grant New Zealand Police - Ngā Pirihimana o Aotearoa, under section 61(2A)(a) of the Reserves Act 1977, a new community lease for land comprising 2017 square metres (more or less) located at Goodall Reserve, 1 Hamatana Road, Snells Beach, legally described as Lot 1 Deposited Plan 103697 (Attachment A to the agenda report), subject to the following terms and conditions: i) term – 10 years, commencing 18 August 2022, with one 10-year right of renewal ii) rent – $1.00 plus GST per annum if demanded b) note that New Zealand Police - Ngā Pirihimana o Aotearoa is not required to have a community outcomes plan appended as a schedule to its lease agreement c) note that all other terms and conditions will be in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number RD/2022/109 MOVED by Member B Bailey, seconded by Member D Hancock: That the Rodney Local Board: a) grant Northern Auckland Free Kindergarten Association Incorporated (T/A Kaitiaki Kindergartens), under section 61(2A)(a) of the Reserves Act 1977, a new community lease for land comprising 3,048 square metres (more or less) located at Glasgow Park, 18 Freshfields Road, Waimauku, legally described as Section 4 Survey Office Plan 315586, Section 5 Survey Office Plan 315586, Section 6 Survey Office Plan 315586 and Section 7 Survey Office Plan 315586 (Attachment A to the agenda report), subject to the following terms and conditions: i) term – 10 years, commencing 18 August 2022, with one 10-year right of renewal ii) rent – $1.00 plus GST per annum if demanded iii) a community outcomes plan will be appended as a schedule to the lease agreement b) approve Northern Auckland Free Kindergarten Association Incorporated (T/A Kaitiaki Kindergartens) Community Outcomes Plan (Attachment B to the agenda report) c) note that all other terms and conditions will be in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number RD/2022/110 MOVED by Chairperson P Pirrie, seconded by Deputy Chairperson B Houlbrooke: That the Rodney Local Board: i) the proposed development will occur ahead of adequate road safety and traffic infrastructure upgrades being implemented, specifically the proposed intersection upgrade of State Highway One and McKinney Road, not currently planned or proposed to be funded until 2028 – 2032, including critical roading upgrades in the Warkworth area, such as the Hill Street intersection and McKinney Road itself ii) the proposed development will occur ahead of adequate wastewater infrastructure being available or suitable for the final density proposed, creating a risk that future homeowners will not have a wastewater network to connect to iii) a lack of safe accessible pedestrian and cycling provisions that will connect with existing footpath networks to The Grange commercial centre, including those being constructed by the Rodney Local Board on McKinney Road and Wech Drive iv) the proposed plan change is not consistent with the Rodney Greenways Plan (Pūhoi to Pakiri) which envisages walking and cycling provisions along McKinney Road and connecting to John Andrew Drive (refer to map 4, page 26, Section 3.7, as attached) and see full report at: https://www.aucklandcouncil.govt.nz/about-auckland-council/how-auckland-council-works/local-boards/all-local-boards/rodney-local-board/docspuhoigreenways/puhoi-pakiri-greenways-part-one.pdf b) delegate authority to the Rodney Local Board chairperson to appoint a local board member to speak to the local board views at a hearing on Private Plan Change 72, if it is considered necessary by the local board.

Resolution number RD/2022/112 MOVED by Chairperson P Pirrie, seconded by Member S Garner: That the Rodney Local Board: a) receive the performance report for quarter four ending 30 June 2022 b) note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2021/2022 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on or about 29 August 2022. |
