Minutes of the Waiheke Transport Forum 3 August 2022

That the Waiheke Local Board:

a)        note the minutes of the Waiheke Transport Forum business meeting dated 3 

         August 2022.

b)        request Auckland Transport:

i)          to work with Waiheke Volunteer Coastguard urgently to enable immediate temporary berthing if required at Matiatia whilst ferries are having to berth at the northern (old) pier.

ii)         to investigate options for a long term safely accessible permanent berth for the Coastguard considering other users.

iii)       to provide advice to the board on how a waterside wharf user berthing needs-assessment may be progressed for Matiatia Wharf.

Auckland Council’s Quarterly Performance Report: Waiheke Local Board for quarter four 2021/2022

That the Waiheke Local Board:

a)      receive the performance report for quarter four ending 30 June 2022.

b)      note the financial performance report in Attachment B of the report will remain confidential until after the Auckland Council Group results for 2021/2022 are released to the New Zealand’s Exchange (NZX) which are expected to be made public on 29 August 2022.

Adoption of Waiheke Local Board Island Ngahere Action Plan 2022

 

Resolution number WHK/2022/126

MOVED by Member R Tucker, seconded by Member B Upchurch:  

That the Waiheke Local Board:

a)      adopt the Waiheke Local Board Island Ngahere 10 Year Action Plan in Attachment A of the agenda report.

b)      request that Parks, Sport and Recreation staff review the Waiheke Local Board Island Ngahere 10-Year Action Plan every three years and provide a report updating the local board on progress of delivery of the action plan.

c)      request that Parks, Sport and Recreation staff review the Waiheke Local Board Island Ngahere Action Plan implementation work programme annually and provide a report to the local board on the delivery of new tree plantings.

d)      delegate authority to the Waiheke Local Board Chair and Deputy Chair with majority member support, to approve final changes and amendments to the text and design of the Waiheke Local Board Island Ngahere 10-year Action Plan.

Local Government Electoral Legislation Bill

That the Waiheke Local Board:

Provide the following feedback to the proposed changes outlined in the Local Government Electoral Legislation Bill:

a)         support providing local authorities (councils) with a revised process for deciding their representation arrangements that makes the consideration of specific Māori representation a fundamental step in that process,

b)        restate its previous feedback on Māori Wards and constituency process (22 September 2021 Resolution number WHK/2021/128 ):

To support Crown commitments to Te Tiriti o Waitangi, the Waiheke Local Board supports:

i)       Auckland Council establishing Māori wards in addition to the full resourcing of the Independent Māori Statutory Board. Once established at Auckland Council, a model for Māori elected representation should be considered for Local Boards.

ii)      The Waiheke Local Board recognises that Māori elected positions will support the importance of the Māori community voice in all matters, giving assurance that those matters directly impacting Māori can be dealt with more appropriately.

iii)     The Royal Commission of 2007 indicated (para 22.64) that experience elsewhere was that all elected members receive “a better understanding of iwi issues than would have been possible without separate Māori representation. This is the trade-off between a fair democratic process, where there is equal representation for all in our region, and the acknowledgement that Maoridom would [have] had a lesser voice without separate representation.”

c)         advocate that methods be investigated to better enable Māori representation at a local board level.

d)        support a change the current restriction on the number of councillors on Auckland Council endorsing that the current restriction on the number of councillors to 20 plus a mayor affects Auckland Council’s ability to provide effective representation for all its growing communities and to provide specific Māori representation without diminishing the representation of other communities.

e)         support simplifying the process for unitary authorities to adjust local board boundaries noting the current process required for local boards is aligned to a full reorganisation process, even for minor amendments. 

f)          endorse the proposed Schedule 3A update wording to ensure that before submitting a unitary authority-led reorganisation application, the unitary authority must consider any views and preferences expressed by any local boards that would be affected by the reorganisation plan

g)        support the proposed update to the processes for when an election result is tied so that a recount occurs rather than a toss of a coin or draw of a straw.

h)        support enabling all candidates to submit nominations electronically as well as via paper form.

Proposed Auckland Climate Grant programme 2022/2023

That the Waiheke Local Board:

a)      welcome the opportunity to provide feedback for inclusion in Auckland Climate Grant.

b)      note the board’s commitment to respond to the challenge of climate change through its initiatives in the 2020 Local Board Plan as follows:

              i.        continue to endorse Electric Island Waiheke in its goal to support Waiheke to become fossil-fuel free by 2030

            ii.        develop a Waiheke Climate Resiliency Plan which aligns with the Coastal Compartment Plan and council’s Climate Action Plan (to include elements such as sea level rise, coastal inundation, energy sources, increasing stormwater, food resiliency and water security)

           iii.        support community-led programmes that achieve sustainable and low-carbon behaviour change and self-sufficiency such as composting, vegetable gardens, renewable energy generation and food waste reduction.

c)      note completion of the Waiheke Climate Action Plan in 2021 and appointed a Climate Activator early in 2022 to implement the plan’s key actions.

d)      note that the board’s Ngahere Strategy and Waiheke Resources Trust’s Love Our Wetlands project (of which the board is a primary funder) are resulting in significant numbers of eco-sourced native trees planted across the island which will make a significant contribution to improving Waiheke’s carbon footprint.

e)      support the two-tier approach to the grants with the lower value response grants and high-value strategic grants which will enable larger projects of regional impact.

f)       acknowledge the need for community organisations to access significant funding beyond the means of local boards.

g)      acknowledge that many of the most innovative initiatives which address climate           change goals will inevitably be community-based.

h)      commend the achievements of board-endorsed Electric Island Waiheke with now over 600 electric vehicles for a total population of 9500, the highest proportion of EV ownership in the country.

i)       offer this is an example of an exemplary community initiative which can inspire the rest of the region with the support of funds such as the Auckland Climate Grant.

j)       note that communities learn from each other, so the grants will enable

         modelling and growth of CO2-reducing projects for the city.

Feedback under delegation noting report - Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill

That the Waiheke Local Board:

a.       note the board’s feedback, provided under delegation, to support Council’s submission to the Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill:

i.    note the action supporting a Smokefree Aotearoa in its 2020 Local Board Plan which states: “Support actions and policies aimed at reducing harm caused by alcohol, smoking, drugs and gambling, including development of a local alcohol policy”.

ii.   support the measures contained in the Bill which:

A.  significantly limit the number of retailers able to sell smoked tobacco products

B.  aim to prevent young people from taking up smoking by prohibiting the sale of smoked tobacco products to anyone born on or after 1 January 2009

C.  aim to make smoked tobacco products less appealing and addictive.

iii.  recommend that the Bill should include educational components focused on prevention as well as smoking cessation support.
