Chairperson Saffron Toms opened the meeting and welcomed those present online.
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically, members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Delegated local board feedback on the Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill |

Resolution number WTK/2022/101 MOVED by Member S Coney, seconded by Deputy Chairperson G Presland: That the Waitākere Ranges Local Board: a) receive the decision made under delegation on 17 August 2022 providing feedback from the Waitākere Ranges Local Board for inclusion in Auckland Council’s submission to the Health Select Committee on the Smokefree Environments and Regulated Products (Smoked Tobacco) Amendment Bill. |

Resolution number WTK/2022/102 MOVED by Chairperson S Toms, seconded by Member M Allen: That the Waitākere Ranges Local Board: a) broadly supports the proposed bill. b) support the proposed provision that makes the decision-making process about the potential numbers of Auckland Councillors the same as for every other Local Authority and lifts the 20 councillor restriction on the Governing Body. c) support the proposed revised process for the retention or establishment of Māori wards, noting, and supporting, the continuing provision that the numbers and boundaries of such wards are to be set on a total population basis, and that voters in Māori wards will continue to have a vote for Mayor, local board members and any licensing trusts. d) request adding a provision that would allow those local boards that choose to do so to establish a Māori subdivision for their board, utilising a process: i) broadly similar to that for Māori wards for Council, or ii) some other mechanism to ensure Māori representation based on full consultation with Māori on the most appropriate mechanism. e) support creating a limited opportunity for minor changes to be made to board boundaries to align with Council ward boundaries. f) note that the Waitākere Ranges Local Board was created to recognise the community of interest that resides in the Waitakere Ranges Heritage Area (WRHA) as stipulated in the WRHA Act (2008). g) support the proposal to allow more flexibility in the lodging of candidate nominations. h) support the proposal to provide that tied votes for candidates would not proceed immediately to a decision by lot but first proceed to a judicial recount to resolve. |

Local board feedback on the proposed Auckland Climate Grant programme 2022/2023 |

Resolution number WTK/2022/103 MOVED by Chairperson S Toms, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) provide the following feedback on the proposed Auckland Climate Grant 2022/2023: i) the Board supports the Auckland Climate Grants programme and its budget of $400,000 ii) considers this grants programme an essential element of Auckland’s Commitment to climate action as it empowers local, flax-roots climate action, contributing to a more holistic approach to climate action iii) submits that the grants programme be supported by a marketing and education campaign iv) submits that consideration be made to increase the budget in future years to assist our communities to respond to climate change v) requests that the grants programme include the ability of communities to apply for resources to implement actions in a resilience plan and increase their ability to respond to climate events. |
