The chairperson acknowledged the passing of Her Majesty Queen Elizabeth II, and a moment of silence was observed.

Proposed new community lease to Orewa Tennis Club Incorporated at Victor Eaves Park, Orewa |

Resolution number HB/2022/127 MOVED by Member J Fitzgerald, seconded by Member L Willis: That the Hibiscus and Bays Local Board: a) grant a new community lease to the Orewa Tennis Club Incorporated for an area comprising approximately 4384m2 located at 87 Florence Avenue, Orewa on the land legally described as Lot 1 DP 89502 (Attachment A to the agenda report) subject to the following terms and conditions: i) term –10 years, commencing 1 October 2022, with two 10-year right of renewal. ii) rent – $1.00 plus GST per annum if demanded iii) Community Outcomes Plan - to be appended to the lease as a schedule of the lease agreement (as per Attachment B to the agenda report – Community Outcomes Plan) b) approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number HB/2022/128 MOVED by Deputy Chairperson V Short, seconded by Member L Willis: That the Hibiscus and Bays Local Board: a) classify, pursuant to section 16 (2A) of the Reserves Act 1977, Lot 100 Deposited Plan 501398, comprised in Record of Title 755693, as local purpose (drainage) reserve, subject to iwi engagement with no objection. |
Note: Staff attending the meeting confirmed that no objection had been receieved from iwi during the time frame given for them to respond.

2022 local government elections - meetings and decision-making until new local board members make their declarations |

Resolution number HB/2022/136 MOVED by Chairperson G Brown, seconded by Member J Fitzgerald: That the Hibiscus and Bays Local Board: a) confirm that the local board’s existing urgent decisions delegations process will be utilised where decisions are required from the local board between the final local board business meeting (15 September 2022) and the end of term (15 October 2022) b) note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board (interregnum), all decision-making will be undertaken by the Chief Executive under current delegations c) note that the Chief Executive will not be required to comply with consultation requirements in the local boards’ delegation protocols when making decisions during the interregnum d) request that the Chief Executive exercise restraint when making decisions during the interregnum and to consider referring significant decisions to the first meeting of the incoming local board. |

Resolution number HB/2022/137 MOVED by Member L Willis, seconded by Member J Parfitt: That the Hibiscus and Bays Local Board: a) approve the following names for the two new private roads, created by way of subdivision, undertaken by Body Corporate 12098 at 31 Cochrane Avenue, Arkles Bay, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references SUB60318979-2 and SUB60318979-A): i) ‘Tohoraha Lane’ for road one ii) ‘Waraki Rise’ for road two b) note that the street names approved by the local board are supported by mana whenua (Ngati Manuhiri). |
