Resolution number WH/2022/98 MOVED by Chairperson K Thomas, seconded by Member W Piper: That the Whau Local Board: a) acknowledge the recent passing of Her Majesty Queen Elizabeth II and recognise her significant contribution and service over the last 70 years. b) acknowledge the proclamation of the new monarch, King Charles III.

Resolution number WH/2022/103 MOVED by Chairperson K Thomas, seconded by Member S Zhu: That the Whau Local Board: a) adopt the draft 2021/2022 Whau Local Board Annual Report tabled at the meeting noting the new measure description and changes to the performance measures on pages 10 and 11, for footnote 2. b) note that any proposed changes after the adoption will be clearly communicated and agreed with the chairperson before the report is submitted for adoption by the Governing Body on 29 September 2022.

Nga Tiriti Ngangahau – The Vibrant Streets – Auckland Transport |

Resolution number WH/2022/104 MOVED by Member J Rose, seconded by Member W Piper: That the Whau Local Board: a) endorse the Avondale Open Streets Activation project in the Nga Tiriti Ngangahau – The Vibrant Streets programme. b) request that Auckland Transport locate the 2008 plan for Avondale town centre that demonstrates a future pedestrianised main street as part of the plans to support unlocked intensification in the town centre. c) recommend that Auckland Transport connect with established community groups that are already active in the area, as discussed in the recent local board workshop. d) request that modelling for any transport management plans be recorded so that these could be re-used for other events on the same road space (for example the Avondale RSA ANZAC Parade), and request that monitoring and evaluation take into account the ability to replicate the event using the same modelling in future. e) recommend that Auckland Transport use resources already available regarding best practice international standards for ‘Open Streets’ events. f) request that Auckland Transport use learnings gained from the Waka Kotahi Innovating Streets programme. g) request that Auckland Transport connect with and employ learnings gained from Healthy Families’ Play Streets model as successfully delivered in Whakawhiti Loop, Avondale. h) thank Auckland Transport for selecting Whau as a recipient of the Vibrant Streets Funding. |

Council-controlled Organisations Quarterly Update: Quarter Four, 2021/2022 |

Resolution number WH/2022/105 MOVED by Chairperson K Thomas, seconded by Member S Zhu: That the Whau Local Board: a) receive the Council-controlled Organisations Quarterly Update for Quarter Four 2021/2022. b) receive updates to the Joint Council-controlled Organisations Engagement Plan 2022/2023. c) note its concern that the Council-controlled Organisations Engagement Plan has not resulted in any noticeable increase in quality engagement from the four CCOs but rather has increased the burden on local boards and their support staff around reporting and monitoring. d) note in particular that engagement from and the provision of quality advice from Auckland Transport has decreased since the initial adoption of the plans in 2021 and request that reporting requirements for Auckland Transport be revisited in the new electoral term. e) note that Tātaki Auckland Unlimited has continued to provide excessive amounts of generic information to elected members focused on parts of the business (regional activities) that are of no direct relevance to the Whau, while there has been very little engagement or provision of advice around the part of the business (local economic development) that is of particular interest to the local board and request that this imbalance be addressed in the new electoral term. f) request that Local Board Services staff review the effectiveness and relevance of the Council-controlled Organisations Engagement planning process in the new electoral term.

Local Board input on the National Policy Statement for Freshwater Management |
|
Resolution number WH/2022/107 MOVED by Member J Rose, seconded by Member S Zhu: That the Whau Local Board: a) note the feedback received from communities through the first stage of public engagement with the National Policy Statement-Freshwater Management 2020, in Attachment D, Attachment E and Attachment F to this report. b) welcome the opportunity to provide feedback on the National Policy Statement-Freshwater Management 2020 values. c) support, in general terms, the proposed Freshwater Management Units (FMUs), noting the relationship between freshwater management and the marine coastal environment and the alignment of these to coastal receiving environments. d) note the feedback received in favour of having a separate FMU for the Waitākere Ranges Heritage Area and support further consideration of this proposal given the particular environmental sensitivities and very low levels of anticipated future development in that area in stark contrast to most other parts of the Manukau FMU. e) support the inclusion of values and use of freshwater that focus on water quality, ecosystem health and climate change mitigation, and request that staff give these values the highest consideration. f) note the strong emphasis in the feedback received during public consultation on “natural form and character” and “human contact” but also note its concern that values focused on aesthetic appeal and recreational use may not always be consistent with water quality, ecosystem health, climate change resilience and emissions reduction, which should be primary considerations. g) support the inclusion of values that focus on recreational use only as secondary considerations, except where identified as being of particularly high importance to Māori. h) support long-term visions for freshwater management that focus on improved water quality, improved ecosystem health, improved climate change resilience and reduced carbon emissions, but also potentially support future aspirations around activities such as swimming, fishing, drinking and turanga waka where these are identified as priorities for Māori. i) note that the low number of submissions from residents of the Whau Local Board area should not be seen as an indication that there is a low level of interest in freshwater management among residents of the Whau, noting in particular that water quality and ecosystem health have been consistently identified as an issue of strong interest and concern in successive local board consultations. j) note that, while public education sits outside the scope of this consultation and any potential plan changes, the local board would support any opportunities to use Auckland Council’s plans and strategies to enhance public awareness of important environmental issues, including the need for recreational users to play their part in keeping freshwater bodies free from pest plant species (for example Dydimo) which can have a devastating impact on the health of our freshwater. k) note that the Whau River and Waitahurangi (Avondale Stream) were mentioned in submissions, along with Te Auaunga (Oakley Creek, a small part of which falls in the Whau Local Board area), and strongly support approaches to freshwater management that will protect and enhance these awa and other parts of the Whau catchment, including potential future plan changes that could further restrict development that could have a detrimental impact on them or their wider catchments. l) note its concern that there is almost no mention of climate change in this consultation or associated documentation, and urge staff to prominently acknowledge the reality and the potential impacts of climate change and highlight opportunities to address it, regardless of the scope of the consultation, in any and all environmental consultations and communications.

Resolution number WH/2022/108 MOVED by Chairperson K Thomas, seconded by Member T Matafai: That the Whau Local Board: a) confirm that the local board’s existing urgent decisions delegations process will be utilised where decisions are required from the local board between the final local board business meeting (28 September 2022) and the end of term (15 October 2022). b) note that from the commencement of the term of office of new members until the inaugural meeting of the incoming local board (interregnum), all decision-making will be undertaken by the Chief Executive under current delegations. c) note that the Chief Executive will not be required to comply with consultation requirements in the local boards’ delegation protocols when making decisions during the interregnum. d) request that the Chief Executive exercise restraint when making decisions during the interregnum and to consider referring significant decisions to the first meeting of the incoming local board.
