Minutes of the inaugural meeting of the Aotea / Great Barrier Local Board held in the Claris Conference Centre, 19 Whangaparapara Road, Claris, Aotea / Great Barrier Island on Thursday, 27 October 2022 at 10.00am.

Note:   A pōwhiri was held to welcome and acknowledge members in their new term, which then   

            lead into the business meeting.

 

Note:   Before the meeting began Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, advised the locations of the emergency exits and conveniences.

 

Note:   Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, chaired the meeting for items, 1, 2, 3, 4, 5, 6 and 7. From item 7 onwards, the newly elected chairperson chaired the meeting.

 

Note:   Craig Hobbs, Director Regulatory Services, witnessed the member’s signatures.

 

1          Welcome

 

Craig Hobbs Director Regulatory Services on behalf of the Chief Executive, addressed the meeting.

 

2          Apologies

 

There were no apologies.

 

Note:   Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, acknowledged the resignation of member elect Valmaine Toki and wished her well for the future.

Declaration by Local Board Members

The following Aotea / Great Barrier Local Board members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002:

Election of Chairperson

 

Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, gave an overview of the voting systems and requested a mover and a seconder.

 

Resolution number GBI/2022/110

MOVED by Member I Fordham, seconded by Member CO Ollivier:  

That the Aotea / Great Barrier Local Board:

a)      agree to use System B of Clause 25, Schedule 7 of the Local Government Act 2002 to elect its chairperson.

CARRIED

 

Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, called for nominations for the position of Chairperson.

 

Member OLLIVIER nominated Member FORDHAM for the Chairperson role. Member SANDERSON seconded the nomination.

 

Resolution number GBI/2022/111

MOVED by Member CO Ollivier, seconded by Member NS Sanderson:  

That the Aotea / Great Barrier Local Board:

b)        elect Member Fordham as Chairperson of the Aotea / Great Barrier Local Board for the 2022-2025 political term.

CARRIED

 

The motion was put to the vote by a show of hands and was declared CARRIED by 4 votes to 0.

Declaration of Chairperson

 

A copy of the Chairperson’s declaration is publicly available on the Auckland Council website as a minutes attachment.

 

The Chairperson for the 2022-2025 political term, Izzy Fordham made her declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2022.

Address by Chairperson

 

The Chairperson addressed the meeting.

Election of Deputy Chairperson

 

The Chairperson gave an overview of the voting systems and requested a mover and a seconder.

 

Resolution number GBI/2022/112

MOVED by Member P O'Shea, seconded by Member CO Ollivier:  

That the Aotea / Great Barrier Local Board:

a)      agree to utilise System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

CARRIED

 

The Chairperson called for nominations for the position of Deputy Chairperson.

 

Member SANDERSON nominated Member O’SHEA for the Deputy Chairperson role. Member OLLIVIER seconded the nomination.

MOVED by Member CO Ollivier, seconded by Member NS Sanderson:  

That the Aotea / Great Barrier Local Board:

b)        elect Member O’Shea as deputy chairperson for the 2022-2025 political term.

CARRIED

 

The motion was put to the vote by a show of hands and was declared CARRIED by 4 votes to 0.

 

Note:   The local board had previously discussed that the deputy chairperson role will be reviewed    

            by the local board in 18 months time, on or around 27 April 2024.

Explanation of the laws that affect elected members

 

Glenn Boyd, Local Area Manager - Aotea / Great Barrier and Waiheke Local Boards, gave a brief explanation of the Local Government Legislation.

That the Aotea / Great Barrier Local Board:

a)      note the general explanation of the laws affecting elected members.

First Business Meetings of the Aotea / Great Barrier Local Board

 

Resolution number GBI/2022/115

MOVED by Member I Fordham, seconded by Member CO Ollivier:  

That the Aotea / Great Barrier Local Board:

a)      confirm Tuesday 22 November 2022 at 1pm at the Claris Conference Centre, 19 Whangaparapara Road, Claris, Aotea / Great Barrier Island for its first business meeting.

b)      confirm Tuesday 06 December 2022 at 1pm at the Claris Conference Centre, 19 Whangaparapara Road, Claris, Aotea / Great Barrier Island for its second business meeting.

CARRIED

 

Note:   Councillor-elect (Waitematā and Gulf ward) Mike Lee acknowledged the local board.

 

Note:   Aotea / Great Barrier Local Iwi liaison, Jeff Cleave, acknowledged the local board.

 

Note:   After the inaugural meeting closed, the Kaitoke School children performed waiata before the session was brought to close with karakia and the blessing and sharing of food.
