Minutes of the Inaugural meeting of the Kaipātiki Local Board held in the Kaipātiki Local Board Office, 90 Bentley Avenue, Glenfield on Wednesday, 26 October 2022 at 6.30pm.

Kaipātiki Local Board

26 October 2022

 

 

The recently elected Kaipātiki Local Board members, their whānau/families, supporters, invited guests and members of the community were welcomed into the Kaipātiki Local Board office with a pōwhiri. Margie Tukerangi, Otis Thompson and Debra Brewer of Ngāti Whātua, welcomed the manuhiri (visitors) into the space with karakia, whaikōrero and waiata; the call, prayer, speeches of welcome and song.

 

At the conclusion of these formal proceedings, there was hongi and harirū (handshakes) between the local board members and tangata whenua. Following this, the inaugural meeting proceeded as outlined in these minutes.

 

Note:   Eric Perry, Local Area Manager, chaired the meeting for items 1, 2, 3, 4, 5, 6 and 7. From item 7 onwards, the newly elected Chairperson John Gillon chaired the meeting. Claudia Wyss, Director Customer and Community Services witnessed the members declarations.

 

Note:   Jacinda Gweshe, Democracy Advisor, advised the locations of the emergency exits and conveniences.

Claudia Wyss, Director Customer and Community Services, on behalf of the Chief Executive, addressed the meeting.

Declaration by Local Board Members

The following Kaipātiki Local Board members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002:

Election of Chairperson

 

Eric Perry, Local Area Manager, gave an overview of the voting systems and requested a mover and seconder.

 

 

Resolution number KT/2022/214

MOVED by Member D Grant, seconded by Member M Kenrick:  

That the Kaipātiki Local Board:

a)          agree to use System B of Clause 25, Schedule 7 of the Local Government Act 2002 to elect its chairperson.

CARRIED

 

The Local Area Manager called for nominations for the position of Chairperson.

 

Member D Grant nominated Member J Gillon for the role of Chairperson.

Member A Tyler seconded the motion.

 

 

Resolution number KT/2022/215

MOVED by Member D Grant, seconded by Member A Tyler:  

That the Kaipātiki Local Board:

b)         elect member John Gillon as Chairperson for the 2022-2025 electoral term.

 

The Chairperson put the motion to a vote by a show of hands and was declared CARRIED by 8 votes.

Declaration of Chairperson

 

A copy of the Chairperson’s declaration is publicly available on the Auckland Council website as a minutes attachment.

 

 

 

John Gillon, the Chairperson for the 2022 – 2025 electoral term, made his declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002 and assumed the Chair.

Address by Chairperson

 

The Chairperson, John Gillon, for the 2022 – 2025 electoral term addressed the meeting.

Election of Deputy Chairperson

 

The Chairperson, John Gillon, requested a mover and seconder of the voting system.

 

 

Resolution number KT/2022/216

MOVED by Member T Spring, seconded by Member E Hannam:  

That the Kaipātiki Local Board:

a)          agree to utilise System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002 to elect its deputy chairperson.

CARRIED

 

Chairperson John Gillon called for nominations for the position of Deputy Chairperson.

 

Member P Gillon nominated Member D Grant for the role of Deputy Chairperson for the entire 2022-2025 electoral term. Member E Hannam seconded the motion.

MOVED by Member P Gillon, seconded by Member E Hannam:  

That the Kaipātiki Local Board:

b)         elect member Danielle Grant as Deputy Chairperson for the 2022-2025 electoral term.

 

The Chairperson put the motion to a vote by a show of hands and was declared CARRIED by 8 votes.

The Mayor was not present, so no address was provided at this time.

Explanation of the laws that affect elected members

 

Eric Perry, Local Area Manager, gave a brief explanation of the Local Government Legislation.

First Business Meetings of the Kaipātiki Local Board

 

Resolution number KT/2022/219

MOVED by Member A Tyler, seconded by Member J Tupou:  

That the Kaipātiki Local Board:

a)          confirm 16 November 2022 at 10am at the Kaipātiki Local Board office, 90 Bentley Avenue, Glenfield, as the date and time for its first business meeting.

b)         confirm 7 December 2022 at 10am at the Kaipātiki Local Board office, 90 Bentley Avenue, Glenfield, as the date and time for its second business meeting.

 

CARRIED
